class=\"has-black-color has-text-color\">Le Consortium pour l\u2019apprentissage par le travail (Work Based Learning Consortium \u2013 WBLC) et ses partenaires ont \u00e9labor\u00e9 et mis en \u0153uvre un programme de formation en r\u00e9ponse \u00e0 une p\u00e9nurie de main-d\u2019\u0153uvre poss\u00e9dant les comp\u00e9tences n\u00e9cessaires pour occuper des emplois de niveau d\u00e9butant ou moyen dans l\u2019industrie manufacturi\u00e8re de pointe de l\u2019Ontario. Ce projet vise \u00e0 combler ces lacunes en aidant la main-d\u2019\u0153uvre en milieu de carri\u00e8re ayant peu d\u2019exp\u00e9rience professionnelle \u00e0 se faire embaucher dans des postes d\u2019entretien des moules et \u00e0 acqu\u00e9rir des comp\u00e9tences et des certifications valoris\u00e9es par l\u2019industrie en cours d\u2019emploi, ainsi qu\u2019en am\u00e9liorant les comp\u00e9tences des travailleurs actuels dans l\u2019entretien des moules.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Entre janvier 2020 et juillet 2021, 10&nbsp;employeurs du secteur de la fabrication avanc\u00e9e ont particip\u00e9 \u00e0 ce programme d\u2019innovation pilote, dont 31&nbsp;employ\u00e9s en milieu de carri\u00e8re dans les r\u00e9gions du Grand Toronto et de Kitchener-Waterloo. Le projet s\u2019est efforc\u00e9 de surmonter des difficult\u00e9s de longue date pour convaincre les employeurs d\u2019investir dans la formation, une t\u00e2che rendue encore plus difficile par l\u2019incertitude cr\u00e9\u00e9e par la pand\u00e9mie. Le projet a \u00e9galement d\u00e9montr\u00e9 l\u2019importance de la sp\u00e9cificit\u00e9 r\u00e9gionale dans les programmes de d\u00e9veloppement de la main-d\u2019\u0153uvre (mise en relation de la main-d\u2019\u0153uvre potentielle avec les employeurs locaux afin d\u2019am\u00e9liorer les r\u00e9sultats en mati\u00e8re d\u2019emploi).<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong>Perspectives Cl\u00e9s<\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les employ\u00e9s exp\u00e9riment\u00e9s poss\u00e9dant des comp\u00e9tences techniques sont plus efficaces en tant que formateurs de nouveaux travailleurs lorsqu\u2019ils participent \u00e0 une formation sur la mani\u00e8re de donner des instructions aux participants pour qu\u2019ils effectuent des t\u00e2ches sp\u00e9cifiques et sur la mani\u00e8re d\u2019utiliser des techniques interpersonnelles pour travailler avec eux.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les participants au programme qui ont \u00e9t\u00e9 d\u00e9sign\u00e9s par un employeur pour un perfectionnement ont suivi le programme de base en moiti\u00e9 moins de temps que les nouveaux employ\u00e9s.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Il reste difficile pour les employeurs de quantifier le retour sur investissement de la formation professionnelle. Dans le m\u00eame temps, certains secteurs de l\u2019industrie connaissent une p\u00e9nurie de main-d\u2019\u0153uvre qualifi\u00e9e. Il visait \u00e0 am\u00e9liorer les comp\u00e9tences de la main-d\u2019\u0153uvre actuelle et \u00e0 permettre \u00e0 la main-d\u2019\u0153uvre en milieu de carri\u00e8re ayant peu d\u2019exp\u00e9rience professionnelle de trouver un emploi dans le domaine de l\u2019entretien des moules et d\u2019acqu\u00e9rir des comp\u00e9tences et des certifications valoris\u00e9es par l\u2019industrie dans le cadre de leur travail.<\/p>\n\n\n\n<p>Les activit\u00e9s du programme pilote \u00e9taient les suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Un examen des comp\u00e9tences administr\u00e9<\/strong>&nbsp;par le WBLC qui \u00e9value les aptitudes cognitives, les comp\u00e9tences personnelles et relationnelles (c\u2019est-\u00e0-dire l\u2019\u00e9nergie, la concentration, l\u2019amabilit\u00e9, l\u2019aptitude au travail en \u00e9quipe) et les comp\u00e9tences professionnelles (c\u2019est-\u00e0-dire la planification, la r\u00e9solution de probl\u00e8mes, l\u2019attention port\u00e9e \u00e0 la s\u00e9curit\u00e9, l\u2019aptitude \u00e0 la communication orale) de chaque candidat. Les candidats qui ont pass\u00e9 avec succ\u00e8s l\u2019examen des comp\u00e9tences ont ensuite \u00e9t\u00e9 interview\u00e9s par un employeur. S\u2019il est embauch\u00e9, le candidat suit alors le programme de base, ce qui lui permet de percevoir un salaire tout en apprenant. Les employ\u00e9s actuels d\u00e9sign\u00e9s par les employeurs participants en vue d\u2019un perfectionnement ont \u00e9galement fait l\u2019objet d\u2019un examen des comp\u00e9tences et, s\u2019ils sont qualifi\u00e9s, ils peuvent suivre le programme de base sans passer par le processus d\u2019entretien et d\u2019embauche.&nbsp;<\/li>\n\n\n\n<li><strong>Programme de base&nbsp;:<\/strong>&nbsp;Les candidats qui ont pass\u00e9 avec succ\u00e8s l\u2019examen des comp\u00e9tences et l\u2019entretien avec l\u2019employeur ont re\u00e7u une formation technique en cours d\u2019emploi apr\u00e8s avoir \u00e9t\u00e9 embauch\u00e9s, y compris une formation en ligne et en personne, en classe et pratique. Cette formation comprenait 40 \u00e0 50&nbsp;heures d\u2019apprentissage en ligne sur environ 10&nbsp;semaines, couvrant 11&nbsp;modules sur les connaissances techniques de base\u2009; deux s\u00e9ances de formation pratique en atelier en personne d\u2019une dur\u00e9e de quatre jours chacune\u2009; un apprentissage en atelier pendant 3 \u00e0 4&nbsp;mois guid\u00e9 par un formateur fourni par l\u2019employeur\u2009; et, enfin, une certification reconnue par l\u2019industrie en tant que technicien d\u2019entretien des moules, niveau&nbsp;1.&nbsp;&nbsp;<\/li>\n\n\n\n<li><strong>Programme \u00ab\u2009Combler les lacunes en mati\u00e8re de comp\u00e9tences\u2009\u00bb (BCG)&nbsp;:<\/strong>&nbsp;Les candidats qui n\u2019ont pas r\u00e9ussi l\u2019examen des comp\u00e9tences ont b\u00e9n\u00e9fici\u00e9 d\u2019un accompagnement pour se pr\u00e9parer \u00e0 r\u00e9int\u00e9grer le programme de base. Le programme du BCG consistait en de courts modules de coaching en ligne non techniques portant sur les entretiens, la pens\u00e9e analytique, la r\u00e9solution de probl\u00e8mes, la s\u00e9curit\u00e9, la visualisation spatiale en 3D, les math\u00e9matiques de base, la communication verbale, le sens du d\u00e9tail, la fiabilit\u00e9 et la gestion du stress. Les candidats n\u2019ont eu besoin de suivre que des modules dans les domaines de comp\u00e9tences o\u00f9 ils avaient des lacunes.&nbsp;<\/li>\n\n\n\n<li><strong>Programme d\u2019apprentissage en ligne&nbsp;:<\/strong>&nbsp;Les candidats qui ont r\u00e9ussi la s\u00e9lection des comp\u00e9tences, mais qui n\u2019ont pas \u00e9t\u00e9 embauch\u00e9s en raison d\u2019un manque d\u2019employeurs participants ont re\u00e7u la formation technique en ligne uniquement, apr\u00e8s quoi ils ont eu la possibilit\u00e9 de r\u00e9int\u00e9grer le programme de base.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> <strong>Ce que nous apprenons<\/strong><\/h3>\n\n\n\n<p>Le projet a impliqu\u00e9 31&nbsp;personnes en milieu de carri\u00e8re et 10&nbsp;employeurs du secteur de la fabrication avanc\u00e9e dans la r\u00e9gion du Grand Toronto (GTA) et dans la r\u00e9gion de Kitchener-Waterloo, de janvier 2020 \u00e0 juillet 2021. Ces employeurs ont embauch\u00e9 7&nbsp;candidats et propos\u00e9 \u00e0 11&nbsp;employ\u00e9s de se perfectionner. 15 de ces participants ont termin\u00e9 le programme de base et ont obtenu la certification de technicien d\u2019entretien des moules, niveau&nbsp;1. Les employ\u00e9s actuels qui ont \u00e9t\u00e9 d\u00e9sign\u00e9s pour un perfectionnement ont suivi le programme de base en moiti\u00e9 moins de temps que les nouveaux employ\u00e9s.<\/p>\n\n\n\n<p>Les enseignements tir\u00e9s de la mise en \u0153uvre sont les suivants&nbsp;:<br><\/p>\n\n\n\n<p><strong>Comment adapter la formation en atelier \u00e0 l\u2019apprentissage en salle de classe<\/strong>&nbsp;<br>Les programmes d\u2019apprentissage sur le lieu de travail doivent garantir que la formation pratique dispens\u00e9e dans l\u2019atelier de l\u2019entreprise est en ad\u00e9quation avec les mati\u00e8res enseign\u00e9es en classe. Les normes de comp\u00e9tences techniques peuvent \u00eatre utilis\u00e9es pour guider cette adaptation. Les formateurs fournis par l\u2019employeur doivent se familiariser avec les normes et les attentes de la formation en atelier gr\u00e2ce \u00e0 des s\u00e9ances d\u2019orientation ou \u00e0 une formation cibl\u00e9e telle que l\u2019atelier de \u00ab\u2009formation des formateurs\u2009\u00bb organis\u00e9 dans le cadre de ce projet.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Susciter l\u2019int\u00e9r\u00eat et l\u2019adh\u00e9sion des employeurs<\/strong><br>Bien que le d\u00e9veloppement du programme de formation ait commenc\u00e9 par le recrutement d\u2019employeurs qui avaient des postes vacants et s\u2019engageaient \u00e0 embaucher et \u00e0 former de la main-d\u2019\u0153uvre ou qui s\u2019engageaient \u00e0 am\u00e9liorer les comp\u00e9tences de leurs employ\u00e9s actuels gr\u00e2ce au mod\u00e8le d\u2019apprentissage par le travail, il s\u2019est av\u00e9r\u00e9 difficile de recruter suffisamment d\u2019employeurs pour embaucher tous les participants \u00e9ligibles. Les employeurs autres que ceux qui ont \u00e9t\u00e9 recrut\u00e9s se sont montr\u00e9s globalement r\u00e9ticents \u00e0 modifier les processus de recrutement actuels et \u00e0 embaucher de la main-d\u2019\u0153uvre en milieu de carri\u00e8re ayant peu d\u2019exp\u00e9rience professionnelle pertinente. Il est n\u00e9cessaire de pr\u00e9voir du temps et des ressources pour sensibiliser les employeurs au programme et \u00e0 ses avantages, m\u00eame lorsque la n\u00e9cessit\u00e9 d\u2019un tel programme est indiscutable.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Les bons formateurs ont besoin de plus que de comp\u00e9tences techniques et d\u2019exp\u00e9rience<\/strong><br>L\u2019\u00e9valuation et les \u00e9quipes de projet ont toutes deux mis en \u00e9vidence des lacunes dans les comp\u00e9tences d\u2019accompagnement des formateurs fournis par les employeurs. Pour r\u00e9pondre \u00e0 cette demande, le WBLC a mis au point et dispens\u00e9 un atelier de formation des formateurs en ligne de quatre heures au printemps&nbsp;2021 \u00e0 sept formateurs de deux employeurs participants. Cet atelier visait \u00e0 am\u00e9liorer l\u2019efficacit\u00e9 et l\u2019efficience de l\u2019apprentissage en atelier en formant les formateurs \u00e0 la mani\u00e8re de donner des instructions aux participants pour qu\u2019ils effectuent des t\u00e2ches pr\u00e9cises et \u00e0 la mani\u00e8re d\u2019utiliser des techniques interpersonnelles pour travailler avec eux.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"why-it-matters\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 22px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-2.svg\" alt=\"\"> <strong>Pourquoi c\u2019est important<\/strong><\/h3>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column margin-bottom-0 is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:60%\">\n<p>Le recrutement et le maintien en poste de la main-d\u2019\u0153uvre qualifi\u00e9e s\u2019av\u00e8rent difficiles dans tous les secteurs et toutes les industries au Canada. Des programmes de formation plus courts et adapt\u00e9s au secteur sont n\u00e9cessaires pour d\u00e9livrer des certifications reconnues par l\u2019industrie pour les emplois en demande, ainsi qu\u2019une exp\u00e9rience pratique et des comp\u00e9tences non techniques applicables \u00e0 grande \u00e9chelle. Ces programmes se sont av\u00e9r\u00e9s efficaces pour former une nouvelle g\u00e9n\u00e9ration de main-d\u2019\u0153uvre et am\u00e9liorer les comp\u00e9tences de personnes d\u00e9j\u00e0 en poste. Toutefois, l\u2019efficacit\u00e9 de ces programmes d\u00e9pend fortement de la volont\u00e9 des employeurs de ces secteurs d\u2019\u00e9laborer des programmes, d\u2019agir en tant que formateurs et de s\u2019engager \u00e0 embaucher des participants.&nbsp;<\/p>\n\n\n\n<p>Ce projet pilote a d\u00e9montr\u00e9 une fois de plus qu\u2019il est tr\u00e8s difficile pour les organismes de formation de convaincre les employeurs d\u2019adh\u00e9rer au projet, m\u00eame lorsqu\u2019il y a des p\u00e9nuries de comp\u00e9tences bien connues dans le secteur. Huit participants qui pouvaient b\u00e9n\u00e9ficier du programme de base dans le cadre de ce projet n\u2019ont pas pu obtenir leur certification en raison d\u2019un manque d\u2019employeurs participants dans leur r\u00e9gion. Ce probl\u00e8me est g\u00e9n\u00e9ralis\u00e9 \u2013 bien que les donn\u00e9es sur la formation financ\u00e9e par l\u2019employeur au Canada soient en grande partie peu fiables, obsol\u00e8tes et mal adapt\u00e9es aux comparaisons dans le temps et entre les juridictions, les donn\u00e9es disponibles montrent que les employeurs canadiens dans leur ensemble investissent moins que ce qui est n\u00e9cessaire dans la formation.
