Les employeurs disposent d\u2019un \u00e9ventail de strat\u00e9gies pour attirer et retenir la main-d\u2019\u0153uvre sur un march\u00e9 du travail plus concurrentiel, notamment en augmentant les salaires, en offrant plus d\u2019avantages et en abaissant les exigences en mati\u00e8re de comp\u00e9tences, d\u2019\u00e9ducation et d\u2019exp\u00e9rience.&nbsp;<\/p>\n\n\n\n<p>Ce projet s\u2019est appuy\u00e9 sur les offres d\u2019emploi canadiennes pour comprendre les changements dans les conditions d\u2019emploi propos\u00e9es aux personnes \u00e0 la recherche d\u2019un emploi, en se concentrant sp\u00e9cifiquement sur les exigences en mati\u00e8re de comp\u00e9tences, d\u2019\u00e9ducation et d\u2019exp\u00e9rience, ainsi que sur les avantages li\u00e9s \u00e0 l\u2019emploi, entre la p\u00e9riode de deux ans pr\u00e9c\u00e9dant la pand\u00e9mie (2017-2019) et l\u2019ann\u00e9e&nbsp;2022.<\/p>\n\n\n\n<p>Le projet a r\u00e9v\u00e9l\u00e9 qu\u2019il n\u2019y avait pas eu d\u2019augmentation des salaires au cours de la p\u00e9riode de cinq ans, mais que les salaires \u00e9taient plus susceptibles d\u2019\u00eatre affich\u00e9s dans les offres d\u2019emploi en 2022 qu\u2019au cours de la p\u00e9riode pr\u00e9c\u00e9dant la pand\u00e9mie. Une proportion croissante d\u2019offres d\u2019emploi mentionne des exigences en mati\u00e8re de comp\u00e9tences, en particulier de comp\u00e9tences non techniques, et un plus grand nombre d\u2019entre elles mentionnent des exigences en mati\u00e8re de formation et d\u2019exp\u00e9rience. Toutefois, les exigences en mati\u00e8re de formation et d\u2019exp\u00e9rience sont devenues moins contraignantes, puisqu\u2019elles requi\u00e8rent moins de formation et moins d\u2019ann\u00e9es d\u2019exp\u00e9rience. L\u2019\u00e9tude a \u00e9galement r\u00e9v\u00e9l\u00e9 qu\u2019une proportion croissante d\u2019offres d\u2019emploi comprend des avantages non salariaux, des avantages li\u00e9s \u00e0 la r\u00e9mun\u00e9ration pour les emplois \u00e0 bas salaire, et des avantages li\u00e9s \u00e0 la flexibilit\u00e9 et au temps libre pour les emplois \u00e0 haut salaire.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Les r\u00e9sultats de ce projet sugg\u00e8rent que les employeurs sont de plus en plus en concurrence pour attirer la main-d\u2019\u0153uvre \u00e0 bas salaire et que la principale m\u00e9thode utilis\u00e9e pour attirer les talents est l\u2019am\u00e9lioration des avantages sociaux. Cela est de bon augure pour la qualit\u00e9 du travail des personnes occupant des postes \u00e0 bas salaires, mais des questions subsistent quant \u00e0 la capacit\u00e9 des employeurs \u00e0 offrir des salaires plus \u00e9lev\u00e9s pour ces postes tr\u00e8s demand\u00e9s.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong>Perspective Cl\u00e9<\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Au fil du temps, de plus en plus d\u2019emplois offrent des avantages en mati\u00e8re de d\u00e9veloppement des comp\u00e9tences, notamment une aide \u00e0 l\u2019\u00e9ducation, une formation sur le lieu de travail et des possibilit\u00e9s de d\u00e9veloppement professionnel. Cette proportion est pass\u00e9e de 20,5&nbsp;% des emplois dans les ann\u00e9es pr\u00e9c\u00e9dant la pand\u00e9mie \u00e0 28,3&nbsp;% des emplois en 2022.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les exigences en mati\u00e8re d\u2019\u00e9ducation se r\u00e9duisent&nbsp;: la part des offres d\u2019emploi exigeant une licence ou plus a diminu\u00e9 de 12&nbsp;points de pourcentage. Les avantages li\u00e9s \u00e0 l\u2019emploi peuvent rev\u00eatir diverses formes. Certains sont des avantages financiers conventionnels, comme l\u2019assurance maladie et les plans de retraite. Le projet visait \u00e0 comprendre l\u2019\u00e9volution de la proportion d\u2019offres d\u2019emploi pr\u00e9sentant diff\u00e9rents types de comp\u00e9tences, de formation, d\u2019exp\u00e9rience et d\u2019avantages entre 2017 et 2022. Le projet a \u00e9galement cherch\u00e9 \u00e0 identifier les types de professions et de secteurs les plus touch\u00e9s par ces tendances.<\/p>\n\n\n\n<p>Le projet s\u2019est appuy\u00e9 sur environ 6,5&nbsp;millions d\u2019offres d\u2019emploi en ligne en anglais au Canada, de janvier 2017 \u00e0 d\u00e9cembre 2022. L\u2019ensemble de donn\u00e9es comprend environ 2,5&nbsp;millions d\u2019observations des p\u00e9riodes pr\u00e9pand\u00e9miques et environ 4&nbsp;millions d\u2019observations des p\u00e9riodes pendant et apr\u00e8s les fermetures. Les offres d\u2019emploi en ligne ont \u00e9t\u00e9 recueillies et compil\u00e9es par Lightcast (anciennement Burning Glass Technologies), une soci\u00e9t\u00e9 d\u2019analyse de l\u2019emploi et d\u2019information sur le march\u00e9 du travail. Toutefois, bien que davantage d\u2019offres d\u2019emploi mentionnent des informations relatives aux salaires, les salaires moyens propos\u00e9s n\u2019ont pas augment\u00e9, m\u00eame en 2022, ann\u00e9e o\u00f9 les march\u00e9s du travail sont g\u00e9n\u00e9ralement les plus tendus.<\/p>\n\n\n\n<p><strong>De plus en plus d\u2019offres d\u2019emploi mentionnent les comp\u00e9tences requises, en particulier les comp\u00e9tences non techniques.<\/strong><\/p>\n\n\n\n<p>De 2017 \u00e0 2022, les offres d\u2019emploi sont de plus en plus susceptibles d\u2019afficher des exigences en mati\u00e8re de comp\u00e9tences. Les augmentations les plus prononc\u00e9es entre 2017 et 2022 concernent les comp\u00e9tences non techniques et le soutien technique, les comp\u00e9tences non techniques comprenant des \u00e9l\u00e9ments tels que la communication, le travail d\u2019\u00e9quipe, la collaboration, la n\u00e9gociation, la gestion du temps et le souci du d\u00e9tail. La part des emplois n\u00e9cessitant des comp\u00e9tences cognitives a augment\u00e9 de 1,1&nbsp;point de pourcentage, passant de 31,9&nbsp;% \u00e0 33&nbsp;% des offres d\u2019emploi. Parall\u00e8lement, le nombre d\u2019offres d\u2019emploi exigeant des comp\u00e9tences sociales a augment\u00e9 de 4&nbsp;points de pourcentage, les comp\u00e9tences caract\u00e9rielles de 4,2&nbsp;points de pourcentage et la part exigeant de la cr\u00e9ativit\u00e9 de 0,7&nbsp;point de pourcentage \u2013 une augmentation consid\u00e9rable \u00e0 partir d\u2019une petite base de 6,7&nbsp;% en 2017\/2019. Outre les exigences en mati\u00e8re de comp\u00e9tences, les employeurs \u00e9taient plus susceptibles d\u2019inclure des avantages li\u00e9s au d\u00e9veloppement des comp\u00e9tences dans les offres d\u2019emploi, notamment des \u00e9l\u00e9ments comme l\u2019aide \u00e0 l\u2019\u00e9ducation, la formation en cours d\u2019emploi et les possibilit\u00e9s de d\u00e9veloppement professionnel. 20,5&nbsp;% des emplois offraient de telles possibilit\u00e9s d\u2019am\u00e9lioration de la productivit\u00e9 en 2017-2019. D\u2019ici 2022, la part des offres d\u2019emploi annon\u00e7ant de telles opportunit\u00e9s atteindra 28,3&nbsp;%.&nbsp;<\/p>\n\n\n\n<p><strong>De plus en plus d\u2019offres d\u2019emploi comportent des exigences en mati\u00e8re de formation et d\u2019exp\u00e9rience, mais celles-ci sont g\u00e9n\u00e9ralement moins contraignantes&nbsp;<\/strong><\/p>\n\n\n\n<p>La part des emplois exigeant une formation a augment\u00e9 entre 2021 et 2022, passant de 31,6 \u00e0 36&nbsp;%, mais les exigences en mati\u00e8re de formation sont devenues moins \u00e9lev\u00e9es au cours de cette p\u00e9riode. En 2022, la proportion d\u2019offres d\u2019emploi exigeant un niveau d\u2019\u00e9ducation plus \u00e9lev\u00e9 a nettement diminu\u00e9. Par exemple, la part des personnes ayant besoin d\u2019un dipl\u00f4me de niveau baccalaur\u00e9at ou plus a fluctu\u00e9 entre 60,2 et 62,5&nbsp;% jusqu\u2019en 2021, puis a diminu\u00e9 de 12&nbsp;points de pourcentage en 2022. Parall\u00e8lement, la proportion d\u2019emplois exigeant au moins un dipl\u00f4me de l\u2019enseignement secondaire a augment\u00e9 d\u2019environ 13&nbsp;points de pourcentage en 2022. Ces constatations sont difficiles \u00e0 interpr\u00e9ter&nbsp;: l\u2019augmentation de la part des emplois mentionnant des exigences en mati\u00e8re d\u2019exp\u00e9rience ou d\u2019\u00e9ducation sugg\u00e8re que les employeurs sont devenus plus exigeants, mais que les exigences moyennes en mati\u00e8re d\u2019\u00e9ducation ou d\u2019exp\u00e9rience sont devenues moins contraignantes.&nbsp;<\/p>\n\n\n\n<p><strong>De plus en plus d\u2019offres d\u2019emploi incluent des avantages sociaux<\/strong><\/p>\n\n\n\n<p>Entre 2017 et 2022, un nombre croissant d\u2019emplois annoncent des avantages sociaux. Par rapport \u00e0 la p\u00e9riode pr\u00e9c\u00e9dant la pand\u00e9mie, les employeurs sont deux fois plus enclins \u00e0 promouvoir la flexibilit\u00e9 de l\u2019emploi en tant qu\u2019attribut de l\u2019emploi lorsqu\u2019ils publient des offres d\u2019emploi. La part des offres d\u2019emploi exigeant le travail \u00e0 domicile est pass\u00e9e de moins de 1&nbsp;% \u00e0 environ 5,4&nbsp;% en 2021 et s\u2019est stabilis\u00e9e depuis. La proportion d\u2019emplois offrant des horaires de travail flexibles et une conciliation travail-vie personnelle et vie priv\u00e9e a presque doubl\u00e9. La proportion d\u2019emplois offrant des cong\u00e9s pay\u00e9s, des cong\u00e9s de maladie et des cong\u00e9s de maternit\u00e9\/paternit\u00e9 a \u00e9galement augment\u00e9. La proportion d\u2019emplois offrant au moins un type de couverture m\u00e9dicale (sant\u00e9, dentaire et\/ou vision) est pass\u00e9e de 9,8&nbsp;% en 2017-2019 \u00e0 14,6&nbsp;% en 2020, 18,1&nbsp;% en 2021 et 24,3&nbsp;% en 2022. De m\u00eame, la proportion d\u2019emplois offrant une assurance-vie et\/ou une assurance-invalidit\u00e9 a plus que doubl\u00e9 au cours de la p\u00e9riode \u00e9tudi\u00e9e.<\/p>\n\n\n\n<p>Les employeurs proposent \u00e9galement une s\u00e9rie d\u2019avantages sociaux comme des prestations et des cotisations pour la retraite, des options d\u2019achat d\u2019actions, des actions, des primes et une participation aux b\u00e9n\u00e9fices, ainsi que des r\u00e9ductions pour les employ\u00e9s, l\u2019acc\u00e8s \u00e0 une salle de sport ou \u00e0 un centre de remise en forme, des bourses d\u2019\u00e9tudes postsecondaires, une aide \u00e0 la r\u00e9installation, des avantages pour les d\u00e9placements domicile-travail et des repas gratuits. La proportion d\u2019offres d\u2019emploi proposant l\u2019un ou l\u2019autre de ces avantages a consid\u00e9rablement augment\u00e9. Plus pr\u00e9cis\u00e9ment, la proportion d\u2019emplois offrant des prestations de retraite est pass\u00e9e de 6,8&nbsp;% en 2017-2019 \u00e0 15,7&nbsp;% en 2022. La proportion d\u2019emplois offrant des avantages li\u00e9s \u00e0 la propri\u00e9t\u00e9 et \u00e0 la r\u00e9mun\u00e9ration est pass\u00e9e de 12&nbsp;% \u00e0 19,1&nbsp;%. La part des emplois offrant d\u2019autres avantages sociaux a plus que doubl\u00e9 pour atteindre 28,3&nbsp;% en 2022. La proportion d\u2019emplois mentionnant des initiatives en mati\u00e8re d\u2019\u00e9quit\u00e9, de diversit\u00e9 et d\u2019inclusion est pass\u00e9e de 36,4&nbsp;% en 2017-2019 \u00e0 50,8&nbsp;% en 2022.<\/p>\n\n\n\n<p><strong>Impacts diff\u00e9rentiels selon la distribution des salaires&nbsp;<\/strong><\/p>\n\n\n\n<p>La demande a davantage augment\u00e9 pour les emplois moins bien r\u00e9mun\u00e9r\u00e9s, pour lesquels les prestations li\u00e9es \u00e0 la r\u00e9mun\u00e9ration sont devenues plus courantes. Toutefois, ces emplois sont \u00e9galement de plus en plus susceptibles de comporter des exigences en mati\u00e8re de formation et d\u2019exp\u00e9rience, ainsi que certaines comp\u00e9tences requises. Des donn\u00e9es r\u00e9centes montrent que 58,1&nbsp;% des postes vacants au Canada requi\u00e8rent un dipl\u00f4me d\u2019\u00e9tudes secondaires ou moins, et que le salaire horaire moyen offert est de 20,05&nbsp;$.<\/p>\n\n\n\n<p>Ce projet corrobore ces tendances en utilisant les offres d\u2019emploi comme indicateur approximatif de la demande. Les comp\u00e9tences, l\u2019exp\u00e9rience et la formation sont de plus en plus susceptibles d\u2019\u00eatre mentionn\u00e9es dans les offres d\u2019emploi, mais les exigences deviennent moins strictes et portent sur les comp\u00e9tences de base, moins d\u2019ann\u00e9es d\u2019exp\u00e9rience et des niveaux de formation moins \u00e9lev\u00e9s. Une proportion croissante d\u2019offres d\u2019emploi propose des avantages sociaux, qu\u2019il s\u2019agisse d\u2019avantages li\u00e9s \u00e0 la r\u00e9mun\u00e9ration pour les emplois \u00e0 bas salaire ou d\u2019avantages associ\u00e9s \u00e0 la flexibilit\u00e9 de l\u2019emploi et aux cong\u00e9s pour les emplois \u00e0 plus haut salaire.&nbsp;<\/p>\n\n\n\n<p>Les constatations faites dans le cadre de ce projet sugg\u00e8rent que les entreprises sont de plus en plus en concurrence pour attirer la main-d\u2019\u0153uvre \u00e0 bas salaire et que l\u2019am\u00e9lioration des avantages sociaux est une strat\u00e9gie tr\u00e8s r\u00e9pandue pour obtenir un avantage. Cette \u00e9volution est de bon augure pour la qualit\u00e9 du travail des personnes occupant des emplois faiblement r\u00e9mun\u00e9r\u00e9s, mais des questions subsistent quant \u00e0 la capacit\u00e9 des employeurs \u00e0 proposer des salaires plus \u00e9lev\u00e9s pour ces postes tr\u00e8s demand\u00e9s, compte tenu de l\u2019augmentation du co\u00fbt de la vie et de la p\u00e9nurie
