			{"id":258242,"date":"2023-03-14T14:55:40","date_gmt":"2023-03-14T18:55:40","guid":{"rendered":"https:\/\/fsc-ccf.ca\/?p=258242"},"modified":"2023-03-14T15:00:43","modified_gmt":"2023-03-14T19:00:43","slug":"blog-employer-sponsored","status":"publish","type":"post","link":"https:\/\/fsc-ccf.ca\/fr\/blog-employer-sponsored\/","title":{"rendered":"La formation professionnelle parrain\u00e9e par l\u2019employeur est essentielle dans le contexte changeant de la main-d\u2019\u0153uvre canadienne\u00a0"},"content":{"rendered":"\n<p>Au Canada, la formation parrain\u00e9e par l\u2019employeur est essentielle pour garantir que les employ\u00e9s poss\u00e8dent les comp\u00e9tences et les connaissances n\u00e9cessaires pour r\u00e9pondre aux exigences d\u2019un march\u00e9 du travail en constante \u00e9volution.<\/p>\n\n\n\n<p>Par rapport \u00e0 d\u2019autres pays, le Canada jouit d\u2019un march\u00e9 du travail <a href=\"https:\/\/www.oecd-ilibrary.org\/sites\/dbe26a97-fr\/1\/3\/3\/1\/index.html?itemId=\/content\/publication\/dbe26a97-fr&amp;_csp_=c6db66bba9a3fbda4f15b29bd7872479&amp;itemIGO=oecd&amp;itemContentType=book\">unique<\/a> qui est domin\u00e9 par les petites et moyennes entreprises (PME) &#8211; <a href=\"https:\/\/ised-isde.canada.ca\/site\/recherche-statistique-pme\/fr\/principales-statistiques-relatives-aux-petites-entreprises\/principales-statistiques-relatives-aux-petites-entreprises-2021\">97,9&nbsp;%<\/a> des employeurs canadiens sont des petites entreprises et 1,9&nbsp;% sont des entreprises de taille moyenne. Toutefois, nombre de ces entreprises peinent \u00e0 r\u00e9pondre aux besoins de formation de leurs employ\u00e9s actuels. Notre dernier rapport, intitul\u00e9 \u00ab\u2009<a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/la-formation-parrainee-par-lemployeur\/\">La formation parrain\u00e9e par l\u2019employeur : Un panorama des possibilit\u00e9s de formation professionnelle offertes par les employeurs canadiens<\/a> \u00bb, en collaboration avec le Conseil d\u2019information sur le march\u00e9 du travail et Shift Insights, sugg\u00e8re qu\u2019il n\u2019existe pas suffisamment de donn\u00e9es r\u00e9guli\u00e8res et fiables pour comprendre r\u00e9ellement comment les employeurs au Canada, en particulier les PME, parrainent la formation de leurs employ\u00e9s. Toutefois, le rapport a permis de d\u00e9couvrir des donn\u00e9es utiles qui peuvent nous aider \u00e0 mieux comprendre la formation au Canada.&nbsp;<\/p>\n\n\n\n<p>En particulier, le rapport contient trois conclusions importantes. Il r\u00e9v\u00e8le que la formation parrain\u00e9e par l\u2019employeur au Canada est:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Limit\u00e9e<\/li>\n\n\n\n<li>Ax\u00e9e sur le lieu de travail et cibl\u00e9e<\/li>\n\n\n\n<li>R\u00e9partie de mani\u00e8re in\u00e9quitable.<\/li>\n<\/ol>\n\n\n\n<p>L\u2019une des principales raisons pour lesquelles les PME peinent \u00e0 investir dans la formation des employ\u00e9s est le co\u00fbt. Par rapport \u00e0 leurs homologues internationaux, les <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/ijtd.12002\">PME consacrent peu de ressources \u00e0 la formation<\/a>. En raison des budgets limit\u00e9s, les PME doivent tenir compte du retour sur investissement de toute formation qu\u2019elles parrainent ou offrent \u00e0 leurs employ\u00e9s. Investir dans la formation exige un engagement financier important, en particulier pour les comp\u00e9tences hautement sp\u00e9cialis\u00e9es ou techniques. Et, en raison de ressources limit\u00e9es, de nombreuses PME se concentrent uniquement sur le parrainage de formations qui r\u00e9pondent \u00e0 leurs besoins imm\u00e9diats. Outre les contraintes financi\u00e8res, les PME ont souvent du mal \u00e0 accorder \u00e0 leurs employ\u00e9s du temps pour se former et se perfectionner. Dans cette situation difficile, les PME ont souvent le choix entre perdre le temps pr\u00e9cieux de leurs employ\u00e9s ou demander \u00e0 leur personnel de suivre une formation en dehors des heures de travail normales, ce qui cr\u00e9e des difficult\u00e9s additionnelles. Ces consid\u00e9rations peuvent rendre les PME h\u00e9sitantes \u00e0 investir dans des programmes de formation qui ne sont pas ax\u00e9s sur le lieu de travail, m\u00eame si cet apprentissage permettrait de r\u00e9pondre aux changements du march\u00e9, aux lacunes en mati\u00e8re de comp\u00e9tences et \u00e0 l\u2019adoption de technologies. Ainsi, les employ\u00e9s des petites entreprises sont moins susceptibles de recevoir une formation parrain\u00e9e par l\u2019employeur que ceux des grandes organisations.<\/p>\n\n\n\n<p>Un autre d\u00e9fi est l\u2019in\u00e9galit\u00e9 dans la distribution de la formation. Selon nos <a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/la-formation-parrainee-par-lemployeur\/\">recherches<\/a> et celles de <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/pub\/75-001-x\/2009107\/article\/10907-fra.htm\">Statistique Canada<\/a>, il existe des \u00e9carts de r\u00e9partition de la formation par secteur. Les PME op\u00e9rant dans des secteurs qui ont g\u00e9n\u00e9ralement acc\u00e8s \u00e0 des capitaux plus importants, comme les technologies de l\u2019information, sont plus susceptibles d\u2019offrir une formation parrain\u00e9e par l\u2019employeur. Nous observons \u00e9galement ces in\u00e9galit\u00e9s en fonction du niveau d\u2019\u00e9ducation des employ\u00e9s individuels&nbsp;: les personnes ayant un niveau d\u2019\u00e9ducation plus \u00e9lev\u00e9, celles qui occupent des emplois professionnels, scientifiques et technologiques, celles qui sont dans la force de l\u2019\u00e2ge et celles qui occupent des postes permanents \u00e0 temps plein sont plus susceptibles de recevoir une formation.<\/p>\n\n\n\n<p>En ce qui concerne la diversit\u00e9 de l\u2019acc\u00e8s \u00e0 la formation, notre <a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/sadapter-au-monde-du-travail-en-pleine-evolution-rapport-final-du-sondage-2020-sur-lemploi-et-les-competences\/\">enqu\u00eate<\/a> sur l\u2019emploi et les comp\u00e9tences <a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/sondage-2020-sur-lemploi-et-les-competences\/\">nous a appris<\/a> que les hommes (24&nbsp;%) sont en moyenne plus susceptibles d\u2019avoir suivi une formation tout en prenant un cong\u00e9 que les femmes (19&nbsp;%). Et, bien que les immigrants r\u00e9cents soient plus enclins \u00e0 acc\u00e9der \u00e0 la formation, tout comme la main-d\u2019\u0153uvre racialis\u00e9e, ces deux groupes sont \u00e9galement moins \u00e0 m\u00eame de b\u00e9n\u00e9ficier d\u2019une formation pay\u00e9e ou parrain\u00e9e par leur employeur.<\/p>\n\n\n\n<p>La pand\u00e9mie de la COVID-19 a exacerb\u00e9 ces d\u00e9fis, tout en rendant plus pertinent l\u2019investissement des employeurs dans la formation. Par exemple, de nombreux employeurs ont d\u00fb passer \u00e0 la fourniture de services num\u00e9riques, voire \u00e0 l\u2019offre de produits num\u00e9riques, \u00e0 la suite de la pand\u00e9mie. Il est devenu urgent pour les organisations qui ont pris ce virage de fournir une formation ou des dispositions pour la formation \u00e0 leurs employ\u00e9s afin de rester dans la course. Une autre perspective \u00e0 consid\u00e9rer est que la formation num\u00e9rique est devenue beaucoup plus accessible aujourd\u2019hui qu\u2019auparavant, en raison de la pand\u00e9mie. Ce changement a, \u00e0 son tour, modifi\u00e9 l\u2019attitude de nombreux employ\u00e9s quant \u00e0 un <a href=\"https:\/\/www.hrreporter.com\/focus-areas\/training-and-development\/professional-development-a-priority-post-covid\/357906\">meilleur acc\u00e8s<\/a> \u00e0 la formation parrain\u00e9e par l\u2019employeur et \u00e0 l\u2019augmentation des possibilit\u00e9s de formation parrain\u00e9e par l\u2019employeur.<\/p>\n\n\n\n<p>Il est clair que l\u2019importance de s\u2019adapter aux circonstances changeantes a rendu la formation et le perfectionnement au Canada plus essentiels que jamais. N\u00e9anmoins, la recherche actuelle sugg\u00e8re un contexte de donn\u00e9es peu clair qui manque de sources fiables et importantes de donn\u00e9es r\u00e9centes sur le sujet. R\u00e9cemment, le CCF s\u2019est associ\u00e9 \u00e0 la Chambre de commerce de l\u2019Ontario pour lancer la cr\u00e9ation d\u2019une <a href=\"https:\/\/fsc-ccf.ca\/fr\/projets\/learning-management-systems\/\">plateforme de formation num\u00e9rique<\/a> \u00e0 laquelle plus de 200&nbsp;entreprises priv\u00e9es et 50&nbsp;chambres de commerce auraient acc\u00e8s. Et m\u00eame si nous nous attendons \u00e0 disposer de donn\u00e9es fiables qui tentent de r\u00e9pondre \u00e0 certaines des questions que nous avons soulev\u00e9es plus haut, il nous en faut davantage si nous voulons aborder la question des solutions politiques pour assurer une meilleure formation de la main-d\u2019\u0153uvre canadienne. Il est essentiel d\u2019investir dans l\u2019architecture de donn\u00e9es qui permettrait de brosser un tableau plus actuel de la formation parrain\u00e9e par l\u2019employeur au
