Il nous faut des meilleures donn\u00e9es"},"content":{"rendered":"\n<p class=\"is-style-large-paragraph\">L\u2019utilisation des microcertifications prend de plus en plus d\u2019ampleur au <a href=\"https:\/\/www.collegesinstitutes.ca\/fr\/les-enjeux\/microcertifications\/\">Canada<\/a> et \u00e0 <a href=\"https:\/\/education.ec.europa.eu\/sites\/default\/files\/document-library-docs\/towards-european-approach-micro-credentials-analytical-report-summary-fr.pdf\">l\u2019\u00e9tranger<\/a>. Elles plaisent aux utilisateurs (en majorit\u00e9 \u00e9tudiants ou employ\u00e9s) qui appr\u00e9cient de pouvoir acqu\u00e9rir de nouvelles comp\u00e9tences en ne suivant qu\u2019une formation unique.&nbsp; Elles int\u00e9ressent \u00e9galement les entreprises,&nbsp; qui cherchent \u00e0 accro\u00eetre leur productivit\u00e9 en formant mieux leurs salari\u00e9s.&nbsp;<\/p>\n\n\n\n<p class=\"is-style-default\">Celles et ceux d\u00e9sirant aller plus loin que l\u2019obtention d\u2019un simple titre peuvent d\u2019ailleurs les cumuler afin les faire transformer en <a href=\"https:\/\/www.quebec.ca\/nouvelles\/actualites\/details\/le-ministre-jean-boulet-accorde-pres-de-391-000-pour-un-projet-pilote-de-microcertification-numerique-33458\">certificats<\/a> plus complets. Il n\u2019est donc pas \u00e9tonnant que les gouvernements f\u00e9d\u00e9raux, <a href=\"https:\/\/archive.news.gov.bc.ca\/releases\/news_releases_2020-2024\/2021AEST0060-001869.htm\">provinciaux <\/a>et <a href=\"https:\/\/www.collegesinstitutes.ca\/fr\/centre-des-nouvelles\/communique-de-presse\/cican-lance-un-nouveau-cadre-national-sur-les-microcertifications\/\">territoriaux<\/a>, les universit\u00e9s, les coll\u00e8ges et d\u2019autres organisations dans ce domaine cherchent \u00e0 cr\u00e9er leur propres initiatives afin de satisfaire la demande.&nbsp;<\/p>\n\n\n\n<p class=\"is-style-large-paragraph\"><strong>Mesurer l\u2019impact des microcertifications<\/strong><\/p>\n\n\n\n<p class=\"is-style-default\">Nombre de <a href=\"https:\/\/files.eric.ed.gov\/fulltext\/EJ1313479.pdf\">chercheurs<\/a> se sont d\u00e9j\u00e0 pench\u00e9 sur la question de l\u2019efficacit\u00e9 et de <a href=\"https:\/\/www.oecd.org\/officialdocuments\/publicdisplaydocumentpdf\/?cote=EDU\/WKP(2020)4&amp;docLanguage=En\">l\u2019utilit\u00e9<\/a> des microcertifications. Les utilisateurs <a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/lavenir-est-dans-les-micro-titres-de-competences\/\">acqui\u00e8rent-ils <\/a>les comp\u00e9tences attendues ? Bien que la r\u00e9ponse \u00e0 cette question soit \u00e9videmment essentielle pour&nbsp; l\u2019avenir des microcertifications, ce n\u2019est n\u00e9anmoins pas le seul moyen d\u2019\u00e9valuer leur impact. Par exemple, on pourrait aussi explorer les salaires gagn\u00e9s par les titulaires de microcertifications.<\/p>\n\n\n\n<p class=\"is-style-default\">Au Canada, il existe d\u00e9j\u00e0 plusieurs \u00e9tudes analysant les salaires moyens gagn\u00e9s selon le niveau d\u2019\u00e9ducation, mettant ainsi l\u2019accent sur <a href=\"https:\/\/heqco.ca\/wp-content\/uploads\/2020\/03\/Still_Worth_It_FR.pdf\">les avantages de l\u2019\u00e9ducation<\/a> : plus un individu <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/fr\/catalogue\/11F0019M2014359\">avance<\/a> dans son <a href=\"https:\/\/statistique.quebec.ca\/en\/fichier\/niveau-de-scolarite-et-revenu-emploi.pdf\">parcours postsecondaire<\/a>, plus son salaire moyen tend \u00e0 \u00e9lever. En effet, les salaires moyens pour les titulaires d&#8217;un baccalaur\u00e9at sont sup\u00e9rieurs qu\u2019au niveau coll\u00e9gial et ainsi de suite. On peut alors facilement montrer l\u2019impact financier d\u2019un dipl\u00f4me postsecondaire, mais est-on en mesure d\u2019en faire autant pour les microcertifications ? En bref, non.<\/p>\n\n\n\n<p class=\"is-style-default\">\u00c9videmment, l\u2019absence d\u2019une <a href=\"https:\/\/careerwise.ceric.ca\/2022\/04\/13\/micro-credentials-macro-impact\/#.YnGJSijMJPb\">d\u00e9finition<\/a> compl\u00e8te, pr\u00e9cise et adopt\u00e9e dans l\u2019\u00e9cosyst\u00e8me postsecondaire canadien, est <a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/microcertifications-formation-education\/\">une barri\u00e8re majeure<\/a> \u00e0 une telle analyse. Obtenir des donn\u00e9es sur les salaires des sortants du syst\u00e8me postsecondaire est relativement facile car on a des crit\u00e8res plus ou moins standardis\u00e9s pour plusieurs <a href=\"https:\/\/www.canada.ca\/fr\/immigration-refugies-citoyennete\/services\/nouveaux-immigrants\/nouvelle-vie-canada\/education\/types-scolarite\/postsecondaire.html\">niveaux d\u2019\u00e9ducation postsecondaires<\/a> et plusieurs sources de donn\u00e9es fiables; comme par exemple le Recensement ou le Fichier de donn\u00e9es longitudinales sur la main-d\u2019\u0153uvre. Malheureusement, effectuer ce genre d\u2019analyse pour les microcertifications n\u2019est pas actuellement possible parce qu\u2019on ne ramasse pas les donn\u00e9es n\u00e9cessaires ; en effet, le domaine des microcertifications est encore nouveau et en pleine transformation. Ceci dit, il serait utile d\u2019identifier quelles donn\u00e9es nous seraient pr\u00e9cieuses pour pouvoir mieux \u00e9valuer la r\u00e9ussite des microcertifications et celle de leurs utilisateurs, comme on fait pour d\u2019autres certifications postsecondaires.<\/p>\n\n\n\n<p class=\"is-style-large-paragraph\"><strong>Un bel exemple de l\u2019impact<\/strong><\/p>\n\n\n\n<p class=\"is-style-default\">Une \u00e9tude r\u00e9cente de l\u2019Institut <a href=\"https:\/\/www.newamerica.org\/education-policy\/reports\/the-short-term-credentials-landscape\/\">New America<\/a> a r\u00e9cemment examin\u00e9 cette question aux \u00c9tats-Unis. Les chercheuses d\u00e9finissent les \u00ab&nbsp;microcertifications&nbsp;\u00bb comme <em>short-term credentials<\/em> (certification \u00e0 court terme), autrement dit une certification termin\u00e9e en un an ou moins. Alors que l\u2019\u00e9tude d\u00e9montre qu&#8217;obtenir son \u00ab&nbsp;certificat \u00e0 court terme&nbsp;\u00bb serait b\u00e9n\u00e9fique aux utilisateurs aux \u00c9tats-Unis, elle met \u00e9galement en lumi\u00e8re un constat essentiel relatif \u00e0 la mani\u00e8re dont on devrait \u00e9valuer l\u2019impact des microcertifications&nbsp;: les b\u00e9n\u00e9fices ne sont pas identiques entre les femmes et les hommes, ni entre les diff\u00e9rents groupes raciaux. C\u2019est-\u00e0-dire que les hommes peuvent s\u2019attendre \u00e0 \u00eatre mieux r\u00e9mun\u00e9r\u00e9s apr\u00e8s avoir termin\u00e9 un microcertificat que les femmes, et il en va de m\u00eame pour les utilisateurs blancs&nbsp; par rapport aux utilisateurs noirs et latinos. De plus, les avantages dont b\u00e9n\u00e9ficient les hommes et les blancs durent plus longtemps que ceux pour les femmes et les personnes racialis\u00e9es. \u00c0 travers le Canada, on constate d\u00e9j\u00e0 des <a href=\"https:\/\/lmic-cimt.ca\/fr\/apprendre-et-gagner-sa-vie-trois-annees-supplementaires-de-donnees-sur-les-revenus-des-diplomes-postsecondaires\/\">\u00e9carts salariaux<\/a> entre les m\u00eames groupes (<a href=\"https:\/\/liela.uqam.ca\/wp-content\/uploads\/2018\/03\/E%CC%81cart-salarial-Observatoire-des-diasporas-CRIDAQ.pdf\">sexe<\/a> et <a href=\"https:\/\/www.conferenceboard.ca\/hcp\/provincial-fr\/society-fr\/racial-gap-fr.aspx\">racialis\u00e9s<\/a>) selon le niveau d\u2019\u00e9ducation. Il n\u2019est donc pas impensable que la m\u00eame relation se retrouve au niveau des microcertifications, mais \u00e0 quel point ?&nbsp;<\/p>\n\n\n\n<p class=\"is-style-default\">Plusieurs projets financ\u00e9s par le Centre des Comp\u00e9tences Futures rassemblent des donn\u00e9es bas\u00e9es sur le groupe racial des participants. Le projet du <a href=\"https:\/\/fsc-ccf.ca\/fr\/projets\/maitrise-des-technologies-numeriques-pour-la-main-doeuvre\/\">Coll\u00e8ge Humber<\/a>, par exemple, a pour objectif de fournir aux groupes en qu\u00eate d\u2019\u00e9quit\u00e9 un meilleur acc\u00e8s aux microcertifications \u00e0 distance pour leur permettre d\u2019apprendre des comp\u00e9tences num\u00e9riques, particuli\u00e8rement recherch\u00e9es par les employeurs dans le Grand Toronto. Actuellement, ce projet sert plus de 300 personnes, dont la grande majorit\u00e9 sont des personnes racialis\u00e9es (85,8%), des femmes (74,6%) et des immigrants (74%). Il convient cependant de souligner que si r\u00e9cup\u00e9rer ces donn\u00e9es est important, il est tout aussi essentiel d\u2019\u00e9valuer leur r\u00e9ussite sur le march\u00e9 de travail <em>apr\u00e8s <\/em>l\u2019obtention de la microcertification.<\/p>\n\n\n\n<p class=\"is-style-large-paragraph\"><strong>Pour r\u00e9sumer<\/strong><\/p>\n\n\n\n<p class=\"is-style-default\">Les microcertifications se vendent gr\u00e2ce \u00e0 leurs avantages: la courte dur\u00e9e, la r\u00e9duction des <a href=\"https:\/\/www.ecampusontario.ca\/fr\/un-nouveau-rapport-analyse-les-tendances-et-les-connaissances-liees-aux-micro-titres-de-competences-au-canada-tandis-que-lapprentissage-en-ligne-et-la-demande-en-matiere-de-competences-gagnen\/\">barri\u00e8res<\/a> \u00e0 l\u2019\u00e9ducation, la promesse de <a href=\"https:\/\/www.affairesuniversitaires.ca\/articles-de-fond\/article\/les-microcertifications-sont-elles-lavenir-de-lenseignement-superieur\/\">comp\u00e9tences recherch\u00e9es<\/a> par les employeurs et leurs plus faibles co\u00fbts, etc.. Il est donc essentiel de pouvoir valider toutes ces promesses; permettant ainsi aux utilisateurs de <a href=\"https:\/\/lmic-cimt.ca\/fr\/apprendre-et-gagner-sa-vie-trois-annees-supplementaires-de-donnees-sur-les-revenus-des-diplomes-postsecondaires\/\">recevoir les salaires attendus<\/a>; aux d\u00e9cideurs politiques de mieux percevoir les \u00e9carts salariaux entre diff\u00e9rents groupes de salari\u00e9s ; et aux entreprises d\u00e9sirant valider les comp\u00e9tences acquises par l\u2019obtention d\u2019une microcertification.&nbsp;<\/p>\n\n\n\n<p class=\"is-style-default\">Les donn\u00e9es sur les salaires, groupes raciaux et sexes des utilisateurs de microcertifications font donc partie d\u2019une recherche plus large sur les Informations du march\u00e9 du travail (IMT). En fin de compte, pour les microcertifications comme pour de nombreux autres aspects du march\u00e9 du travail, qu\u2019il s&#8217;agisse de d\u00e9cisions en tant qu\u2019utilisateur, universit\u00e9 ou entreprise,&nbsp; il faut donc prendre le temps de rechercher de bonnes informations et de meilleures donn\u00e9es.
