main-d\u2019\u0153uvre hautement qualifi\u00e9e est essentielle \u00e0 l\u2019innovation et contribue \u00e0 la productivit\u00e9, \u00e0 l\u2019augmentation des salaires et au bien-\u00eatre. Selon certaines estimations, plus de la moiti\u00e9 du capital humain d\u00e9velopp\u00e9 au cours de la vie d\u2019un individu peut \u00eatre attribu\u00e9e \u00e0 l\u2019apprentissage postscolaire. Ainsi, la formation parrain\u00e9e par l\u2019employeur est une composante essentielle du contexte g\u00e9n\u00e9ral du d\u00e9veloppement des comp\u00e9tences au Canada. Cependant, on en sait trop peu sur les investissements des employeurs canadiens dans la formation, ce qui prive les d\u00e9cideurs politiques, les chercheurs et les employeurs d\u2019une base solide pour prendre des d\u00e9cisions en mati\u00e8re de politique et d\u2019investissement.<\/p>\n\n\n\n<p>Ce projet a utilis\u00e9 les donn\u00e9es disponibles pour synth\u00e9tiser ce que l\u2019on sait actuellement sur les niveaux, les types et les tendances des investissements en formation des entreprises, y compris les entreprises qui fournissent (et les employ\u00e9s qui re\u00e7oivent) une formation, ainsi que les motivations et les obstacles auxquels les entreprises sont confront\u00e9es lorsqu\u2019elles fournissent une formation. Le projet a d\u00e9montr\u00e9 que les entreprises canadiennes sont \u00e0 la tra\u00eene de leurs homologues internationaux en mati\u00e8re d\u2019investissement dans la formation\u2009; que les grandes entreprises sont plus susceptibles d\u2019investir, en particulier celles des secteurs bas\u00e9s sur la connaissance et la technologie\u2009; et que la formation est plus susceptible d\u2019\u00eatre propos\u00e9e aux employ\u00e9s permanents \u00e0 temps plein dans leurs meilleures ann\u00e9es de travail et ayant un niveau d\u2019\u00e9ducation plus \u00e9lev\u00e9.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le projet a \u00e9galement d\u00e9termin\u00e9 que les donn\u00e9es sur les formations financ\u00e9es par l\u2019employeur au Canada sont peu fiables, obsol\u00e8tes et mal adapt\u00e9es \u00e0 des comparaisons dans le temps et dans l\u2019espace. Il est urgent de disposer de meilleures donn\u00e9es provenant d\u2019une source permanente, repr\u00e9sentative et importante, qui explorerait des questions coh\u00e9rentes sur les investissements et les activit\u00e9s de formation, les motivations et les obstacles, les types, les modes et la r\u00e9partition entre les salari\u00e9s, l\u2019utilisation et la valeur des programmes et des politiques li\u00e9s \u00e0 la formation, ainsi que les caract\u00e9ristiques d\u00e9mographiques et les performances des entreprises. La formation parrain\u00e9e par l\u2019employeur est un \u00e9l\u00e9ment essentiel du contexte g\u00e9n\u00e9ral du d\u00e9veloppement des comp\u00e9tences au Canada, qui comprend l\u2019\u00e9ducation formelle et informelle et la formation professionnelle. Il aide \u00e0 combler les lacunes entre l\u2019\u00e9ducation formelle et les comp\u00e9tences sp\u00e9cifiques requises sur le lieu de travail, y compris les lacunes r\u00e9sultant des changements technologiques, r\u00e9glementaires et autres changements \u00e9conomiques et sociaux. La formation aide les employeurs \u00e0 am\u00e9liorer la productivit\u00e9 ainsi que la qualit\u00e9 des produits et\/ou des services. Elle contribue \u00e9galement \u00e0 une culture et \u00e0 une pratique de l\u2019apprentissage tout au long de la vie qui favorise le d\u00e9veloppement des comp\u00e9tences des salari\u00e9s et am\u00e9liore les opportunit\u00e9s et les salaires tout au long de leur carri\u00e8re.<\/p>\n\n\n\n<p>Malgr\u00e9 l\u2019importance de la formation parrain\u00e9e par l\u2019employeur, nous savons peu de choses sur les montants investis par les employeurs canadiens dans la formation, sur les types de formation qu\u2019ils proposent, sur la mani\u00e8re dont ils sont dispens\u00e9s, sur l\u2019impact qu\u2019ils ont, ou sur la mani\u00e8re dont les investissements et les opportunit\u00e9s diff\u00e8rent entre les secteurs et les r\u00e9gions et entre les salari\u00e9s pr\u00e9sentant des caract\u00e9ristiques diff\u00e9rentes. Les employeurs des secteurs des services publics, de la finance et de l\u2019assurance, ainsi que d\u2019autres secteurs bas\u00e9s sur la connaissance et riches en technologie, forment \u00e0 des taux sup\u00e9rieurs \u00e0 la moyenne, tandis que les entreprises du commerce de d\u00e9tail, de la sylviculture et de l\u2019extraction de p\u00e9trole et de gaz offrent des niveaux de formation inf\u00e9rieurs \u00e0 la moyenne. Les entreprises du Qu\u00e9bec et de l\u2019Ontario sont plus enclines \u00e0 fournir une formation que les entreprises des Prairies ou des provinces de l\u2019Atlantique.&nbsp;<\/p>\n\n\n\n<p>\u2022&nbsp;<strong>RSI et ax\u00e9 sur le lieu de travail&nbsp;:<\/strong>&nbsp;Compte tenu de leur souci de retour sur investissement (RSI), les entreprises ont tendance \u00e0 investir dans la formation pour r\u00e9pondre \u00e0 des besoins imm\u00e9diats \u2013 tels que l\u2019int\u00e9gration et l\u2019orientation, l\u2019adoption de la technologie, le comblement des lacunes en mati\u00e8re de comp\u00e9tences et la mise en \u0153uvre d\u2019innovations \u2013 et \u00e0 privil\u00e9gier les modes de formation sur le lieu de travail et en cours d\u2019emploi par rapport aux cours magistraux et autres options externes.&nbsp;<\/p>\n\n\n\n<p>\u2022<strong>&nbsp;R\u00e9partie de mani\u00e8re in\u00e9quitable&nbsp;:<\/strong>&nbsp;La formation est plus susceptible d\u2019\u00eatre propos\u00e9e aux salari\u00e9s ayant un niveau d\u2019\u00e9ducation plus \u00e9lev\u00e9, occupant des fonctions professionnelles, scientifiques et technologiques, se trouvant dans la force de l\u2019\u00e2ge (c\u2019est-\u00e0-dire \u00e2g\u00e9s de 25 \u00e0 54&nbsp;ans contre 16 \u00e0 24 ou 55 \u00e0 64&nbsp;ans) et occupant des postes permanents \u00e0 temps plein (contre des postes \u00e0 temps partiel et\/ou des postes pr\u00e9caires).&nbsp;<\/p>\n\n\n\n<p>Les rares donn\u00e9es disponibles sugg\u00e8rent \u00e9galement que les employeurs qui proposent des formations le font pour r\u00e9pondre aux pressions concurrentielles, rem\u00e9dier aux lacunes en mati\u00e8re de comp\u00e9tences et s\u2019adapter aux nouvelles technologies et \u00e0 l\u2019\u00e9volution de la r\u00e9glementation. Pourtant, de nombreux employeurs se heurtent \u00e0 des obstacles lorsqu\u2019il s\u2019agit d\u2019offrir des possibilit\u00e9s de formation \u00e0 leur personnel nouveau et actuel, tandis que d\u2019autres ne sont pas convaincus que les avantages justifient les co\u00fbts. Bien que certains des obstacles per\u00e7us puissent reposer sur des hypoth\u00e8ses inexactes, de nombreux employeurs ou employ\u00e9s les consid\u00e8rent comme r\u00e9els\u2009; ils semblent donc influencer la prise de d\u00e9cision et le comportement.&nbsp;<\/p>\n\n\n\n<p>Pour tenter de lutter contre ces obstacles per\u00e7us, il est urgent de disposer de donn\u00e9es de meilleure qualit\u00e9 et plus r\u00e9centes sur les formations financ\u00e9es par l\u2019employeur au Canada, afin de permettre aux d\u00e9cideurs politiques, aux chercheurs et aux employeurs de bien comprendre les mod\u00e8les et les tendances et de disposer d\u2019une base solide pour prendre des d\u00e9cisions en mati\u00e8re de politique et d\u2019investissement. De meilleures donn\u00e9es sont n\u00e9cessaires pour obtenir une image plus claire de l\u2019\u00e9cosyst\u00e8me de la formation financ\u00e9e par l\u2019employeur et pour \u00e9valuer si les
