L\u2019engagement des employeurs ne doit pas se limiter \u00e0 \u00ab\u2009cocher une case\u2009\u00bb et doit \u00eatre syst\u00e9matis\u00e9 \u00e0 chaque phase d\u2019un projet.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les d\u00e9cisions relatives \u00e0 la carri\u00e8re et \u00e0 la formation sont particuli\u00e8rement complexes pour les nouveaux arrivants, compte tenu des difficult\u00e9s qu\u2019ils rencontrent dans l\u2019apprentissage de nouveaux syst\u00e8mes et de cultures professionnelles peu famili\u00e8res. Le soutien \u00e0 l\u2019\u00e9volution de carri\u00e8re des nouveaux arrivants doit intervenir t\u00f4t et souvent.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">De la s\u00e9lection des nouveaux arrivants \u00e0 leur arriv\u00e9e au Canada, en passant par leur int\u00e9gration sur le lieu de travail et le d\u00e9veloppement de leur carri\u00e8re, le parcours est loin d\u2019\u00eatre simple et comporte de nombreux points de contact avec diff\u00e9rents partenaires immigr\u00e9s, associations et entit\u00e9s gouvernementales. Chaque \u00e9tape est cruciale pour la r\u00e9ussite des nouveaux arrivants. D\u2019ores et d\u00e9j\u00e0, 23&nbsp;% de la population canadienne est un immigrant re\u00e7u ou un r\u00e9sident permanent et&nbsp;<a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/221026\/dq221026a-fra.htm\">plus de 80&nbsp;% de la croissance de la population active du Canada provient de l\u2019immigration.<\/a>&nbsp;\u00c0 mesure que la population canadienne vieillit, le r\u00f4le critique de l\u2019immigration ne fera que s\u2019intensifier. D\u2019ici 2025, le Canada vise \u00e0 accueillir 500\u2009000&nbsp;nouveaux arrivants, un objectif record qui refl\u00e8te notre d\u00e9pendance \u00e0 l\u2019\u00e9gard de l\u2019immigration pour assurer la croissance du march\u00e9 du travail et de l\u2019\u00e9conomie. Pourtant, lorsqu\u2019ils s\u2019installent, de nombreux nouveaux arrivants se retrouvent encore dans des emplois qui ne correspondent pas \u00e0 leur exp\u00e9rience et \u00e0 leurs qualifications. Les comp\u00e9tences et les exp\u00e9riences des nouveaux arrivants au Canada sont&nbsp;<a href=\"https:\/\/www.oecd-ilibrary.org\/sites\/5571ef48-en\/1\/2\/7\/index.html?itemId=\/content\/publication\/5571ef48-en&amp;_csp_=66c6de543a12108c60fc09cd6f3a3f37&amp;itemIGO=oecd&amp;itemContentType=book\">syst\u00e9matiquement sous-utilis\u00e9es<\/a>, ce qui compromet leur bien-\u00eatre individuel ainsi que la comp\u00e9titivit\u00e9 du Canada. Pour certains, il faut souvent des ann\u00e9es avant de trouver un emploi qui leur convienne, tandis que d\u2019autres n\u2019y parviennent jamais. S\u2019ils finissent par trouver un emploi, la discrimination ou les obstacles interculturels peuvent r\u00e9duire leurs perspectives d\u2019avancement, ce qui aggrave encore l\u2019inad\u00e9quation des comp\u00e9tences.<\/p>\n\n\n\n<p>Outre la reconnaissance formelle des comp\u00e9tences, un \u00e9l\u00e9ment essentiel de l\u2019exp\u00e9rience du nouvel arrivant est l\u2019engagement dans l\u2019ensemble des normes, des indices et des compr\u00e9hensions culturelles qui rel\u00e8vent de l\u2019alphab\u00e9tisation interculturelle. Selon une \u00e9tude r\u00e9alis\u00e9e en 2019 par le Centre de recherche sur l\u2019inclusion au travail de l\u2019universit\u00e9 Carleton, les nouveaux arrivants se sentent isol\u00e9s et ont peu d\u2019occasions de communiquer de mani\u00e8re informelle avec leurs coll\u00e8gues locaux, entre autres cons\u00e9quences de l\u2019incompr\u00e9hension interculturelle. La m\u00e9connaissance de la culture du lieu de travail canadien peut ralentir leur capacit\u00e9 \u00e0 s\u2019int\u00e9grer dans l\u2019organisation, \u00e0 identifier les opportunit\u00e9s et \u00e0 nouer des relations.&nbsp;<\/p>\n\n\n\n<p>L\u2019acc\u00e8s au capital social et les possibilit\u00e9s de r\u00e9seautage et de d\u00e9veloppement professionnel sont des ingr\u00e9dients essentiels du processus d\u2019int\u00e9gration des immigrants et peuvent \u00eatre un facteur d\u00e9cisif pour d\u00e9terminer si une personne trouve finalement un emploi dans le domaine choisi. Entre&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/forbestechcouncil\/2020\/10\/15\/networking-its-not-what-you-think\/?sh=702694907985\">70 et 80&nbsp;%, des emplois<\/a>&nbsp;sont d\u00e9croch\u00e9s gr\u00e2ce au r\u00e9seautage. Toutefois, cela peut \u00eatre difficile \u00e0 obtenir pour les nouveaux arrivants qui ne savent pas toujours vers qui se tourner ou comment commencer \u00e0 cr\u00e9er un r\u00e9seau professionnel. Cette difficult\u00e9 souligne la n\u00e9cessit\u00e9 de rationaliser un processus d\u2019int\u00e9gration sociale et \u00e9conomique qui, autrement, pourrait prendre de nombreuses ann\u00e9es.<\/p>\n\n\n\n<p>Le co\u00fbt d\u2019une mauvaise exploitation des comp\u00e9tences des nouveaux arrivants va bien au-del\u00e0 du co\u00fbt individuel. Cette perspective th\u00e9matique examine en profondeur une s\u00e9rie de trois projets qui adoptent chacun une approche unique sur la mani\u00e8re de mieux exploiter les comp\u00e9tences des nouveaux arrivants, y compris les tests :<\/p>\n\n\n\n<p>\u25cf Si une approche rationalis\u00e9e et ax\u00e9e sur des outils d\u2019\u00e9valuation en ligne pr\u00e9alables \u00e0 l\u2019 arriv\u00e9e peut rendre le processus d\u2019\u00e9valuation des comp\u00e9tences et des acquis plus accessible et plus efficace pour les nouveaux arrivants qualifi\u00e9s et les employeurs potentiels.<\/p>\n\n\n\n<p>\u25cf Une s\u00e9rie de pratiques sur le lieu de travail au niveau de l\u2019entreprise pour am\u00e9liorer l\u2019alphab\u00e9tisation interculturelle et les parcours professionnels des nouveaux arrivants au sein d\u2019une entreprise existante.<\/p>\n\n\n\n<p>\u25cf Si une approche fond\u00e9e sur la communaut\u00e9 et les r\u00e9seaux sociaux peut am\u00e9liorer les perspectives d\u2019emploi et les possibilit\u00e9s de d\u00e9veloppement professionnel pour les professionnels nouvellement arriv\u00e9s.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> <strong>Ce que nous apprenons<\/strong><\/h3>\n\n\n\n<p>De nombreux nouveaux arrivants sont confront\u00e9s \u00e0 la difficult\u00e9 de reconna\u00eetre et d\u2019exploiter pleinement leurs comp\u00e9tences. Il s\u2019agit d\u2019un processus complexe, et ces projets pilotes ont permis de comprendre comment construire de meilleurs parcours professionnels et encourager la reconnaissance des comp\u00e9tences chez les nouveaux arrivants.&nbsp;<\/p>\n\n\n\n<p><strong>La qualit\u00e9 et l\u2019intensit\u00e9 de l\u2019engagement des employeurs sont fondamentales pour l\u2019int\u00e9gration des nouveaux arrivants.<\/strong><br>Trop souvent, l\u2019engagement aupr\u00e8s des employeurs se limite \u00e0 une consultation lors de la phase de lancement d\u2019un projet. Les projets financ\u00e9s par le FSC ont int\u00e9gr\u00e9 les besoins des employeurs dans la conception et la mise en \u0153uvre des programmes gr\u00e2ce \u00e0 des boucles de r\u00e9troaction int\u00e9gr\u00e9es entre les partenaires industriels et les organisations de projet, afin de garantir que les programmes d\u2019accr\u00e9ditation et de recyclage des nouveaux arrivants r\u00e9pondent aux besoins des employeurs et les anticipent. Cela a permis de garantir que les comp\u00e9tences des nouveaux arrivants correspondent mieux aux besoins de l\u2019industrie. Par exemple, dans le cadre du programme FAST de l\u2019IEC-BC, les employeurs participent \u00e0 l\u2019\u00e9laboration du contenu de l\u2019outil en ligne et veillent \u00e0 ce qu\u2019il \u00e9value les comp\u00e9tences techniques et les connaissances culturelles n\u00e9cessaires pour r\u00e9ussir dans chaque secteur et profession pour lesquels FAST a \u00e9t\u00e9 d\u00e9velopp\u00e9.<\/p>\n\n\n\n<p>Un engagement persistant et efficace aupr\u00e8s des employeurs est \u00e9galement essentiel pour surmonter les obstacles interculturels qui peuvent survenir lorsque les managers et les pairs ne r\u00e9pondent pas aux besoins des nouveaux arrivants. La situation s\u2019aggrave lorsque les nouveaux arrivants, qui n\u2019ont pas d\u2019exp\u00e9rience professionnelle au Canada, ne connaissent pas la culture du lieu de travail. Le NERN NL regroupe un large \u00e9ventail d\u2019organisations professionnelles, d\u2019employeurs, de prestataires de formation et de nouveaux arrivants, et facilite la collaboration et l\u2019\u00e9change de connaissances. Ces efforts permettent de lutter contre l\u2019isolement social et ont un impact positif sur l\u2019embauche, le maintien et l\u2019\u00e9volution de carri\u00e8re des nouveaux arrivants.&nbsp;<\/p>\n\n\n\n<p><strong>Un soutien au d\u00e9veloppement de la carri\u00e8re doit \u00eatre fourni d\u00e8s le d\u00e9but et souvent<\/strong><br>Si l\u2019on consid\u00e8re l\u2019ensemble des projets, il est clair qu\u2019une intervention pr\u00e9coce est essentielle pour mettre les nouveaux arrivants sur la voie de l\u2019obtention d\u2019un emploi correspondant \u00e0 leur niveau de comp\u00e9tences dans un d\u00e9lai raisonnable.&nbsp;<\/p>\n\n\n\n<p>Au-del\u00e0 de cette intervention initiale, des efforts continus sont n\u00e9cessaires pour \u00e9viter que le sous-emploi ne s\u2019installe durablement. La dynamique du lieu de travail et les goulets d\u2019\u00e9tranglement interculturels entre les employeurs et les nouveaux arrivants, qui emp\u00eachent une communication ouverte, peuvent conduire \u00e0 des cercles vicieux qui renforcent les obstacles emp\u00eachant les nouveaux arrivants d\u2019atteindre leur plein potentiel. Cette situation accro\u00eet les difficult\u00e9s que rencontrent les employeurs pour attirer, recycler et retenir les nouveaux arrivants dans un contexte de p\u00e9nurie de main-d\u2019\u0153uvre qualifi\u00e9e. Par exemple, le programme CAIP de TRIEC, avec son approche bas\u00e9e sur les ressources humaines au niveau de l\u2019entreprise, favorise des cultures d\u2019entreprise plus inclusives et une plus grande progression de carri\u00e8re pour les employ\u00e9s nouvellement arriv\u00e9s au sein des organisations.&nbsp;<\/p>\n\n\n\n<p><strong>La collaboration est essentielle dans un \u00e9cosyst\u00e8me complexe d\u2019immigrants<\/strong><br>Pour les nouveaux arrivants, faire reconna\u00eetre les comp\u00e9tences, les qualifications et les titres internationaux peut prendre du temps et implique souvent plusieurs s\u00e9ries d\u2019\u00e9valuations au cours de l\u2019installation et de l\u2019int\u00e9gration. Les nouveaux arrivants sont confront\u00e9s \u00e0 la t\u00e2che difficile de naviguer dans de nouveaux syst\u00e8mes et de nouvelles cultures de travail. Les parcours professionnels des nouveaux arrivants au Canada comportent un certain nombre d\u2019\u00e9tapes, qui forment toutes un \u00e9cosyst\u00e8me complexe, parfois fragment\u00e9, au service des immigrants. Les premiers r\u00e9sultats de ces projets illustrent le fait que l\u2019exploitation des comp\u00e9tences des nouveaux arrivants doit \u00eatre consid\u00e9r\u00e9e comme une pr\u00e9occupation au niveau du syst\u00e8me, plut\u00f4t que comme une approche ad hoc \u00e0 chaque phase du parcours du nouvel arrivant. Les enjeux d\u2019une bonne int\u00e9gration des nouveaux arrivants qualifi\u00e9s sont importants. Le co\u00fbt de l\u2019incapacit\u00e9 \u00e0 exploiter les comp\u00e9tences des nouveaux arrivants va au-del\u00e0 de celui support\u00e9 par les individus, car les entreprises \u00e9prouvent constamment des difficult\u00e9s \u00e0 r\u00e9pondre aux besoins en comp\u00e9tences et \u00e0 pourvoir les postes vacants, ce qui a des r\u00e9percussions sur la croissance \u00e9conomique, la coh\u00e9sion sociale et la qualit\u00e9 de vie au Canada.&nbsp;<\/p>\n\n\n\n<p>Une partie du probl\u00e8me r\u00e9side dans la meilleure fa\u00e7on de reconna\u00eetre et d\u2019exploiter les comp\u00e9tences des professionnels nouvellement arriv\u00e9s \u00e0 un niveau formel. D\u2019autres facteurs sociaux et culturels informels, tels que l\u2019aisance interculturelle et l\u2019acc\u00e8s au capital social, peuvent \u00e9galement avoir une incidence n\u00e9gative sur les trajectoires de carri\u00e8re. Ces aspects plus subtils du processus d\u2019int\u00e9gration devraient \u00eatre int\u00e9gr\u00e9s tout aussi bien dans les consid\u00e9rations politiques.
