has-text-color\">L\u2019\u00e9mergence de la pand\u00e9mie de la COVID-19 a d\u00e9clench\u00e9 une augmentation rapide de l\u2019adoption des technologies num\u00e9riques, entra\u00eenant d\u2019importantes perturbations dans le monde du travail et dans la soci\u00e9t\u00e9. Cette situation sans pr\u00e9c\u00e9dent a entra\u00een\u00e9 des changements fondamentaux dans la nature du travail.&nbsp;<\/p>\n\n\n\n<p>Le r\u00f4le de la technologie dans le monde du travail ne peut que s\u2019intensifier dans les prochaines ann\u00e9es. Bien que la technologie soit tr\u00e8s prometteuse, il existe un certain nombre de risques li\u00e9s \u00e0 la mise en \u0153uvre de nouvelles formes de travail, notamment le t\u00e9l\u00e9travail, l\u2019emploi \u00e0 la demande et l\u2019\u00e9conomie de partage. En particulier, il existe des inqui\u00e9tudes quant aux b\u00e9n\u00e9fices nets de ces d\u00e9veloppements et \u00e0 la d\u00e9t\u00e9rioration de la qualit\u00e9 de l\u2019emploi, notamment parmi les groupes en qu\u00eate d\u2019\u00e9quit\u00e9 qui tendent \u00e0 \u00eatre surrepr\u00e9sent\u00e9s dans les formes de travail alternatives.<\/p>\n\n\n\n<p>Le projet r\u00e9sume ce que l\u2019on sait de l\u2019interaction entre la technologie et la qualit\u00e9 de l\u2019emploi au Canada, en identifiant les principales tendances, notamment&nbsp;:<\/p>\n\n\n\n<p>Les groupes ayant droit \u00e0 l\u2019\u00e9quit\u00e9 sont surrepr\u00e9sent\u00e9s dans l\u2019emploi \u00e0 la demande, ce qui les rend tr\u00e8s vuln\u00e9rables.<\/p>\n\n\n\n<p>La flexibilit\u00e9 accrue qu\u2019apporte la technologie peut nuire \u00e0 la qualit\u00e9 de l\u2019emploi si elle n\u2019est pas associ\u00e9e au droit \u00e0 la d\u00e9connexion de la main-d\u2019\u0153uvre.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">La capacit\u00e9 de surveillance de l\u2019employeur permise par la num\u00e9risation croissante peut avoir une incidence n\u00e9gative sur la qualit\u00e9 de l\u2019emploi.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong>Perspective cl\u00e9&nbsp;<\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Environ 70&nbsp;pour cent des r\u00e9pondants et des r\u00e9pondantes qui utilisent un appareil num\u00e9rique \u00e0 des fins professionnelles ont indiqu\u00e9 que certains aspects de leur travail \u00e9taient surveill\u00e9s, notamment les courriels, les sites web visit\u00e9s, les s\u00e9ances de clavardage et les appels t\u00e9l\u00e9phoniques.&nbsp;<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les employ\u00e9s et employ\u00e9es qui font l\u2019objet d\u2019une surveillance \u00e9troite se d\u00e9clarent moins satisfaits de leur travail, font moins confiance \u00e0 leur employeur et sont plus stress\u00e9s.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Une surveillance excessive n\u2019est pas \u00e9quitable. La main-d\u2019\u0153uvre \u00e0 faible revenu, les jeunes, les personnes handicap\u00e9es et les populations racis\u00e9es sont plus susceptibles d\u2019\u00eatre surveill\u00e9s que les autres groupes.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> <strong>L\u2019enjeu<\/strong><\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>\u00c0 mesure que la COVID-19 se propageait au Canada, les employ\u00e9s et employ\u00e9es ont \u00e9t\u00e9 nombreux \u00e0 adopter le t\u00e9l\u00e9travail en r\u00e9ponse aux mesures de sant\u00e9 publique. Cependant, la fin de ces mesures n\u2019a pas entra\u00een\u00e9 un retour \u00e0 temps plein au bureau. Les conditions de travail dans le cadre du t\u00e9l\u00e9travail sont maintenues pour la plupart des effectifs au Canada, qui sont nombreux \u00e0 avoir adopt\u00e9 un mod\u00e8le hybride (certains jours en pr\u00e9sentiel et d\u2019autres en t\u00e9l\u00e9travail).<\/p>\n\n\n\n<p>Par le fait m\u00eame, l\u2019augmentation du t\u00e9l\u00e9travail et du travail hybride a entra\u00een\u00e9 une hausse de la surveillance num\u00e9rique de la main-d\u2019\u0153uvre.&nbsp;<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2451958822000616\" target=\"_blank\" rel=\"noreferrer noopener\">Des recherches ont d\u00e9montr\u00e9 que l\u2019utilisation excessive d\u2019outils num\u00e9riques pour surveiller la main-d\u2019\u0153uvre peut entra\u00eener une diminution du degr\u00e9 de satisfaction au travail et une augmentation du niveau de stress.<\/a>&nbsp;Elles ont \u00e9galement soulev\u00e9 la n\u00e9cessit\u00e9 du soutien des superviseurs et des relations avec ceux-ci pour le bien-\u00eatre et la productivit\u00e9 des employ\u00e9s et employ\u00e9es.<\/p>\n\n\n\n<p>On a encore du mal \u00e0 comprendre la mani\u00e8re dont ces questions ont \u00e9t\u00e9 trait\u00e9es au Canada dans le contexte post-pand\u00e9mique, afin d\u2019\u00e9clairer l\u2019\u00e9laboration des politiques. Les gouvernements f\u00e9d\u00e9ral et provinciaux ont admis qu\u2019il existait des lacunes dans les politiques relatives au t\u00e9l\u00e9travail et \u00e0 la surveillance en milieu de travail et ont commenc\u00e9 \u00e0 prendre des mesures pour y rem\u00e9dier. Elle avait \u00e9galement pour but de comprendre l\u2019incidence de ce mode de travail sur la productivit\u00e9, la satisfaction, la confiance et le bien-\u00eatre des personnes concern\u00e9es.&nbsp;<\/p>\n\n\n\n<p>L\u2019\u00e9quipe du projet a men\u00e9 une enqu\u00eate dans l\u2019optique de r\u00e9pondre aux questions suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Au Canada, quelles sont les exp\u00e9riences actuelles de la main-d\u2019\u0153uvre et du personnel de gestion en ce qui concerne les m\u00e9canismes d\u2019aide au rendement et la surveillance dans le cadre du t\u00e9l\u00e9travail ?<\/li>\n\n\n\n<li>Quelles sont les attitudes de la main-d\u2019\u0153uvre et du personnel de gestion vis-\u00e0-vis des m\u00e9canismes d\u2019aide au rendement et des mesures de surveillance ?<\/li>\n\n\n\n<li>Existe-t-il un lien entre les m\u00e9canismes d\u2019aide au rendement et les mesures de surveillance et la qualit\u00e9 per\u00e7ue du travail, telle que le degr\u00e9 de satisfaction au travail, le bien-\u00eatre, la productivit\u00e9 et le niveau de confiance ?<\/li>\n<\/ul>\n\n\n\n<p>L\u2019enqu\u00eate a \u00e9t\u00e9 men\u00e9e en octobre&nbsp;2022 et est disponible en anglais et en fran\u00e7ais. Toutefois, chez les personnes qui devaient travailler sur place, le niveau de satisfaction chutait \u00e0 40&nbsp;pour cent.<\/li>\n\n\n\n<li>61&nbsp;pour cent de la main-d\u2019\u0153uvre a d\u00e9clar\u00e9 avoir une meilleure conciliation travail-vie personnelle qu\u2019avant la pand\u00e9mie.<\/li>\n\n\n\n<li>55&nbsp;pour cent de la main-d\u2019\u0153uvre et 51&nbsp;pour cent du personnel de gestion ont d\u00e9clar\u00e9 une hausse de leur productivit\u00e9 par rapport au taux pr\u00e9pand\u00e9mique, tandis que seulement 15&nbsp;pour cent du personnel de gestion a signal\u00e9 une baisse de productivit\u00e9.<\/li>\n\n\n\n<li>45&nbsp;pour cent du personnel de gestion sond\u00e9 a d\u00e9clar\u00e9 \u00eatre en mesure d\u2019offrir un meilleur soutien aux employ\u00e9s et employ\u00e9es dans un contexte de t\u00e9l\u00e9travail.<\/li>\n\n\n\n<li>La main-d\u2019\u0153uvre et le personnel de gestion ont constat\u00e9 une d\u00e9t\u00e9rioration des liens avec leurs coll\u00e8gues en raison du passage au t\u00e9l\u00e9travail.<\/li>\n<\/ul>\n\n\n\n<p>Au sortir de la pand\u00e9mie, de plus en plus d\u2019organisations tentent d\u2019inciter leur main-d\u2019\u0153uvre \u00e0 revenir travailler en pr\u00e9sentiel, au moins \u00e0 temps partiel. Toutefois, les avantages li\u00e9s au t\u00e9l\u00e9travail et l\u2019\u00e9troitesse du march\u00e9 du travail ont maintenu l\u2019int\u00e9r\u00eat pour les modalit\u00e9s de travail \u00e0 distance ou hybrides. Au moment de la r\u00e9alisation de cette enqu\u00eate, pr\u00e8s de la moiti\u00e9 (44&nbsp;pour cent) des personnes sond\u00e9es n\u2019avaient pas l\u2019obligation de travailler sur place ou travaillaient enti\u00e8rement \u00e0 distance. Les employ\u00e9s et employ\u00e9es qui b\u00e9n\u00e9ficiaient d\u2019une plus grande flexibilit\u00e9 quant \u00e0 leur travail \u00e9taient plus susceptibles d\u2019\u00eatre des gestionnaires, plus \u00e2g\u00e9s et de sexe f\u00e9minin.<\/p>\n\n\n\n<p><strong>M\u00e9canismes d\u2019aide au rendement &nbsp;<\/strong><\/p>\n\n\n\n<p>La plupart des personnes sond\u00e9es continuaient \u00e0 b\u00e9n\u00e9ficier de m\u00e9canismes d\u2019aide au perfectionnement et au rendement en t\u00e9l\u00e9travail&nbsp;: 76&nbsp;pour cent d\u2019entre elles participaient r\u00e9guli\u00e8rement \u00e0 des r\u00e9unions avec leurs \u00e9quipes ou leurs superviseurs et 40&nbsp;pour cent recevaient constamment des commentaires de la part de leurs superviseurs. La plupart des employ\u00e9s et des employ\u00e9es ont reconnu que ces pratiques \u00e9taient utiles (74&nbsp;pour cent) ou ad\u00e9quates (72&nbsp;pour cent). La grande majorit\u00e9 des personnes sond\u00e9es (84&nbsp;pour cent) estimait avoir un certain droit de regard vis-\u00e0-vis du soutien dont elle b\u00e9n\u00e9ficiait. Les personnes sond\u00e9es qui consid\u00e9raient que leur employeur leur faisait peu confiance ou qui \u00e9taient peu satisfaites de leur emploi ont d\u00e9clar\u00e9 qu\u2019elles sentaient n\u2019avoir aucun droit de regard vis-\u00e0-vis du soutien au rendement dont elles b\u00e9n\u00e9ficiaient.&nbsp;<\/p>\n\n\n\n<p><strong>Surveillance \u00e9lectronique<\/strong><\/p>\n\n\n\n<p>Le tiers (33&nbsp;pour cent) de la main-d\u2019\u0153uvre a signal\u00e9 une hausse de la surveillance depuis le d\u00e9but de la pand\u00e9mie, en particulier les jeunes, les travailleurs et travailleuses \u00e0 faible revenu, les populations racis\u00e9es et les personnes handicap\u00e9es.<\/p>\n\n\n\n<p>Le tiers (33&nbsp;pour cent) des employ\u00e9s et employ\u00e9es ont d\u00e9clar\u00e9 que leur temps au travail faisait l\u2019objet d\u2019une certaine surveillance (p. ex. consignation des heures de travail ou preuve de pr\u00e9sence aupr\u00e8s du personnel de gestion), tandis que 10&nbsp;pour cent ont indiqu\u00e9 faire l\u2019objet d\u2019une surveillance active au moyen de la technologie (p. ex. \u00e0 l\u2019aide de logiciels tels que Kronos et Avaya ou d\u2019applications comme le calendrier Outlook, Skype ou WhatsApp). Pr\u00e8s de 35&nbsp;pour cent des gestionnaires ont d\u00e9clar\u00e9 assurer une surveillance sommaire de leurs subalternes. Les employ\u00e9s et employ\u00e9es pay\u00e9s \u00e0 l\u2019heure \u00e9taient plus susceptibles de faire l\u2019objet d\u2019une surveillance que ceux qui re\u00e7oivent un salaire annuel.<\/p>\n\n\n\n<p>Soixante-dix&nbsp;pour cent des employ\u00e9s et employ\u00e9es qui utilisaient un appareil \u00e9lectronique au travail ont indiqu\u00e9 que certains aspects de leur travail faisaient l\u2019objet d\u2019une surveillance num\u00e9rique, notamment les courriels, les sites Web visit\u00e9s, les s\u00e9ances de clavardage et les appels t\u00e9l\u00e9phoniques.<\/p>\n\n\n\n<p>Pr\u00e8s du tiers (32&nbsp;pour cent) des employ\u00e9s et employ\u00e9es ont d\u00e9clar\u00e9 avoir fait l\u2019objet d\u2019une quelconque forme de surveillance \u00e9lectronique excessive (p. ex. localisation, enregistrement vid\u00e9o ou surveillance de la frappe au clavier). Les employ\u00e9s et employ\u00e9es qui faisaient l\u2019objet d\u2019une surveillance excessive se d\u00e9claraient moins satisfaits de leur travail, faisaient moins confiance \u00e0 leur employeur et \u00e9taient plus stress\u00e9s.<\/p>\n\n\n\n<p>Seulement la moiti\u00e9 des employ\u00e9s et employ\u00e9es ont d\u00e9clar\u00e9 avoir re\u00e7u de la documentation sur la surveillance \u00e9lectronique exerc\u00e9e par leur employeur, et environ un quart d\u2019entre eux n\u2019ont re\u00e7u aucune documentation.<\/p>\n\n\n\n<p>Si les effectifs et les gestionnaires comprennent la n\u00e9cessit\u00e9 d\u2019exercer une quelconque surveillance, les personnes sond\u00e9es ont affirm\u00e9 avoir une pr\u00e9f\u00e9rence pour des mesures plus souples, comme des v\u00e9rifications \u00e0 des heures fixes aupr\u00e8s de leurs coll\u00e8gues.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"why-it-matters\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 22px;margin-right: 10px;position: relative;top: -2px\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-2.svg\" alt=\"\"> <strong>Pourquoi c\u2019est important<\/strong><\/h3>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Dans le cadre du passage acc\u00e9l\u00e9r\u00e9 au t\u00e9l\u00e9travail, les organisations ont d\u00fb s\u2019adapter et trouver des moyens de maintenir la mobilisation des effectifs et de surveiller le rendement des employ\u00e9s et employ\u00e9es tout en respectant leur vie priv\u00e9e et en gagnant leur confiance.<\/p>\n\n\n\n<p>Il ne fait aucun doute que le t\u00e9l\u00e9travail s\u2019inscrira dans les nouvelles strat\u00e9gies en mati\u00e8re de travail. La plupart des travailleurs et travailleuses aiment travailler \u00e0 distance, ce qui contribue \u00e0 am\u00e9liorer la qualit\u00e9 des emplois et le niveau de satisfaction global. Toutefois, les employeurs ne savent pas encore comment surveiller leurs effectifs et leur offrir un soutien ad\u00e9quat au sein d\u2019un environnement de t\u00e9l\u00e9travail. \u00c0 l\u2019heure actuelle, il existe peu de lignes directrices quant \u00e0 l\u2019approche \u00e0 privil\u00e9gier, et les employeurs canadiens ont besoin de plus de soutien pour trouver des moyens de maximiser la productivit\u00e9 sans compromettre les avantages que repr\u00e9sente le t\u00e9l\u00e9travail pour le bien-\u00eatre des employ\u00e9s et employ\u00e9es.<\/p>\n\n\n\n<p>Les constatations de ce projet sont particuli\u00e8rement importantes pour les employeurs qui s\u2019efforcent de trouver un \u00e9quilibre entre la productivit\u00e9 et la surveillance, car une surveillance \u00e9lectronique excessive (p. ex. cam\u00e9ras Web, surveillance de la frappe, etc.) a des effets n\u00e9gatifs sur les effectifs et entra\u00eene une diminution de la satisfaction au travail, une baisse de la confiance envers l\u2019employeur et une augmentation des niveaux de stress. Pour assurer la r\u00e9ussite du t\u00e9l\u00e9travail, il est essentiel d\u2019exercer une surveillance \u00e9quilibr\u00e9e.<\/p>\n\n\n\n<p>En outre, les organisations doivent mieux informer leurs effectifs au sujet de leurs pratiques et de leurs politiques en mati\u00e8re de surveillance \u00e9lectronique. Les conclusions de la recherche montrent que seulement le tiers des employ\u00e9s et employ\u00e9es disposaient d\u2019une documentation compl\u00e8te relative \u00e0 la surveillance \u00e9lectronique exerc\u00e9e sur leur lieu de travail. Cela soul\u00e8ve des questions li\u00e9es \u00e0 la vie priv\u00e9e et \u00e0 la confiance, et met en \u00e9vidence la n\u00e9cessit\u00e9 d\u2019une intervention au chapitre des politiques. Cette strat\u00e9gie devrait \u00e9galement permettre de lancer des initiatives de perfectionnement et de requalification qui permettront \u00e0 la main-d\u2019\u0153uvre d\u2019acc\u00e9der \u00e0 de meilleures possibilit\u00e9s d\u2019emploi dans d\u2019autres professions et secteurs.<\/p>\n\n\n\n<p>L\u2019initiative Qualit\u00e9 de l\u2019emploi se penche sur les pratiques actuelles relatives \u00e0 la r\u00e9mun\u00e9ration, aux avantages sociaux, \u00e0 la s\u00e9curit\u00e9 d\u2019emploi, au milieu de travail, au perfectionnement professionnel et \u00e0 l\u2019environnement social g\u00e9n\u00e9ral pour les effectifs, les employeurs et les d\u00e9cideurs politiques.
