la mani\u00e8re dont les entreprises r\u00e9agissent \u00e0 ces changements aura des cons\u00e9quences \u00e0 long terme sur la comp\u00e9titivit\u00e9 \u00e9conomique, la coh\u00e9sion sociale et les changements environnementaux. L\u2019une des fa\u00e7ons dont les entreprises \u00e9voluent est de soutenir l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s \u2013 le processus social de mobilisation de nouvelles id\u00e9es pour cr\u00e9er un meilleur travail, am\u00e9liorant \u00e0 la fois les performances de l\u2019organisation et la qualit\u00e9 de l\u2019emploi.<\/p>\n\n\n\n<p>Dans le cadre de ce projet, on a travaill\u00e9 avec un petit \u00e9chantillon de lieux de travail canadiens pour adapter les avanc\u00e9es de la recherche europ\u00e9enne afin d\u2019am\u00e9liorer la qualit\u00e9 de l\u2019emploi gr\u00e2ce \u00e0 l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s. Cette \u00e9tude a \u00e9galement permis d\u2019identifier les questions et les initiatives europ\u00e9ennes en mati\u00e8re de politiques et de programmes qu\u2019il conviendrait d\u2019\u00e9tudier plus avant afin d\u2019orienter les initiatives canadiennes visant \u00e0 d\u00e9velopper l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s en vue d\u2019am\u00e9liorer la qualit\u00e9 de l\u2019emploi.<\/p>\n\n\n\n<p>Les lieux de travail impliqu\u00e9s dans le projet visaient \u00e0 utiliser l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s pour augmenter la r\u00e9tention et le recrutement de groupes particuliers de professionnels, adapter les r\u00f4les professionnels pour refl\u00e9ter les comp\u00e9tences n\u00e9cessaires pour travailler avec les nouvelles technologies, et am\u00e9liorer un programme de formation \u00e0 l\u2019innovation pour les employ\u00e9s, les \u00e9quipes et les organisations.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Bien qu\u2019il ait \u00e9t\u00e9 couronn\u00e9 de succ\u00e8s, le projet a r\u00e9v\u00e9l\u00e9 que l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s peut n\u00e9cessiter beaucoup de ressources et a mis en \u00e9vidence l\u2019absence de politique publique de soutien \u00e0 l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s au Canada. La mani\u00e8re dont les entreprises r\u00e9agissent \u00e0 ces changements aura des cons\u00e9quences \u00e0 long terme sur la comp\u00e9titivit\u00e9 \u00e9conomique, la coh\u00e9sion sociale et l\u2019\u00e9volution de l\u2019environnement.<\/p>\n\n\n\n<p>L\u2019une des fa\u00e7ons dont les entreprises \u00e9voluent est de soutenir l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s \u2013 le processus social de mobilisation de nouvelles id\u00e9es pour cr\u00e9er un meilleur travail, am\u00e9liorant \u00e0 la fois les performances de l\u2019organisation et la qualit\u00e9 de l\u2019emploi.<\/p>\n\n\n\n<p>Les exemples europ\u00e9ens d\u00e9montrent clairement que les initiatives d\u2019innovation men\u00e9es par les employ\u00e9s am\u00e9liorent \u00e0 la fois la qualit\u00e9 de vie au travail des employ\u00e9s et la performance de leurs organisations dans leurs missions de promotion du bien-\u00eatre \u00e9conomique et social. Quelles sont les initiatives europ\u00e9ennes en mati\u00e8re de politiques et de programmes qui devraient \u00eatre explor\u00e9es pour guider nos initiatives canadiennes visant \u00e0 d\u00e9velopper l\u2019innovation sur le lieu de travail des employ\u00e9s pour la qualit\u00e9 de l\u2019emploi\u2009?<\/p>\n\n\n\n<p>Le projet a recrut\u00e9 huit organisations canadiennes pour participer \u00e0 des essais sur place en vue de l\u2019adaptation de la recherche.&nbsp;<\/p>\n\n\n\n<p>Cinq des essais sur place ont eu lieu avec des partenaires du monde du travail qui cherchaient \u00e0 utiliser la recherche pour faire progresser l\u2019innovation sur le lieu de travail et la qualit\u00e9 de l\u2019emploi au sein de leur organisation&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>ENWIN \u2013 un service public municipal de distribution d\u2019\u00e9nergie et d\u2019eau dans le sud-ouest de l\u2019Ontario\u2009;<\/li>\n\n\n\n<li>Academy Canada \u2013 Un institut de formation priv\u00e9 \u00e0 Terre-Neuve-et-Labrador\u2009;<\/li>\n\n\n\n<li>LTC Network \u2013 Un r\u00e9seau progressif de villages de retraite pour soins de longue dur\u00e9e dans l\u2019ensemble de l\u2019Ontario\u2009;<\/li>\n\n\n\n<li>EngServ \u2013 Soci\u00e9t\u00e9 de services d\u2019ing\u00e9nierie en Alberta\u2009;<\/li>\n\n\n\n<li>ForestCo \u2013 Une entreprise de produits forestiers en Colombie-Britannique.<\/li>\n<\/ol>\n\n\n\n<p>Trois des essais sur place ont eu lieu avec des organisations soutenant des r\u00e9seaux de lieux de travail, dont l\u2019adaptation de la recherche s\u2019est concentr\u00e9e sur des r\u00e9gions ou des secteurs.<\/p>\n\n\n\n<ol start=\"6\" class=\"wp-block-list\">\n<li>Centre d\u2019innovation pour la main-d\u2019\u0153uvre de Terre-Neuve-et-Labrador<\/li>\n\n\n\n<li>Electricity Human Resources Canada<\/li>\n\n\n\n<li>WEtech Alliance<\/li>\n<\/ol>\n\n\n\n<p>Les tests sur place comprenaient un travail de collaboration entre les responsables du projet et les organisations participantes pour&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Clarifier la situation actuelle et les objectifs relatifs \u00e0 l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s.<\/li>\n\n\n\n<li>Clarifier la situation actuelle et les objectifs relatifs \u00e0 l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s<\/li>\n\n\n\n<li>Identifier les informations sur la recherche afin d\u2019\u00e9clairer l\u2019\u00e9laboration des sc\u00e9narios.<\/li>\n\n\n\n<li>\u00c9laborer des sc\u00e9narios d\u2019adaptation pour mettre en \u0153uvre les connaissances et atteindre les objectifs li\u00e9s \u00e0 l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s.<\/li>\n\n\n\n<li>\u00c9valuer le processus de mise en pratique de la recherche.<\/li>\n<\/ul>\n\n\n\n<p>Les objectifs des partenaires sont les suivants&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Am\u00e9liorer le maintien et le recrutement de certains groupes de professionnels, notamment les jeunes, les personnes \u00e2g\u00e9es et les professionnels plus diversifi\u00e9s.<\/li>\n\n\n\n<li>Adaptation des r\u00f4les professionnels (chefs de projet) pour refl\u00e9ter les comp\u00e9tences n\u00e9cessaires pour travailler avec les nouvelles technologies ;&nbsp;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Am\u00e9liorer un programme de formation \u00e0 l\u2019innovation pour les employ\u00e9s, les \u00e9quipes et les organisations.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> <strong>Ce que nous apprenons<\/strong><\/h3>\n\n\n\n<p>Tous les partenaires du lieu de travail, \u00e0 l\u2019exception d\u2019un seul, ont \u00e9t\u00e9 en mesure d\u2019adapter la recherche europ\u00e9enne pour progresser dans la r\u00e9alisation de leurs objectifs d\u2019innovation sur le lieu de travail men\u00e9s par les employ\u00e9s. Deux des lieux de travail ont port\u00e9 leurs projets organisationnels au-del\u00e0 de la port\u00e9e initiale de l\u2019essai sur place, en obtenant l\u2019approbation de la direction pour mettre en \u0153uvre les adaptations dans leurs pratiques sur le lieu de travail, o\u00f9 ils suivent maintenant les r\u00e9sultats. Les organisations du r\u00e9seau qui ont particip\u00e9 \u00e0 l\u2019essai sur place ont identifi\u00e9 de nouvelles possibilit\u00e9s d\u2019\u00e9tendre les nouvelles pratiques \u00e0 l\u2019ensemble de leurs r\u00e9seaux membres.<\/p>\n\n\n\n<p>Les enseignements tir\u00e9s des tests d\u2019adaptation de la recherche sur place sont notamment les suivants&nbsp;:<\/p>\n\n\n\n<p><strong>L\u2019adaptation de la recherche n\u00e9cessite beaucoup de ressources.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Il est plus facile d\u2019utiliser la recherche sur l\u2019innovation sur le lieu de travail men\u00e9e par les employ\u00e9s lorsque les responsables de l\u2019organisation ont une bonne compr\u00e9hension et une bonne exp\u00e9rience des processus d\u2019innovation en g\u00e9n\u00e9ral. Il s\u2019est av\u00e9r\u00e9 plus difficile de soutenir l\u2019adaptation de la recherche lorsque les responsables \u00e9taient totalement novices en mati\u00e8re d\u2019innovation, ce qui a n\u00e9cessit\u00e9 un soutien plus important pour d\u00e9finir des priorit\u00e9s align\u00e9es sur les objectifs de l\u2019organisation, renforcer la capacit\u00e9 d\u2019innovation des employ\u00e9s et cr\u00e9er une infrastructure organisationnelle favorable. Pour r\u00e9pondre \u00e0 ces besoins de soutien suppl\u00e9mentaires, les responsables du projet ont mis au point un atelier de base destin\u00e9 aux organisations d\u00e9butant dans la pratique de l\u2019innovation, intitul\u00e9 \u00ab\u2009<em>Innovation sur le lieu de travail\u2009\u00bb&nbsp;: Des objectifs aux plans de jeu.<\/em>&nbsp;Cependant, les besoins globaux de soutien des organisations qui sont encore en train de d\u00e9velopper leur capacit\u00e9 d\u2019innovation font qu\u2019il est difficile d\u2019\u00e9tendre cette approche \u00e0 l\u2019adaptation de la recherche.<\/p>\n\n\n\n<p><strong>La fragmentation des responsabilit\u00e9s freine l\u2019innovation.<\/strong>&nbsp;<\/p>\n\n\n\n<p>La responsabilit\u00e9 de la politique publique et des programmes de soutien \u00e0 l\u2019innovation sur le lieu de travail au Canada est fragment\u00e9e. Chacune des organisations du r\u00e9seau participant \u00e0 l\u2019essai sur le terrain poss\u00e9dait certains aspects du mandat, de la mission, des relations et des ressources n\u00e9cessaires pour jouer un r\u00f4le cl\u00e9 dans sa r\u00e9gion ou son secteur, mais aucune ne disposait de tous les \u00e9l\u00e9ments requis. De nombreuses parties prenantes gouvernementales doivent \u00e9galement \u00eatre impliqu\u00e9es, au sein des diff\u00e9rents niveaux de gouvernement et entre eux.&nbsp;<\/p>\n\n\n\n<p><strong>Les secteurs \u00e0 faible technologie pourraient \u00eatre des sites pilotes pour l\u2019adoption de l\u2019innovation.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Les essais sur place sugg\u00e8rent que les secteurs dont les besoins en nouvelles capacit\u00e9s techniques sont moins pressants pourraient constituer des bancs d\u2019essai plus probants pour faire progresser l\u2019innovation sur le lieu de travail en faveur de la qualit\u00e9 de l\u2019emploi, du moins \u00e0 court terme. En principe, la capacit\u00e9 d\u2019innovation sur le lieu de travail \u2013 au niveau de l\u2019employ\u00e9, de l\u2019\u00e9quipe et de l\u2019organisation \u2013 peut aider la main-d\u2019\u0153uvre d\u2019un secteur \u00e0 s\u2019adapter aux nouvelles technologies, aux nouveaux r\u00f4les professionnels et aux nouveaux mod\u00e8les d\u2019entreprise. Toutefois, dans la pratique, les demandes urgentes de nouvelles comp\u00e9tences techniques peuvent mettre de c\u00f4t\u00e9 le d\u00e9veloppement de la capacit\u00e9 d\u2019innovation malgr\u00e9 le potentiel d\u2019une ma\u00eetrise plus pr\u00e9coce de la capacit\u00e9 d\u2019innovation pour acc\u00e9l\u00e9rer l\u2019adaptation aux innovations technologiques \u00e9mergentes.<\/p>\n\n\n\n<p><strong>L\u2019innovation peut favoriser l\u2019\u00e9quit\u00e9, la diversit\u00e9 et l\u2019inclusion.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Au cours des essais sur place, plusieurs organisations ont fait remarquer que leurs efforts pour d\u00e9velopper une main-d\u2019\u0153uvre plus innovante devraient \u00eatre des alli\u00e9s naturels des efforts visant \u00e0 promouvoir une plus grande diversit\u00e9, \u00e9quit\u00e9 et inclusion au sein de la main-d\u2019\u0153uvre. Pour ne citer qu\u2019un exemple, l\u2019augmentation de la diversit\u00e9 des modes de pens\u00e9e (et de connaissance) au sein d\u2019une \u00e9quipe d\u2019innovation peut accro\u00eetre la probabilit\u00e9 d\u2019innovations r\u00e9volutionnaires. Cependant, les strat\u00e9gies sur le lieu de travail pour les initiatives d\u2019innovation men\u00e9es par les employ\u00e9s ne sont pas toujours explicitement inclusives, par exemple en incluant intentionnellement des membres de groupes en qu\u00eate d\u2019\u00e9quit\u00e9.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"why-it-matters\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 22px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-2.svg\" alt=\"\"> <strong>Pourquoi c\u2019est important<\/strong><\/h3>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>L\u2019innovation est essentielle \u00e0 la transition verte et \u00e0 une \u00e9conomie de plus en plus num\u00e9rique. Les entreprises doivent rapidement num\u00e9riser leurs op\u00e9rations et leurs r\u00e9sultats pour ne pas se laisser distancer par la concurrence. Chaque organisation, secteur et r\u00e9gion doit adopter l\u2019innovation comme pratique quotidienne, sous peine de ne pas faire la transition du tout.&nbsp;<\/p>\n\n\n\n<p>Les entreprises qui souhaitent d\u00e9velopper une main-d\u2019\u0153uvre plus innovante doivent chercher \u00e0 comprendre leurs propres caract\u00e9ristiques susceptibles de stimuler la motivation et l\u2019int\u00e9r\u00eat des employ\u00e9s pour l\u2019innovation.<\/p>\n\n\n\n<p>Les organisations qui soutiennent les r\u00e9seaux de lieux de travail \u2013 comme les conseils nationaux ou r\u00e9gionaux des ressources humaines ou les associations de professionnels des ressources humaines \u2013 peuvent partager les \u00e9tudes de cas et les recherches afin d\u2019aider les lieux de travail membres \u00e0 d\u00e9velopper une main-d\u2019\u0153uvre plus innovante.<\/p>\n\n\n\n<p>Les m\u00e9canismes de march\u00e9 fond\u00e9s uniquement sur des objectifs \u00e9conomiques n\u2019ont pas r\u00e9ussi \u00e0 rendre les pratiques d\u2019innovation aussi courantes qu\u2019elles devraient l\u2019\u00eatre. L\u2019innovation sur le lieu de travail relie une vari\u00e9t\u00e9 de programmes politiques diff\u00e9rents comme la productivit\u00e9, l\u2019innovation, les comp\u00e9tences, la num\u00e9risation, les emplois de qualit\u00e9, ainsi que le \u00ab\u2009contrat social\u2009\u00bb. Les organisations du secteur public qui soutiennent l\u2019innovation sur le lieu de travail b\u00e9n\u00e9ficieront de l\u2019analyse des politiques et des programmes europ\u00e9ens qui pourraient \u00eatre adapt\u00e9s aux contextes canadiens.<\/p>\n\n\n\n<p>Le Canada a la possibilit\u00e9 de favoriser des lieux de travail plus innovants et inclusifs et d\u2019en faire un avantage concurrentiel, ce qui le rendrait plus attractif pour les investissements des entreprises europ\u00e9ennes qui cherchent \u00e0 cr\u00e9er des emplois et des installations en Am\u00e9rique du Nord offrant une bonne qualit\u00e9 de l\u2019emploi. Les d\u00e9cideurs politiques devraient chercher des moyens pour que les priorit\u00e9s en mati\u00e8re d\u2019innovation et d\u2019\u00e9quit\u00e9, de diversit\u00e9 et d\u2019inclusion puissent se soutenir mutuellement.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"whats-next\" class=\"wp-block-ob-blocks-anchor-point short-content\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 14px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-3.svg\" alt=\"\"> <strong>Prochaines \u00e9tapes<\/strong><\/h3>\n\n\n\n<p>Sur la base de ces travaux, Wetech Alliance et le NL Workforce Development Centre \u00e9tudient la possibilit\u00e9 de cr\u00e9er un laboratoire vivant afin de favoriser l\u2019\u00e9mergence d\u2019une main-d\u2019\u0153uvre r\u00e9gionale plus innovante. Les laboratoires vivants sont des \u00e9cosyst\u00e8mes d\u2019innovation ouverte centr\u00e9s sur l\u2019utilisateur, qui op\u00e8rent souvent dans un contexte local (ville, r\u00e9gion, etc.) et int\u00e8grent des processus de recherche et d\u2019innovation simultan\u00e9s dans le cadre d\u2019un partenariat public-priv\u00e9-personne.<\/p>\n\n\n\n<p>Les responsables du projet invitent \u00e9galement les \u00e9tablissements d\u2019enseignement sup\u00e9rieur \u00e0 partager leurs ressources et leurs connaissances sur le d\u00e9veloppement de la capacit\u00e9 des dipl\u00f4m\u00e9s \u00e0 s\u2019engager dans l\u2019innovation inclusive sur le lieu de travail et dans leurs autres r\u00f4les en tant que membres de la communaut\u00e9 et citoyens du monde.
