Les \u00e9v\u00e9nements professionnels et les interactions commerciales en personne ont \u00e9t\u00e9 interrompus. Les \u00e9v\u00e9nements de r\u00e9seautage en personne et les salons de l\u2019emploi ont \u00e9t\u00e9 annul\u00e9s. Il \u00e9tait \u00e9galement difficile d\u2019atteindre les employeurs\/repr\u00e9sentants des ressources humaines en personne, les entreprises \u00e9tant ferm\u00e9es et les employ\u00e9s travaillant \u00e0 domicile. De ce fait, les r\u00e9seaux professionnels et sociaux des personnes se sont r\u00e9duits en moyenne de pr\u00e8s de 16&nbsp;% &#8211; soit environ 200&nbsp;personnes &#8211; au cours de cette p\u00e9riode.&nbsp;<\/p>\n\n\n\n<p>La perte des possibilit\u00e9s de r\u00e9seautage a particuli\u00e8rement touch\u00e9 les professionnels nouvellement arriv\u00e9s et les dipl\u00f4m\u00e9s internationaux. Les immigrants r\u00e9cents ayant une dur\u00e9e d\u2019emploi plus courte \u00e9taient plus expos\u00e9s aux licenciements, et nombre d\u2019entre eux n\u2019avaient pas droit aux allocations de maintien dans l\u2019emploi ou aux aides \u00e0 l\u2019emploi accord\u00e9es par le gouvernement canadien. La pand\u00e9mie a encore exacerb\u00e9 les probl\u00e8mes courants auxquels sont confront\u00e9s les demandeurs d\u2019emploi nouvellement arriv\u00e9s, comme l\u2019isolement social accru, le sentiment de d\u00e9sespoir, l\u2019\u00e9rosion potentielle des comp\u00e9tences et le sous-emploi.<\/p>\n\n\n\n<p>L\u2019impact consid\u00e9rable de la COVID-19 sur l\u2019emploi des immigr\u00e9s a n\u00e9cessit\u00e9 des approches innovantes pour r\u00e9engager \u00e0 la fois ces travailleurs et les entreprises afin d\u2019accro\u00eetre la r\u00e9silience du march\u00e9 du travail et de r\u00e9tablir des r\u00e9seaux professionnels efficaces.&nbsp;<\/p>\n\n\n\n<p>La division des services d\u2019emploi de l\u2019Association for New Canadians (ANC) (anciennement AXIS Career Services) contribue \u00e0 l\u2019emploi des nouveaux arrivants dans toute la province de Terre-Neuve-et-Labrador (T.-N.-L.). Elle a pu observer directement l\u2019impact de la COVID-19 sur le march\u00e9 du travail local.&nbsp;<\/p>\n\n\n\n<p>Les nouveaux arrivants hautement qualifi\u00e9s, tels que ceux qui travaillent dans les secteurs des technologies de l\u2019information, de la recherche, des ressources naturelles et de la finance, constituent un groupe confront\u00e9 \u00e0 des d\u00e9fis particuliers. Pour relever ces d\u00e9fis, l\u2019ANC et ses partenaires ont mis en place un r\u00e9seau de r\u00e9silience pour l\u2019emploi des nouveaux arrivants (Newcomer Employment Resilience Network &#8211; NERN-NL) en tant qu\u2019instrument de mobilisation et de partage des connaissances, des comp\u00e9tences, des formations et des strat\u00e9gies visant \u00e0 am\u00e9liorer la r\u00e9silience des personnes \u00e0 la recherche d\u2019un emploi\/professionnels nouvellement arriv\u00e9s et des industries locales pendant les p\u00e9riodes d\u2019instabilit\u00e9 \u00e9conomique.<\/p>\n\n\n\n<p>Gr\u00e2ce \u00e0 un mentorat personnalis\u00e9, en personne et virtuel, \u00e0 des ateliers et s\u00e9minaires sectoriels, \u00e0 des \u00e9v\u00e9nements et forums de mise en r\u00e9seau et \u00e0 un renforcement continu des comp\u00e9tences, il incarne une approche collaborative et participative visant \u00e0 s\u2019adapter et \u00e0 r\u00e9pondre aux conditions fluctuantes du march\u00e9 de l\u2019emploi. Au cours de cette p\u00e9riode de deux ans, le r\u00e9seau a impliqu\u00e9 activement pr\u00e8s de 300&nbsp;personnes, dont 170&nbsp;professionnels nouvellement arriv\u00e9s et plus de 60&nbsp;entreprises locales, employeurs et parties prenantes. Les partenaires \u00e9taient des repr\u00e9sentants municipaux, des PDG de soci\u00e9t\u00e9s locales et de petites entreprises, des organismes de r\u00e9glementation, des associations professionnelles, des organismes \u00e0 but non lucratif, des \u00e9tablissements d\u2019enseignement et bien d\u2019autres encore.&nbsp;<\/p>\n\n\n\n<p>L\u2019exp\u00e9rience du NERN-NL a permis de faire ressortir plusieurs points essentiels pour renforcer la r\u00e9silience du march\u00e9 du travail pour les professionnels nouvellement arriv\u00e9s.&nbsp;<\/p>\n\n\n\n<p><strong>Les r\u00e9seaux de soutien \u00e0 l\u2019emploi sont n\u00e9cessaires pour donner aux employeurs et aux personnes \u00e0 la recherche d\u2019un emploi les m\u00eames moyens d\u2019action, m\u00eame lorsque les march\u00e9s de l\u2019emploi sont au plus bas.<\/strong><\/p>\n\n\n\n<p>Il est prouv\u00e9 qu\u2019au niveau municipal et r\u00e9gional, la r\u00e9silience \u00e9conomique est universellement et uniquement d\u00e9termin\u00e9e par la connectivit\u00e9 au sein d\u2019un r\u00e9seau d\u2019emploi local. Les r\u00e9seaux de connaissances locaux sp\u00e9cifiques \u00e0 l\u2019industrie permettent de se connecter et d\u2019\u00e9changer des connaissances et des comp\u00e9tences, et de renforcer la capacit\u00e9 \u00e0 \u00e9laborer de nouveaux plans de croissance apr\u00e8s un choc.<\/p>\n\n\n\n<p>Il est imp\u00e9ratif d\u2019investir dans le maintien et l\u2019am\u00e9lioration de ces r\u00e9seaux pendant les p\u00e9riodes de ralentissement \u00e9conomique ou de perturbations majeures du march\u00e9 du travail. \u00c0 la fin de la deuxi\u00e8me ann\u00e9e, les relations \u00e9tablies avec les parties prenantes dans le cadre du projet NERN-NL \u00e9taient solides, fiables et empreintes de confiance, ouvrant ainsi la voie \u00e0 un recrutement efficace et efficient alors que la demande de main-d\u2019\u0153uvre continuait d\u2019augmenter, apr\u00e8s la pand\u00e9mie.&nbsp;<\/p>\n\n\n\n<p>Les personnes \u00e0 la recherche d\u2019un emploi et nouvellement arriv\u00e9es sur le march\u00e9 du travail ont g\u00e9n\u00e9ralement des liens sociaux et professionnels plus faibles que les personnes n\u00e9es au Canada. Toutefois, la recherche r\u00e9v\u00e8le que m\u00eame les<strong> <\/strong><strong>liens sociaux les plus faibles, lorsqu\u2019ils sont nombreux<\/strong><strong>, ont un effet favorable sur la mobilit\u00e9 professionnelle<\/strong>. La structure du NERN-NL \u00e9tait essentiellement sectorielle. Par exemple, les ing\u00e9nieurs nouvellement arriv\u00e9s ont \u00e9t\u00e9 soigneusement jumel\u00e9s avec des ing\u00e9nieurs locaux ou des professionnels de l\u2019industrie des ressources naturelles. Ces connexions cibl\u00e9es, mais moins nombreuses, se sont av\u00e9r\u00e9es efficaces pour certaines professions. Pour d\u2019autres, il a fallu \u00e9largir le filet, au-del\u00e0 de la correspondance \u00e9vidente, afin de constituer un capital social plus large et plus diversifi\u00e9 qui a cr\u00e9\u00e9 des opportunit\u00e9s d\u2019emploi impr\u00e9vues.<\/p>\n\n\n\n<p><strong>Les r\u00e9seaux de collaboration peuvent mobiliser efficacement les connaissances et faciliter l\u2019action lorsqu\u2019il s\u2019agit de l\u2019acquisition de comp\u00e9tences, de l\u2019am\u00e9lioration et de la requalification de la main-d\u2019\u0153uvre, afin de r\u00e9pondre aux changements sur le march\u00e9 du travail.&nbsp;<\/strong><\/p>\n\n\n\n<p>Pour de nombreux employeurs et entreprises, la COVID-19 a fait passer l\u2019accent de la croissance et de l\u2019expansion \u00e0 la gestion de crise, au renforcement de la r\u00e9silience et \u00e0 la planification de la reprise. Inutile de pr\u00e9ciser que les employeurs ont rencontr\u00e9 des difficult\u00e9s. L\u2019exp\u00e9rience du NERN-NL a r\u00e9v\u00e9l\u00e9 qu\u2019en d\u00e9pit de tout cela, et peut-\u00eatre m\u00eame \u00e0 cause de tout cela, les entreprises sont toujours pr\u00eates \u00e0 investir du temps et \u00e0 exploiter leurs ressources pour cr\u00e9er, en collaboration, des parcours de d\u00e9veloppement des comp\u00e9tences et d\u2019ad\u00e9quation optimale avec l\u2019emploi.<\/p>\n\n\n\n<p>L\u2019\u00e9tablissement de partenariats entre les acteurs publics et priv\u00e9s est consid\u00e9r\u00e9 comme un m\u00e9canisme efficace pour accro\u00eetre la disponibilit\u00e9 de solutions d\u2019apprentissage accessibles, d\u00e9velopper de nouveaux programmes de formation et partager les ressources afin d\u2019att\u00e9nuer les p\u00e9nuries de comp\u00e9tences et de main-d\u2019\u0153uvre dans les secteurs touch\u00e9s par la pand\u00e9mie.&nbsp;&nbsp;<\/p>\n\n\n\n<p><em>Aleksandra Stefanovic-Chafe est directrice et charg\u00e9e de recherche principale chez Lennika Consulting Inc.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La pand\u00e9mie de la COVID-19 a eu de profondes r\u00e9percussions sur la soci\u00e9t\u00e9, notamment sur l\u2019emploi et les possibilit\u00e9s de cr\u00e9ation de r\u00e9seaux professionnels.
