Nos vies sont de plus en plus num\u00e9ris\u00e9es, dans tous les domaines, de l\u2019\u00e9conomie \u00e0 la participation civique et culturelle. Par cons\u00e9quent, la main-d\u2019\u0153uvre canadienne a besoin d\u2019un renforcement important de sa capacit\u00e9 num\u00e9rique afin de saisir les opportunit\u00e9s qui se pr\u00e9sentent.<\/p>\n\n\n\n<p>Le <a href=\"https:\/\/www.ictc-ctic.ca\/wp-content\/uploads\/2021\/08\/digital-talent-outlook-for-2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Conseil des technologies de l\u2019information et des communications<\/a> pr\u00e9voit qu\u2019entre 2021 et 2025, 250 000&nbsp;emplois seront cr\u00e9\u00e9s dans l\u2019\u00e9conomie num\u00e9rique du Canada. Il s\u2019agit d\u2019emplois comme ceux de concepteur graphique, d\u2019analyste de base de donn\u00e9es, d\u2019expert en cybers\u00e9curit\u00e9 et d\u2019analyste de syst\u00e8mes d\u2019information.<\/p>\n\n\n\n<p>Alors m\u00eame que le Canada s\u2019efforce de r\u00e9pondre \u00e0 cette demande croissante, les femmes, les jeunes autochtones et d\u2019autres groupes restent largement sous-repr\u00e9sent\u00e9s dans les postes \u00e0 comp\u00e9tences technologiques, selon le <a href=\"https:\/\/www.rapports-cac.ca\/reports\/assemblage-requis-competences-en-stgm-et-productivite-economique-du-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">Conseil des acad\u00e9mies canadiennes.<\/a><\/p>\n\n\n\n<p>La question \u00e0 laquelle nous devons r\u00e9pondre est la suivante&nbsp;:<\/p>\n\n\n\n<p>\u00ab\u2009Comment pouvons-nous am\u00e9liorer efficacement les comp\u00e9tences de la population canadienne\u2009?\u2009\u00bb. Comment cr\u00e9er davantage de passerelles pour la mobilit\u00e9 professionnelle afin que ces opportunit\u00e9s de comp\u00e9tences num\u00e9riques soient accessibles \u00e0 un plus grand nombre de personnes dans ce pays\u2009?<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Gordon Chan: How Canada Can Create an Inclusive Labour Force in the Next Digital Age\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/O92K-CF4H5E?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Projets et recherches du CCF<\/h2>\n\n\n\n<p>Tout d\u2019abord, il est important de reconna\u00eetre qu\u2019il est possible d\u2019aider la main-d\u2019\u0153uvre qui souhaite passer d\u2019une profession \u00e0 risque \u00e0 une carri\u00e8re num\u00e9rique recherch\u00e9e.<\/p>\n\n\n\n<p><a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/digital-occupation-pathways-from-vulnerable-jobs-to-rapid-growth-careers\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nos recherches<\/a> ont r\u00e9v\u00e9l\u00e9 que 86\u00a0% des professions \u00e0 haut risque, comme celles d\u2019adjoint administratif ou de machiniste, offrent au moins une, voire plusieurs, voies de transition vers des emplois num\u00e9riques en plein essor, apr\u00e8s une seule ann\u00e9e de formation. La plupart des gens n\u2019ont pas besoin d\u2019\u00eatre laiss\u00e9s pour compte par les changements technologiques et qu\u2019ils peuvent opter pour une carri\u00e8re num\u00e9rique. En outre, le temps et les efforts n\u00e9cessaires \u00e0 la transition sont souvent g\u00e9rables.<\/p>\n\n\n\n<p>Il existe de nombreux types de programmes de transition r\u00e9ussis, mais voici quelques exemples tir\u00e9s de notre \u00e9tude&nbsp;:<\/p>\n\n\n\n<p><a href=\"https:\/\/fsc-ccf.ca\/fr\/projets\/carrieres-recherchees-dans-les-technologies\/\" target=\"_blank\" rel=\"noreferrer noopener\">NPower Canada<\/a> pr\u00e9pare les jeunes ch\u00f4meurs ou sous-employ\u00e9s de tout le pays \u00e0 des carri\u00e8res technologiques en leur offrant une formation gratuite en comp\u00e9tences num\u00e9riques et professionnelles. Dans sa premi\u00e8re cohorte, 85&nbsp;% des dipl\u00f4m\u00e9s de NPower avaient un emploi ou \u00e9taient inscrits dans un \u00e9tablissement d\u2019enseignement sup\u00e9rieur dans les 11&nbsp;mois qui ont suivi. D\u00e8s la troisi\u00e8me cohorte, 68&nbsp;% des dipl\u00f4m\u00e9s avaient accompli le m\u00eame exploit en quatre mois seulement.<\/p>\n\n\n\n<p>\u00c0 Calgary, le programme <a href=\"https:\/\/fsc-ccf.ca\/fr\/?post_type=project&#038;p=1913\" target=\"_blank\" rel=\"noreferrer noopener\">EDGE UP<\/a> permet \u00e0 la main-d\u2019\u0153uvre d\u00e9plac\u00e9e du secteur p\u00e9trolier et gazier d\u2019acc\u00e9der \u00e0 des carri\u00e8res num\u00e9riques gr\u00e2ce \u00e0 une collaboration entre le gouvernement f\u00e9d\u00e9ral, les autorit\u00e9s municipales et les \u00e9tablissements d\u2019enseignement. Au bout de 14&nbsp;mois, plus de 70&nbsp;% de la main-d\u2019\u0153uvre \u00e0 mi-carri\u00e8re a trouv\u00e9 un nouvel emploi dans le domaine des technologies ou a poursuivi ses \u00e9tudes.<br><\/p>\n\n\n\n<p>Dans la r\u00e9gion du <a href=\"https:\/\/cybersecurecatalyst.ca\/accelerated-cybersecurity-training-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">Grand Toronto, Rogers Cybersecurity Catalyst<\/a> pr\u00e9pare des personnes partout dans le pays \u00e0 des carri\u00e8res dans le domaine de la cybers\u00e9curit\u00e9, en particulier celles qui appartiennent \u00e0 des groupes sous-repr\u00e9sent\u00e9s. Bien que les femmes et les personnes d\u2019origine ethnique ne repr\u00e9sentent que 10&nbsp;% de la main-d\u2019\u0153uvre canadienne dans le domaine de la cybers\u00e9curit\u00e9, 57&nbsp;% des dipl\u00f4m\u00e9s du programme sont des femmes et 68&nbsp;% des \u00e9tudiants s\u2019identifient comme des personnes racialis\u00e9es.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9flexions cl\u00e9s<\/h2>\n\n\n\n<p>Nous continuons \u00e0 analyser ces mod\u00e8les et d\u2019autres mod\u00e8les prometteurs pour en tirer des enseignements qui peuvent \u00eatre partag\u00e9s avec d\u2019autres&nbsp;:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">i) Besoins en formation &#8211; comp\u00e9tences techniques et non techniques<\/h3>\n\n\n\n<p>Les efforts d\u2019am\u00e9lioration des comp\u00e9tences num\u00e9riques sont plus fructueux lorsqu\u2019ils incluent \u00e0 la fois des comp\u00e9tences techniques et non techniques, telles que la communication verbale et la r\u00e9solution de probl\u00e8mes.<\/p>\n\n\n\n<p>Les programmes mentionn\u00e9s pr\u00e9c\u00e9demment visent \u00e0 former des \u00ab\u2009talents hybrides\u2009\u00bb, c\u2019est-\u00e0-dire des personnes qui comprennent la technologie num\u00e9rique et qui peuvent \u00e9galement adapter cette technologie aux besoins de l\u2019organisation. C\u2019est important, car les comp\u00e9tences num\u00e9riques peuvent devenir obsol\u00e8tes dans trois \u00e0 cinq ans, mais les comp\u00e9tences non techniques peuvent permettre aux participants de s\u2019adapter et de rester comp\u00e9titifs \u00e0 l\u2019avenir.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">ii) L\u2019engagement des employeurs est essentiel<\/h3>\n\n\n\n<p>Pour que les programmes de formation soient couronn\u00e9s de succ\u00e8s, il est essentiel de comprendre ce que les employeurs veulent et ce dont ils ont besoin. EDGE UP, par exemple, a pass\u00e9 plus de six mois \u00e0 \u00e9tudier les besoins en comp\u00e9tences des employeurs et NPower Canada s\u2019est associ\u00e9 \u00e0 plus de 200&nbsp;employeurs pour comprendre leurs besoins en mati\u00e8re de recrutement dans le domaine des technologies de l\u2019information.<br><\/p>\n\n\n\n<p>Toutefois, bon nombre de nos partenaires de projet affirment que l\u2019engagement des employeurs reste difficile. C\u2019est particuli\u00e8rement difficile au Canada, car les petites et moyennes entreprises repr\u00e9sentent <a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/lavenir-du-travail-numerique-repose-sur-les-personnes-et-non-sur-la-technologie\/\" target=\"_blank\" rel=\"noreferrer noopener\">90&nbsp;% des emplois du secteur priv\u00e9,<\/a> contre seulement 50&nbsp;% aux \u00c9tats-Unis. Comme les entreprises sont plus petites, les programmes canadiens doivent souvent s\u2019associer \u00e0 un plus grand nombre d\u2019employeurs pour offrir le m\u00eame nombre de possibilit\u00e9s d\u2019emploi \u00e0 leurs participants. <\/p>\n\n\n\n<p>Il peut \u00e9galement \u00eatre difficile de persuader les entreprises de d\u00e9ployer les efforts n\u00e9cessaires pour concevoir des \u00ab\u2009rampes d\u2019acc\u00e8s\u2009\u00bb pour les professions en \u00e9volution rapide ou pour r\u00e9viser leurs processus de ressources humaines afin d\u2019accueillir des candidats non traditionnels. Bien que le temps et les efforts n\u00e9cessaires puissent d\u00e9courager certaines organisations, les \u00e9tudes r\u00e9v\u00e8lent que les employeurs qui collaborent \u00e0 des programmes de transition en retirent les avantages d\u2019une diminution du taux de rotation du personnel et d\u2019une augmentation de la productivit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p>Il reste encore beaucoup \u00e0 faire dans ce domaine, mais il est tout \u00e0 fait possible de faire passer les individus d\u2019emplois \u00e0 haut risque \u00e0 des carri\u00e8res num\u00e9riques \u00e0 forte croissance, et nous invitons tout le monde \u00e0 jouer un r\u00f4le dans ce domaine. Il faut envisager d\u2019embaucher des candidats issus des programmes de transition la prochaine fois que vous serez \u00e0 la recherche de talents num\u00e9riques ou encourager votre association professionnelle \u00e0 \u00e9tablir un partenariat avec ces programmes.
