class=\"has-black-color has-text-color\">Ce projet a \u00e9t\u00e9 con\u00e7u pour r\u00e9pondre \u00e0 deux probl\u00e8mes cl\u00e9s li\u00e9s aux programmes de formation visant \u00e0 combler les lacunes en mati\u00e8re de comp\u00e9tences dans le secteur manufacturier&nbsp;: le sous-investissement des employeurs et la faible participation. La Soci\u00e9t\u00e9 de recherche sociale appliqu\u00e9e (SRSA), en partenariat avec l\u2019Excellence in Manufacturing Consortium (EMC), a pilot\u00e9 un mod\u00e8le de &#8220;r\u00e9mun\u00e9ration en fonction du rendement&#8221; ax\u00e9 sur les r\u00e9sultats, qui remboursait les employeurs s\u2019ils soutenaient avec succ\u00e8s la mise en \u0153uvre du programme de formation aux comp\u00e9tences non techniques de Manufacturing Essentials Certification (MEC) de l\u2019EMC et atteint les principaux objectifs de rendement.<\/p>\n\n\n\n<p>Le programme a atteint les r\u00e9sultats vis\u00e9s en mati\u00e8re d\u2019apprentissage et de mise en \u0153uvre sur le lieu de travail, ce qui a entra\u00een\u00e9 des remboursements aux employeurs qui se sont rapproch\u00e9s de la limite de 70&nbsp;% du co\u00fbt de la formation pouvant faire l\u2019objet d\u2019un remboursement. Plus important encore, une grande majorit\u00e9 des employeurs ont r\u00e9pondu que, compte tenu de leur participation au projet pilote sur la r\u00e9mun\u00e9ration en fonction du rendement, ils \u00e9taient plus susceptibles d\u2019investir dans la formation \u00e0 l\u2019avenir.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le mod\u00e8le bas\u00e9 sur la r\u00e9mun\u00e9ration en fonction du rendement s\u2019est donc av\u00e9r\u00e9 efficace pour lever d\u2019importants obstacles \u00e0 l\u2019investissement dans la formation. La SRSA a toutefois soulign\u00e9 qu\u2019en d\u00e9pit de l\u2019efficacit\u00e9 du mod\u00e8le, les employeurs estimaient que les subventions salariales et les cr\u00e9dits d\u2019imp\u00f4t seraient pr\u00e9f\u00e9r\u00e9s par rapport \u00e0 la r\u00e9mun\u00e9ration en fonction du rendement en tant que mod\u00e8le de prestation soutenu par les pouvoirs publics.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong>Perspectives Cl\u00e9s<\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Quatre-vingt-onze pour cent des entreprises participantes qui ont r\u00e9pondu \u00e0 l\u2019enqu\u00eate apr\u00e8s la mise en \u0153uvre (30 sur 55) ont d\u00e9clar\u00e9 qu\u2019elles \u00e9taient plus susceptibles d\u2019investir dans la formation \u00e0 l\u2019avenir.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Le comportement des employeurs a chang\u00e9 lorsque leur argent \u00e9tait en jeu&nbsp;: ils se sont davantage engag\u00e9s et ont \u00e9t\u00e9 plus motiv\u00e9s pour r\u00e9ussir.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">La quasi-totalit\u00e9 (95&nbsp;%) des employeurs ayant particip\u00e9 \u00e0 l\u2019enqu\u00eate de suivi se sont d\u00e9clar\u00e9s satisfaits ou tr\u00e8s satisfaits du mod\u00e8le de paiement \u00e0 la r\u00e9mun\u00e9ration en fonction du rendement et de sa formule de remboursement.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> <strong>L\u2019enjeu<\/strong><\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>L\u2019insuffisance des investissements des employeurs dans la formation professionnelle est consid\u00e9r\u00e9e comme un facteur susceptible de limiter la croissance de la productivit\u00e9 dans les entreprises canadiennes, en particulier dans les petites et moyennes entreprises qui repr\u00e9sentent une proportion importante des entreprises au Canada. Les facteurs qui limitent les investissements plus importants des employeurs dans les comp\u00e9tences constituent un probl\u00e8me persistant et bien connu. Ces facteurs incluent le co\u00fbt, la perte de productivit\u00e9 li\u00e9e \u00e0 la mise \u00e0 disposition des employ\u00e9s pour la formation, l\u2019incertitude quant aux avantages ou au retour sur investissement, et la perception que la plupart des programmes de formation ne correspondent pas aux besoins des employeurs en mati\u00e8re de comp\u00e9tences.<\/p>\n\n\n\n<p>Les recherches men\u00e9es par l\u2019Excellence in Manufacturing Consortium, principal partenaire du projet de la SRSA, ont r\u00e9v\u00e9l\u00e9 que de nombreux fabricants canadiens ne font pas les investissements n\u00e9cessaires pour am\u00e9liorer les comp\u00e9tences de la main-d\u2019\u0153uvre. Les r\u00e9sultats d\u2019une enqu\u00eate men\u00e9e par l\u2019EMC en 2017 ont r\u00e9v\u00e9l\u00e9 que seuls 51&nbsp;% des employeurs proposaient une formation sur le lieu de travail dans le domaine des comp\u00e9tences essentielles et 8&nbsp;% dans celui de l\u2019alphab\u00e9tisation. La plupart des employeurs pr\u00e9f\u00e8rent investir dans des programmes de formation qui satisfont aux exigences r\u00e9glementaires, comme la formation \u00e0 la sant\u00e9 et \u00e0 la s\u00e9curit\u00e9 au travail ou la formation aux comp\u00e9tences techniques.&nbsp;<\/p>\n\n\n\n<p>Il a \u00e9t\u00e9 difficile de trouver des solutions durables et \u00e9volutives, ce qui sugg\u00e8re qu\u2019il pourrait \u00eatre n\u00e9cessaire d\u2019exp\u00e9rimenter des approches visant \u00e0 soutenir l\u2019investissement des employeurs dans la formation et \u00e0 cr\u00e9er des incitations fortes pour que ceux-ci continuent \u00e0 investir dans la formation apr\u00e8s la fin du soutien apport\u00e9 par le projet pilote. Les coordonnateurs du projet souhaitaient v\u00e9rifier si le mod\u00e8le pouvait permettre d\u2019atteindre les r\u00e9sultats souhait\u00e9s en mati\u00e8re de formation de la main-d\u2019\u0153uvre, tout en 1) encourageant les employeurs \u00e0 s\u2019engager fermement \u00e0 garantir les r\u00e9sultats du programme et 2) modifiant leur attitude et leur perception \u00e0 l\u2019\u00e9gard de l\u2019investissement dans la formation.<\/p>\n\n\n\n<p>Le programme a \u00e9t\u00e9 con\u00e7u avec la participation directe des employeurs, par le biais d\u2019une s\u00e9rie de consultations et d\u2019une enqu\u00eate men\u00e9e aupr\u00e8s de 748&nbsp;fabricants canadiens sur leurs attitudes et motivations en mati\u00e8re de formation sur le lieu de travail. Le projet s\u2019est appuy\u00e9 sur le programme de formation aux comp\u00e9tences essentielles de la Manufacturing Essentials Certification d\u2019EMC, qui am\u00e9liore les comp\u00e9tences en mati\u00e8re de communication, de r\u00e9solution de probl\u00e8mes, de travail d\u2019\u00e9quipe et de collaboration, ainsi que de leadership.<\/p>\n\n\n\n<p>Le mod\u00e8le rembourse aux employeurs jusqu\u2019\u00e0 70&nbsp;% du co\u00fbt de formation de 3&nbsp;000&nbsp;$ par employ\u00e9, ainsi que jusqu\u2019\u00e0 1&nbsp;200&nbsp;$ de perte de productivit\u00e9 pendant la p\u00e9riode de formation de l\u2019employ\u00e9. Le remboursement \u00e0 l\u2019employeur \u00e9tait reli\u00e9 \u00e0 l\u2019obtention de trois r\u00e9sultats cl\u00e9s portant sur l\u2019ex\u00e9cution r\u00e9ussie du programme, le gain de comp\u00e9tences observ\u00e9 et le degr\u00e9 d\u2019engagement de l\u2019employeur (mesur\u00e9 par l\u2019accomplissement d\u2019une s\u00e9rie de t\u00e2ches li\u00e9es au soutien du programme de formation en milieu de travail).<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> <strong>Ce que nous apprenons<\/strong><\/h3>\n\n\n\n<p>La SRSA et l\u2019EMC ont recrut\u00e9 55&nbsp;entreprises pour le projet pilote et form\u00e9 203&nbsp;participants individuels. Le projet a obtenu de bons r\u00e9sultats dans trois domaines cl\u00e9s&nbsp;: un taux de r\u00e9ussite de 96&nbsp;% pour la certification apr\u00e8s la formation, un taux de r\u00e9ussite de 87&nbsp;% en termes d\u2019am\u00e9lioration des comp\u00e9tences des travailleurs et 96&nbsp;% de taux de r\u00e9ussite pour les employeurs participants qui ont atteint le seuil requis pour l\u2019engagement de l\u2019employeur. Cela sugg\u00e8re que l\u2019intervention a \u00e9t\u00e9 con\u00e7ue autour d\u2019un contenu qui a \u00e9t\u00e9 per\u00e7u favorablement par les employeurs du secteur manufacturier.<\/p>\n\n\n\n<p>Elle a \u00e9galement montr\u00e9 que 79&nbsp;% des employeurs ont particip\u00e9 au projet parce que le mod\u00e8le de r\u00e9mun\u00e9ration en fonction du rendement semblait avoir un sens financier. Les 748&nbsp;employeurs du secteur manufacturier interrog\u00e9s dans le cadre de l\u2019enqu\u00eate \u00ab Motivations et engagement des employeurs en mati\u00e8re de formation \u00bb ont class\u00e9 la r\u00e9mun\u00e9ration au rendement en derni\u00e8re position dans une liste de cinq mod\u00e8les de financement destin\u00e9s \u00e0 soutenir la formation. Cinquante et un pour cent des personnes interrog\u00e9es ont estim\u00e9 qu\u2019il s\u2019agissait d\u2019un m\u00e9canisme important ou tr\u00e8s important. \u00c0 titre de comparaison, 71&nbsp;% des personnes interrog\u00e9es sont du m\u00eame avis en ce qui concerne les subventions salariales publiques pendant la formation et la m\u00eame proportion semble appr\u00e9cier les incitations fiscales.<\/p>\n\n\n\n<p>Enfin, le projet portant sur la r\u00e9mun\u00e9ration en fonction du rendement de la SRSA a soulev\u00e9 d\u2019importantes questions quant \u00e0 savoir si les interventions visant \u00e0 stimuler l\u2019investissement dans la formation entra\u00eenent des changements permanents et \u00e0 long terme dans la prise de d\u00e9cision des employeurs en ce qui concerne l\u2019investissement dans les comp\u00e9tences. Il est important de mettre ces donn\u00e9es \u00e0 la disposition des d\u00e9cideurs politiques, car ils r\u00e9fl\u00e9chissent au r\u00f4le des comp\u00e9tences dans la lutte contre le retard du Canada en mati\u00e8re de croissance de la productivit\u00e9. Gr\u00e2ce \u00e0 des \u00e9v\u00e9nements comme le prochain atelier virtuel du Centre des Comp\u00e9tences futures pour les d\u00e9cideurs politiques sur l\u2019investissement des employeurs dans la
