mod\u00e8les de prestation en ligne risquent d\u2019exacerber les in\u00e9galit\u00e9s s\u2019ils sont utilis\u00e9s au d\u00e9triment d\u2019interventions ciblant les personnes les plus vuln\u00e9rables et celles qui ont le plus besoin d\u2019aide. Il s\u2019agit notamment des personnes qui n\u2019ont pas acc\u00e8s \u00e0 l\u2019internet ou \u00e0 des appareils connexes, de celles qui n\u2019ont pas de connaissances num\u00e9riques ou de celles qui sont confront\u00e9es \u00e0 des circonstances difficiles \u00e0 la maison.&nbsp;<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les d\u00e9cisions relatives \u00e0 la carri\u00e8re et \u00e0 la formation sont complexes et impliquent toute une s\u00e9rie de consid\u00e9rations et de compromis. Les probl\u00e8mes ne sont parfois pas facilement r\u00e9solus par un outil num\u00e9rique ou des services de carri\u00e8re virtuels, en particulier pour les populations vuln\u00e9rables et peu desservies. Le soutien en personne apporte une valeur ajout\u00e9e importante \u00e0 l\u2019orientation professionnelle et \u00e0 la formation.&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> <strong>L\u2019enjeu<\/strong><\/h3>\n\n\n\n<p>Le Canada est \u00e0 la tra\u00eene par rapport aux autres pays de l\u2019OCDE en ce qui concerne le d\u00e9veloppement des comp\u00e9tences num\u00e9riques et la prestation de services de carri\u00e8re en ligne. Cependant, la pand\u00e9mie a contraint de nombreux prestataires de services d\u2019orientation professionnelle \u00e0 cesser de proposer des services en personne, ce qui a incit\u00e9 le secteur \u00e0 innover et \u00e0 passer, au moins temporairement, \u00e0 la prestation de services en ligne.&nbsp;<\/p>\n\n\n\n<p>Toutefois, m\u00eame avant la pand\u00e9mie, la transition vers l\u2019enseignement et la formation num\u00e9riques \u00e9tait d\u00e9j\u00e0 bien entam\u00e9e au Canada, comme l\u2019indique un rapport de 2016 du Conseil canadien des technologies de l\u2019information et des communications. Si la formation formelle en salle de classe est le type de formation le plus utilis\u00e9 (95&nbsp;%) par les organisations canadiennes, les employeurs ont \u00e9galement identifi\u00e9 comme alternatives les plateformes de formation num\u00e9rique suivantes&nbsp;: apprentissage en ligne \u00e0 son propre rythme (73&nbsp;%), apprentissage collaboratif en face \u00e0 face (57&nbsp;%), formation en ligne avec instructeur (45&nbsp;%) et formation mixte avec instructeur (45&nbsp;%). Les ann\u00e9es pr\u00e9c\u00e9dant la pand\u00e9mie ont \u00e9galement \u00e9t\u00e9 marqu\u00e9es par l\u2019essor des cours en ligne ouverts et massifs (MOOC), qui offrent une formation juste \u00e0 temps, modulable et moins co\u00fbteuse que d\u2019autres moyens de formation.<\/p>\n\n\n\n<p>La transition vers le num\u00e9rique a \u00e9t\u00e9 marqu\u00e9e par des d\u00e9fis. En 2021, au moment o\u00f9 le monde se remettait de la pand\u00e9mie, la Commission europ\u00e9enne a \u00e9tudi\u00e9 la fracture num\u00e9rique, c\u2019est-\u00e0-dire l\u2019\u00e9cart entre les possibilit\u00e9s d\u2019acc\u00e8s et d\u2019utilisation des outils num\u00e9riques par les personnes, les m\u00e9nages, les entreprises et les zones g\u00e9ographiques \u00e0 diff\u00e9rents niveaux socio-\u00e9conomiques. La pand\u00e9mie a fait ressortir l\u2019ampleur et l\u2019impact de la fracture, en particulier pour les personnes qui n\u2019ont pas facilement acc\u00e8s \u00e0 l\u2019internet et \u00e0 la technologie.<\/p>\n\n\n\n<p>Au Canada, la capacit\u00e9 de la main-d\u2019\u0153uvre rurale \u00e0 participer \u00e0 l\u2019\u00e9conomie num\u00e9rique et de haute technologie est entrav\u00e9e par des limitations structurelles et l\u2019inertie des politiques en mati\u00e8re d\u2019acc\u00e8s \u00e0 un internet fiable et \u00e0 haut d\u00e9bit. Les enqu\u00eates men\u00e9es aupr\u00e8s des collectivit\u00e9s rurales au lendemain de la pand\u00e9mie montrent que la fracture num\u00e9rique a \u00e9t\u00e9 profond\u00e9ment ressentie par les habitants des zones rurales dans leur vie quotidienne.&nbsp;<\/p>\n\n\n\n<p>Les outils et plateformes num\u00e9riques ont le potentiel de permettre aux personnes et aux professionnels du d\u00e9veloppement de carri\u00e8re d\u2019acc\u00e9der \u00e0 une gamme d\u2019informations sur les comp\u00e9tences et de services de carri\u00e8re, y compris pour les nouvelles populations mal desservies et celles qui vivent dans des r\u00e9gions \u00e9loign\u00e9es. Les outils num\u00e9riques et la prestation virtuelle pourraient transformer radicalement les services d\u2019orientation professionnelle aujourd\u2019hui et \u00e0 l\u2019avenir. Dans le m\u00eame temps, certains craignent qu\u2019ils ne creusent les in\u00e9galit\u00e9s au sein de l\u2019\u00e9cosyst\u00e8me du d\u00e9veloppement des comp\u00e9tences et ne limitent l\u2019acc\u00e8s \u00e0 ceux qui en ont le plus besoin.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:36px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div id=\"what-were-investigating\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"EnterIMM\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1.svg\" alt=\"\"> <strong>Ce que nous examinons<\/strong><\/h3>\n\n\n\n<p>Afin de soutenir la transformation num\u00e9rique et d\u2019en comprendre les effets, le CCF a financ\u00e9 un certain nombre de projets visant \u00e0 tester des techniques et des outils innovants pour diffuser des informations sur le march\u00e9 du travail et des donn\u00e9es sur les comp\u00e9tences, mettre en relation les employeurs et les personnes \u00e0 la recherche d\u2019un emploi, acqu\u00e9rir et reconna\u00eetre des comp\u00e9tences, et fournir et recevoir une aide \u00e0 la carri\u00e8re li\u00e9e aux comp\u00e9tences.&nbsp;<\/p>\n\n\n\n<p>En collaboration avec nos partenaires, nous avons test\u00e9 le d\u00e9veloppement num\u00e9rique dans les domaines de la formation professionnelle et de l\u2019\u00e9volution de carri\u00e8re, en reconnaissant le potentiel d\u2019am\u00e9lioration des syst\u00e8mes et les effets in\u00e9gaux qui peuvent en r\u00e9sulter pour les personnes et les professionnels de l\u2019\u00e9volution de carri\u00e8re.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Le pr\u00e9sent rapport passe en revue les r\u00e9sultats et les premiers enseignements tir\u00e9s d\u2019un certain nombre de projets mentionn\u00e9s \u00e0 l\u2019annexe A. Il sera mis \u00e0 jour au fur et \u00e0 mesure que d\u2019autres projets seront cl\u00f4tur\u00e9s.&nbsp;<\/p>\n\n\n\n<p>Dans chacun des projets, les partenaires du CCF ont test\u00e9 l\u2019efficacit\u00e9 de la formation aux comp\u00e9tences num\u00e9riques en ciblant une population sp\u00e9cifique d\u2019apprenants issus de diff\u00e9rents domaines, notamment les travailleurs en milieu de carri\u00e8re, les \u00e9tudiants, les jeunes professionnels et les adultes ayant un faible niveau de connaissances num\u00e9riques. Les projets visaient \u00e0 renforcer les comp\u00e9tences de la main-d\u2019\u0153uvre dans des secteurs particuliers ou \u00e0 am\u00e9liorer ses qualifications. Ensemble, les divers projets contribuent \u00e0 illustrer la pr\u00e9valence des outils num\u00e9riques dans l\u2019\u00e9cosyst\u00e8me des comp\u00e9tences, et \u00e0 mettre en \u00e9vidence leur utilit\u00e9 et leurs limites. La prestation virtuelle peut \u00eatre un moyen efficace et accessible pour un plus grand nombre de personnes au Canada d\u2019acc\u00e9der aux possibilit\u00e9s d\u2019apprentissage, \u00e0 l\u2019\u00e9valuation des comp\u00e9tences et aux conseils en mati\u00e8re de carri\u00e8re. Les renseignements et les services en ligne am\u00e9liorent consid\u00e9rablement l\u2019acc\u00e8s pour de nombreuses personnes qui ne peuvent pas assister \u00e0 des s\u00e9ances en personne, en particulier celles qui ont des probl\u00e8mes de mobilit\u00e9 ou des obstacles g\u00e9ographiques, ainsi que celles qui ont des contraintes telles que les responsabilit\u00e9s familiales et les soins. Les personnes vivant avec un handicap, les parents isol\u00e9s et les personnes vivant dans des zones rurales ou \u00e9loign\u00e9es ont pu acc\u00e9der \u00e0 des services et \u00e0 des formations qui ne leur auraient peut-\u00eatre pas \u00e9t\u00e9 accessibles autrement. Les mod\u00e8les pilotes de prestation en ligne ont \u00e9galement permis aux professionnels du d\u00e9veloppement de carri\u00e8re et aux sp\u00e9cialistes des services de l\u2019emploi de mettre leurs clients en contact avec des ressources ou des professionnels d\u2019autres juridictions au Canada et dans le monde.&nbsp;<\/p>\n\n\n\n<p><strong>Les avantages sont plus importants lorsque l\u2019objectif est simple<\/strong><br>L\u2019utilisation d\u2019outils num\u00e9riques au sein de l\u2019\u00e9cosyst\u00e8me des comp\u00e9tences est plus efficace lorsqu\u2019elle est \u00e9troitement cibl\u00e9e sur l\u2019acquisition de comp\u00e9tences de base en lecture et en \u00e9criture ou sur l\u2019am\u00e9lioration de la perception qu\u2019a la main-d\u2019\u0153uvre des avantages et de la faisabilit\u00e9 d\u2019une requalification en vue de l\u2019obtention de nouveaux emplois. Les projets soulignent que les outils, les donn\u00e9es et les technologies adapt\u00e9s \u00e0 chaque phase du parcours professionnel d\u2019une personne ont le plus d\u2019impact.<\/p>\n\n\n\n<p><strong>Certaines d\u00e9cisions en mati\u00e8re de carri\u00e8re et de formation n\u00e9cessitent un soutien en personne<\/strong><br>Les outils num\u00e9riques \u00e0 eux seuls pr\u00e9sentent de s\u00e9rieuses limites pour les personnes, en particulier celles qui sont confront\u00e9es \u00e0 des obstacles multiples. De nombreuses personnes ont encore besoin d\u2019un soutien et d\u2019une orientation personnels pour faire des choix \u00e9clair\u00e9s en mati\u00e8re de carri\u00e8re et de formation. Les programmes les plus efficaces aident les individus \u00e0 tirer parti des outils virtuels existants et leur apportent le soutien n\u00e9cessaire en personne pour les aider \u00e0 faire leurs choix de carri\u00e8re.<\/p>\n\n\n\n<p><strong>De nouvelles formes d\u2019in\u00e9galit\u00e9 engendr\u00e9es par la prestation de services en ligne<\/strong><br>Dans l\u2019ensemble, les outils num\u00e9riques et la diffusion en ligne am\u00e9liorent l\u2019acc\u00e8s et la port\u00e9e, mais tout le monde n\u2019en profite pas de la m\u00eame mani\u00e8re. Certains groupes vuln\u00e9rables manquent de comp\u00e9tences num\u00e9riques et rencontrent des difficult\u00e9s pour acc\u00e9der \u00e0 l\u2019internet et \u00e0 la technologie. Dans certains cas, les clients qui pourraient b\u00e9n\u00e9ficier le plus de la prestation de services virtuels, par exemple les personnes vivant dans des zones recul\u00e9es, sont ceux qui se heurtent \u00e0 des obstacles technologiques. La livraison virtuelle signifie que la s\u00fbret\u00e9, la s\u00e9curit\u00e9 et la confidentialit\u00e9 des clients ne peuvent \u00eatre garanties, ce qui est pr\u00e9occupant pour les femmes qui fuient la violence, par exemple.<\/p>\n\n\n\n<p><strong>Les outils num\u00e9riques exigent des prestataires de services qu\u2019ils acqui\u00e8rent une requalification<\/strong><br>La prestation en ligne de services d\u2019orientation professionnelle peut rendre plus difficile l\u2019engagement avec des clients r\u00e9ticents et l\u2019\u00e9tablissement de relations constructives et positives avec eux. Il peut \u00eatre plus difficile pour les professionnels du d\u00e9veloppement de carri\u00e8re de comprendre les obstacles personnels comme l\u2019anxi\u00e9t\u00e9 ou les probl\u00e8mes de sant\u00e9 mentale. Par cons\u00e9quent, les prestataires de services de l\u2019emploi eux-m\u00eames ont besoin d\u2019\u00eatre soutenus et de se recycler, par exemple en mati\u00e8re de communications virtuelles, d\u2019\u00e9tablissement de relations en ligne et de gestion de la sant\u00e9 mentale avec des clients connect\u00e9s \u00e0 distance. Les professionnels du d\u00e9veloppement de carri\u00e8re font \u00e9tat de difficult\u00e9s \u00e0 s\u2019adapter aux nouvelles technologies en raison d\u2019obstacles temporels et financiers. Pourtant, la technologie et les nouveaux outils, y compris l\u2019intelligence artificielle, continueront \u00e0 remodeler l\u2019\u00e9volution des carri\u00e8res. Dans un monde du travail de plus en plus complexe, les comp\u00e9tences et les technologies num\u00e9riques joueront un r\u00f4le de plus en plus important dans la r\u00e9alisation d\u2019une croissance inclusive, d\u2019un emploi de qualit\u00e9 et d\u2019une prosp\u00e9rit\u00e9 partag\u00e9e.&nbsp;<\/p>\n\n\n\n<p>Les disparit\u00e9s dans l\u2019acc\u00e8s au num\u00e9rique, qu\u2019elles soient li\u00e9es \u00e0 la g\u00e9ographie, \u00e0 l\u2019\u00e9ducation, \u00e0 l\u2019\u00e2ge, \u00e0 l\u2019appartenance ethnique ou \u00e0 l\u2019exp\u00e9rience professionnelle, ont incit\u00e9 les d\u00e9cideurs politiques \u00e0 d\u00e9battre de ce que l\u2019on appelle la \u00ab\u2009fracture num\u00e9rique\u2009\u00bb et de son r\u00f4le dans l\u2019entrave \u00e0 l\u2019avancement de certains segments de la population active.
