			{"id":269869,"date":"2023-10-23T14:56:17","date_gmt":"2023-10-23T18:56:17","guid":{"rendered":"https:\/\/fsc-ccf.ca\/?p=269869"},"modified":"2025-05-13T12:16:56","modified_gmt":"2025-05-13T16:16:56","slug":"blog-poverty-reduction","status":"publish","type":"post","link":"https:\/\/fsc-ccf.ca\/fr\/blog-poverty-reduction\/","title":{"rendered":"La preuve par l\u2019exemple : Le d\u00e9veloppement de carri\u00e8re comme levier pour r\u00e9duire la pauvret\u00e9"},"content":{"rendered":"\n<p>Il y a plus de vingt ans, des d\u00e9cideurs politiques de 14&nbsp;pays r\u00e9unis \u00e0 l\u2019occasion du premier <a href=\"https:\/\/www.iccdpp.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Symposium international sur les carri\u00e8res et les politiques publiques<\/a> ont mis la communaut\u00e9 du d\u00e9veloppement de carri\u00e8re au d\u00e9fi de faire valoir le bien-fond\u00e9 de notre domaine en mati\u00e8re de d\u00e9veloppement \u00e9conomique et social. Malgr\u00e9 des d\u00e9cennies de pratique, les d\u00e9cideurs politiques du monde entier ont d\u00e9clar\u00e9 que nous n\u2019avions pas fait la preuve de notre efficacit\u00e9.<\/p>\n\n\n\n<p>Vingt ans et d\u2019innombrables \u00e9tudes plus tard, les leaders de la pratique et de la recherche ont relev\u00e9 ce d\u00e9fi et le secteur du d\u00e9veloppement de carri\u00e8re dispose d\u00e9sormais d\u2019une base de donn\u00e9es probantes solide. L\u2019un des rapports les plus importants pour prouver notre valeur, intitul\u00e9&nbsp;: <em><a href=\"https:\/\/www.oecd-ilibrary.org\/education\/career-guidance-and-public-policy_9789264105669-en\" target=\"_blank\" rel=\"noreferrer noopener\">Orientations et politiques publiques : Combler le foss\u00e9<\/a>,<\/em> provient de l\u2019Organisation de coop\u00e9ration et de d\u00e9veloppement \u00e9conomiques (OCDE) en 2004. Le rapport a examin\u00e9 les donn\u00e9es provenant de 14&nbsp;pays et a constat\u00e9 que le d\u00e9veloppement de carri\u00e8re a un impact sur les \u00e9l\u00e9ments suivants :<\/p>\n\n\n\n<p><strong>Am\u00e9lioration des objectifs d\u2019apprentissage et des acquisitions<\/strong> &#8211; Le d\u00e9veloppement de carri\u00e8re am\u00e9liore l\u2019alignement sur la mani\u00e8re dont les personnes veulent apprendre et sur ce qu\u2019elles veulent apprendre, et les aide \u00e0 acqu\u00e9rir les connaissances n\u00e9cessaires \u00e0 la poursuite de leurs int\u00e9r\u00eats professionnels.<\/p>\n\n\n\n<p>\u2022 &nbsp; <strong>Objectifs du march\u00e9 du travail<\/strong> &#8211; L\u2019\u00e9volution de carri\u00e8re aide les gens \u00e0 trouver un emploi, en particulier un emploi qui cadre avec ce qui les int\u00e9resse (leurs int\u00e9r\u00eats, leurs valeurs et les objectifs de vie et de travail qu\u2019ils ont personnellement d\u00e9finis). La recherche sectorielle d\u00e9montre que l\u2019ad\u00e9quation de la carri\u00e8re am\u00e9liore de mani\u00e8re importante la capacit\u00e9 d\u2019une personne \u00e0 conserver son emploi et \u00e0 rechercher des opportunit\u00e9s d\u2019\u00e9volution.<\/p>\n\n\n\n<p>\u2022 &nbsp; <strong>Impacts sociaux, d\u2019\u00e9quit\u00e9 et d\u2019inclusion<\/strong> &#8211; Le d\u00e9veloppement de carri\u00e8re aide \u00e0 \u00e9quilibrer le foss\u00e9 entre la sous-repr\u00e9sentation et la surrepr\u00e9sentation dans les diff\u00e9rentes professions, aide les gens \u00e0 entrer en contact avec des opportunit\u00e9s de salaire d\u00e9cent et peut aider les nouveaux arrivants \u00e0 s\u2019int\u00e9grer avec succ\u00e8s dans le march\u00e9 du travail.<\/p>\n\n\n\n<p>Tous ces effets cr\u00e9ent des passerelles pour sortir de la pauvret\u00e9, mais les \u00e9tudes portant sur les preuves directes sont encore peu nombreuses. La plupart des recherches existantes nous obligent \u00e0 extrapoler l\u2019effet causal. En d\u2019autres termes, il nous faut encore des preuves.<\/p>\n\n\n\n<p>Les programmes de formation technologique de<strong> <a href=\"https:\/\/parcourstech.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\">NPower Canada<\/a> <\/strong>et le programme de pr\u00e9-emploi de la Fondation canadienne pour le d\u00e9veloppement de la carri\u00e8re, <strong><a href=\"https:\/\/immplus.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\">In Motion and Momentum+<\/a> <\/strong>(IM&amp;M+), sont deux projets de recherche sur le d\u00e9veloppement de carri\u00e8re financ\u00e9s par le Centre des Comp\u00e9tences futures qui, au cours des trois derni\u00e8res ann\u00e9es, ont rigoureusement recueilli ces preuves n\u00e9cessaires. Les deux programmes ont particip\u00e9 \u00e0 des \u00e9tudes qui illustrent le lien entre les programmes de d\u00e9veloppement de carri\u00e8re et la diminution de la pauvret\u00e9, plus r\u00e9cemment par le biais d\u2019une m\u00e9thodologie d\u2019essai contr\u00f4l\u00e9 randomis\u00e9 (ECR).<\/p>\n\n\n\n<div style=\"height:73px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"is-style-midsize\">Les deux programmes r\u00e9v\u00e8lent des <strong>liens positifs entre leur approche et la diminution de la pauvret\u00e9.<\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/fsc-ccf.ca\/fr\/impact-stories\/accelerating-future-of-tech\/\" target=\"_blank\" rel=\"noreferrer noopener\">NPower Canada a d\u00e9montr\u00e9<\/a> :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Augmentation de 40&nbsp;% du revenu annuel des m\u00e9nages pour des personnes \u00e0 la recherche d\u2019un emploi diversifi\u00e9es confront\u00e9s \u00e0 d\u2019importantes difficult\u00e9s d\u2019acc\u00e8s \u00e0 l\u2019emploi. En 2022, les personnes \u00e0 la recherche d\u2019un emploi disposaient d\u2019un revenu annuel moyen par m\u00e9nage de 29\u2009376&nbsp;dollars. Apr\u00e8s avoir termin\u00e9 le programme et obtenu un emploi, les dipl\u00f4m\u00e9s ont gagn\u00e9 un salaire <strong>individuel<\/strong> moyen de d\u00e9part de 41\u2009000&nbsp;dollars.&nbsp;<\/li>\n\n\n\n<li>Am\u00e9liore l\u2019employabilit\u00e9 des personnes \u00e0 la recherche d\u2019un emploi et m\u00e8ne \u00e0 un emploi durable. Plus de 80&nbsp;% des dipl\u00f4m\u00e9s de NPower Canada sont employ\u00e9s dans les six mois suivant l\u2019obtention de leur dipl\u00f4me. Parmi ces dipl\u00f4m\u00e9s, 90&nbsp;% sont encore employ\u00e9s 24 et 36&nbsp;mois apr\u00e8s l\u2019obtention de leur dipl\u00f4me.<\/li>\n\n\n\n<li>Les personnes \u00e0 la recherche d\u2019un emploi acqui\u00e8rent des comp\u00e9tences fondamentales, notamment en mati\u00e8re de r\u00e9daction de curriculum vitae, de travail en \u00e9quipe et de r\u00e9solution des conflits, ainsi que de gestion du temps, qui leur permettront d\u2019\u00e9voluer dans leur carri\u00e8re. Au cours des 12&nbsp;premiers mois d\u2019emploi, 30&nbsp;% des dipl\u00f4m\u00e9s de NPower Canada d\u00e9clarent avoir obtenu une promotion ou une augmentation de salaire.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/fsc-ccf.ca\/fr\/impact-stories\/independence-from-social-assistance\/\" target=\"_blank\" rel=\"noreferrer noopener\">IM&amp;M+ a d\u00e9montr\u00e9<\/a>&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les premiers indicateurs indiquant que le programme brise les cycles co\u00fbteux de la d\u00e9pendance \u00e0 l\u2019\u00e9gard de l\u2019aide sociale. Lors de sa mise en \u0153uvre \u00e0 l\u2019\u00e9chelle de la province du Nouveau-Brunswick de 2016 \u00e0 2019, les \u00e9valuations annuelles du programme ont r\u00e9v\u00e9l\u00e9 que le nombre de dossiers d\u2019aide sociale a diminu\u00e9 de 10&nbsp;%.<\/li>\n\n\n\n<li>Am\u00e9lioration de l\u2019employabilit\u00e9 et de l\u2019acc\u00e8s \u00e0 un travail d\u00e9cent chez les participants au ch\u00f4mage depuis plus d\u2019un an. Dans de nombreux projets de recherche, 20 \u00e0 40&nbsp;% des participants ont trouv\u00e9 un emploi ou une formation deux \u00e0 trois mois apr\u00e8s le programme. Une \u00e9tude a r\u00e9v\u00e9l\u00e9 que 80&nbsp;% des personnes employ\u00e9es avaient obtenu un emploi d\u00e9cent (c\u2019est-\u00e0-dire un poste permanent, assorti d\u2019avantages sociaux, que les participants d\u00e9crivent comme correspondant \u00e0 leur objectif de carri\u00e8re).<\/li>\n\n\n\n<li>De meilleurs r\u00e9sultats en mati\u00e8re d\u2019emploi pour ceux qui participent au programme, y compris les participants issus de groupes sous-repr\u00e9sent\u00e9s. Les donn\u00e9es interm\u00e9diaires de l\u2019essai contr\u00f4l\u00e9 randomis\u00e9 d\u2019IM&amp;M+ r\u00e9v\u00e8lent qu\u2019en moyenne, le taux d\u2019emploi des personnes ayant particip\u00e9 \u00e0 IM&amp;M+ est sup\u00e9rieur d\u2019environ 16&nbsp;points \u00e0 celui des personnes du groupe t\u00e9moin trois mois apr\u00e8s la fin du programme. Cette tendance s\u2019applique \u00e9galement aux groupes sous-repr\u00e9sent\u00e9s : les participants racialis\u00e9s et les femmes ont obtenu de meilleurs r\u00e9sultats en mati\u00e8re d\u2019emploi trois mois apr\u00e8s le programme que leurs homologues du groupe de comparaison.&nbsp;<\/li>\n<\/ul>\n\n\n\n<div style=\"height:56px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><strong>Ces donn\u00e9es sont passionnantes et nous avons besoin d\u2019en savoir plus.<\/strong> Les personnes travaillant dans le secteur savent, par exp\u00e9rience et observation, que le d\u00e9veloppement de carri\u00e8re contribue \u00e0 la r\u00e9duction de la pauvret\u00e9. Les preuves qualitatives sont importantes, mais nous avons \u00e9galement besoin de donn\u00e9es quantitatives pour prouver nos arguments. Bien que la baisse de la pauvret\u00e9 soit en cours, pour l\u2019instant, nos succ\u00e8s sont largement anecdotiques.<\/p>\n\n\n\n<p>Voici donc le d\u00e9fi que nous vous lan\u00e7ons : La prochaine fois que vous mettrez en \u0153uvre un programme ou que vous travaillerez avec des individus individuellement, r\u00e9fl\u00e9chissez aux donn\u00e9es que vous pourriez suivre afin de constituer une base de donn\u00e9es probantes. Quels sont les changements importants\u2009? Quels indicateurs autres que l\u2019ach\u00e8vement de la formation ou les statistiques de l\u2019emploi vous indiquent que les personnes avec lesquelles vous travaillez sortent de la pauvret\u00e9\u2009? Pensez \u00e0 partager vos r\u00e9sultats <a href=\"https:\/\/cdpc-cedc.ca\/our-community\/\" target=\"_blank\" rel=\"noreferrer noopener\">dans la communaut\u00e9<\/a> du Centre professionnel de d\u00e9veloppement de carri\u00e8re. C\u2019est un lieu o\u00f9 le secteur partage les meilleures pratiques et recueille et partage des donn\u00e9es sur les avantages du travail des professionnels du d\u00e9veloppement de carri\u00e8re.
