Un sondage men\u00e9 2017 aupr\u00e8s des employeurs du secteur manufacturier par Excellence in Manufacturing Consortium a r\u00e9v\u00e9l\u00e9 que seule la moiti\u00e9 des employeurs de ce secteur offraient une formation en milieu de travail sur les comp\u00e9tences essentielles. On retrouve plus fr\u00e9quemment les faibles taux d\u2019investissement dans la formation chez les petites et moyennes entreprises (PME), qui repr\u00e9sentent la grande majorit\u00e9 des employeurs du secteur priv\u00e9 dans ce pays.<\/p>\n\n\n\n<p>Pour relever ce d\u00e9fi, le Centre des comp\u00e9tences futures s\u2019est associ\u00e9 \u00e0 EMC et \u00e0 la Soci\u00e9t\u00e9 de recherche sociale appliqu\u00e9e pour mettre \u00e0 l\u2019essai un mod\u00e8le de <a href=\"https:\/\/fsc-ccf.ca\/fr\/projets\/pay-for-performance\/\">r\u00e9mun\u00e9ration au rendement<\/a> pour la formation ax\u00e9e sur les comp\u00e9tences. L\u2019objectif \u00e9tait de d\u00e9terminer si les employeurs pourraient \u00eatre persuad\u00e9s d\u2019appuyer la prestation de la formation s\u2019ils \u00e9taient partiellement rembours\u00e9s. Le remboursement se ferait \u00e0 condition qu\u2019ils atteignent les principaux objectifs de rendement et les cibles du projet pilote.<\/p>\n\n\n\n<p>Les employeurs ont constat\u00e9 que l\u2019initiative avait r\u00e9ussi \u00e0 r\u00e9pondre \u00e0 leurs besoins en formation, et presque tous ont \u00e9t\u00e9 rembours\u00e9s \u00e0 hauteur de 70&nbsp;% de la cotisation admissible. La majorit\u00e9 des employeurs qui ont particip\u00e9 au projet pilote ont d\u00e9clar\u00e9 qu\u2019ils \u00e9taient plus susceptibles d\u2019investir dans la formation \u00e0 l\u2019avenir. Malgr\u00e9 cela, plusieurs ont \u00e9galement mentionn\u00e9 que s\u2019ils avaient le choix, ils opteraient pour des subventions salariales et des cr\u00e9dits d\u2019imp\u00f4t plut\u00f4t qu\u2019une incitation \u00e0 la formation sur la r\u00e9mun\u00e9ration au rendement financ\u00e9e par l\u2019\u00c9tat.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"607\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2025\/08\/FR-Quote-PPP-V2-1024x607.png\" alt=\"\" class=\"wp-image-321763\" srcset=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2025\/08\/FR-Quote-PPP-V2-1024x607.png 1024w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2025\/08\/FR-Quote-PPP-V2-300x178.png 300w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2025\/08\/FR-Quote-PPP-V2-768x455.png 768w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2025\/08\/FR-Quote-PPP-V2-10x6.png 10w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2025\/08\/FR-Quote-PPP-V2.png 1350w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>\u00ab\u2009Les deux parties, nos employ\u00e9s et notre \u00e9quipe de direction, ont \u00e9t\u00e9 r\u00e9compens\u00e9es\u2009\u00bb, a d\u00e9clar\u00e9 Gabrielle Vanstraelen, vice-pr\u00e9sidente de Freedom Concepts, une entreprise familiale manitobaine qui fabrique des v\u00e9los et des tricycles personnalis\u00e9s pour les personnes handicap\u00e9es, y compris les enfants. \u00ab\u2009Nous avons pu am\u00e9liorer ensemble nos comp\u00e9tences en mati\u00e8re de travail d\u2019\u00e9quipe, de r\u00e9solution de probl\u00e8mes et de leadership, et nous utilisons ces comp\u00e9tences tous les jours pour am\u00e9liorer notre entreprise.\u2009\u00bb<\/p>\n\n\n\n<p><strong>Le d\u00e9fi&nbsp;: la formation pour la croissance et la productivit\u00e9<\/strong><\/p>\n\n\n\n<p>Les PME ont du mal \u00e0 absorber le co\u00fbt de la formation de leur main-d\u2019\u0153uvre et beaucoup estiment \u00e9galement qu\u2019elles ne peuvent pas absorber le co\u00fbt d\u2019opportunit\u00e9 de payer pour du temps de formation hors site. Il peut \u00eatre difficile de convaincre les employeurs du retour positif sur l\u2019investissement de la formation et ils doutent souvent que les programmes de formation correspondent bien \u00e0 leurs besoins. Tout cela se traduit par un niveau inf\u00e9rieur de formation offerte par l\u2019employeur, ce qui pourrait mettre en p\u00e9ril la comp\u00e9titivit\u00e9 du Canada.<\/p>\n\n\n\n<p>Mais de nombreux employeurs sont ouverts \u00e0 une formation personnalis\u00e9e \u00e0 moindre co\u00fbt pour eux.<\/p>\n\n\n\n<p><strong>La solution&nbsp;: rembourser les frais de formation aux employeurs&nbsp;<\/strong><\/p>\n\n\n\n<p>La solution propos\u00e9e \u00e9tait un mod\u00e8le de r\u00e9mun\u00e9ration au rendement pour la formation professionnelle, con\u00e7u avec une contribution directe. Les employeurs ont \u00e9t\u00e9 impliqu\u00e9s par un sondage men\u00e9 aupr\u00e8s de pr\u00e8s de 750&nbsp;fabricants canadiens visant \u00e0 \u00e9valuer leurs attitudes et leurs motivations \u00e0 l\u2019\u00e9gard de la formation en milieu de travail.<\/p>\n\n\n\n<p>L\u2019initiative a rembours\u00e9 aux employeurs jusqu\u2019\u00e0 70&nbsp;% du co\u00fbt de 3\u2009000&nbsp;$ pour la formation de chaque travailleuses ou travailleur, ainsi que jusqu\u2019\u00e0 1\u2009200&nbsp;$ en compensation pour la perte de productivit\u00e9 de chaque personne pendant le temps de la formation. Pour obtenir le remboursement, les employeurs devaient faire preuve d\u2019engagement et de soutien pour une ex\u00e9cution judicieuse du programme. Ils ont \u00e9galement d\u00fb d\u00e9montrer qu\u2019il y avait eu une augmentation des comp\u00e9tences en cons\u00e9quence. Plus de 55&nbsp;entreprises y ont particip\u00e9 et plus de 200&nbsp;personnes ont \u00e9t\u00e9 form\u00e9es lors de cette phase initiale.<\/p>\n\n\n\n<p>\u00ab\u2009Nous sommes une entreprise familiale qui s\u2019est beaucoup d\u00e9velopp\u00e9e en sept ou huit ans, en doublant presque notre main-d\u2019\u0153uvre\u2009\u00bb, d\u00e9clare Dirk Hollar, gestionnaire du fonctionnement chez Freedom Concept. \u00ab\u2009Nous devons mettre en \u0153uvre des processus d\u00e8s maintenant et former nos gens pour \u00eatre en mesure de faire passer notre entreprise au niveau sup\u00e9rieur. Nous devons nous assurer que la formation convient et qu\u2019elle est coh\u00e9rente afin que nous grandissions tous et toutes ensemble.\u2009\u00bb<\/p>\n\n\n\n<p><strong>Les le\u00e7ons et les perspectives d\u2019avenir<\/strong><\/p>\n\n\n\n<p>Le projet pilote a donn\u00e9 d\u2019excellents r\u00e9sultats. Quatre-vingt-seize pour cent des personnes qui ont suivi la formation ont re\u00e7u une certification. Le projet pilote a enregistr\u00e9 un taux de r\u00e9ussite de 87&nbsp;% d\u2019augmentation de comp\u00e9tences des travailleurs, et 96&nbsp;% des employeurs ont atteint le seuil d\u2019engagement, ce qui signifie que l&#8217;EMC a confirm\u00e9 que tous les participants satisfaisaient \u00e0 toutes les exigences du programme. Environ 93&nbsp;% du montant total admissible au remboursement a \u00e9t\u00e9 remis aux employeurs. Et, plus important encore, 90&nbsp;% des employeurs ont d\u00e9clar\u00e9 qu\u2019ils seraient plus susceptibles d\u2019investir dans la formation et d\u2019offrir des programmes de formation \u00e0 leurs employ\u00e9s \u00e0 la suite de l\u2019exp\u00e9rience. Il a travaill\u00e9 au Canada et \u00e0 l\u2019\u00e9tranger et a notamment dirig\u00e9 le Centre de connaissances sur le travail et l\u2019apprentissage du Conseil canadien sur l\u2019apprentissage (2006-2009) et le Centre for Workplace Skills (2009-2012). La majeure partie de son travail international a \u00e9t\u00e9 effectu\u00e9 avec Coll\u00e8ges et Instituts Canada (2013-2020) o\u00f9 il a dirig\u00e9 un projet de renforcement des capacit\u00e9s au Mozambique (2013 \u00e0 2015) et a g\u00e9r\u00e9 le suivi et l\u2019\u00e9valuation de tous les programmes internationaux de CICan. Il a rejoint le Centre des Comp\u00e9tences futures en 2022, o\u00f9 il est actuellement directeur des programmes par int\u00e9rim.
