Ces transitions vont transformer durablement le profil des emplois et les comp\u00e9tences requises pour r\u00e9ussir. On note entre autres, une diminution du travail de routine, le d\u00e9groupement des t\u00e2ches, de nouveaux m\u00e9tiers plus difficiles \u00e0 automatiser \u00e9mergentes tandis que d&#8217;autres sont appel\u00e9s \u00e0 \u00e9voluer, voire \u00e0 dispara\u00eetre.&nbsp;<\/p>\n\n\n\n<p>Le rehaussement des comp\u00e9tences et la requalification des talents de la main-d\u2019\u0153uvre sont \u00e9galement des enjeux majeurs sur lesquels les entreprises et les personnes en emploi salari\u00e9 doivent miser afin d&#8217;assurer que personne ne soit mis de c\u00f4t\u00e9.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-purple-color has-text-color\"><strong><strong>Le contexte qu\u00e9b\u00e9cois&nbsp;<\/strong><\/strong><\/h2>\n\n\n\n<p>Relever ces d\u00e9fis suppose une responsabilit\u00e9 partag\u00e9e entre les principaux acteurs concern\u00e9s : les entreprises, la main-d\u2019\u0153uvre, les r\u00e9seaux maisons d\u2019enseignement et les acteurs du milieu communautaire en employabilit\u00e9. La <a href=\"https:\/\/www.cpmt.gouv.qc.ca\/\">Commission des partenaires du march\u00e9 du travail (CPMT)<\/a> a convoqu\u00e9 en 2020 un forum virtuel sur la requalification de la main d&#8217;\u0153uvre en pleine transformation lors de laquelle des diverses parties prenantes ont eu l\u2019occasion de faire entendre leur voix. Voici quelques exemples des probl\u00e8mes auxquels le march\u00e9 du travail qu\u00e9b\u00e9cois fait face et les solutions propos\u00e9es&nbsp;par la CPMT.<\/p>\n\n\n\n<p>Tout d\u2019abord, le secteur<em> num\u00e9rique<\/em> est en pleine <a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/travail-emploi-solidarite-sociale\/publications-adm\/rapport\/RA-diagnostic_professions.pdf?1619463185\">expansion<\/a> sur le territoire qu\u00e9b\u00e9cois. Entre 2019 et 2020, presque <a href=\"https:\/\/www.technocompetences.qc.ca\/wp-content\/uploads\/2021\/08\/TC_Diagnostic-Sectoriel_Page_LowRes_20200802.pdf\">10 000 nouveaux emplois<\/a> ont \u00e9t\u00e9 cr\u00e9\u00e9s. Afin d\u2019acc\u00e9der \u00e0 ces nouveaux emplois dans le secteur, le Qu\u00e9bec doit satisfaire sa demande de formation. Pour faire face au besoin de programmeuses et de programmeurs informatiques, la CPMT finance par exemple le projet <a href=\"https:\/\/www.quebec.ca\/nouvelles\/actualites\/details\/projet-42-quebec-le-ministre-jean-boulet-annonce-un-investissement-de-5-m-pour-soutenir-une-initiative-innovante-de-formation-dans-le-secteur-des-technologies-de-linformation\">42 Qu\u00e9bec<\/a> qui a pour but de former des programmeuses et des programmeurs qualifi\u00e9s selon un mode de formation d\u2019apprentissage par les pairs.&nbsp;<\/p>\n\n\n\n<p>Par ailleurs, plus que jamais le besoin de requalifier la main d&#8217;\u0153uvre ainsi que de cr\u00e9er des <a href=\"https:\/\/foresightcac.com\/wp-content\/uploads\/2022\/05\/Future-Skills-Report_March-2022.pdf\">emplois <\/a>dans <em>l\u2019\u00e9conomie <\/em><a href=\"https:\/\/fsc-ccf.ca\/fr\/projets\/peche-nordique\/\"><em>durable<\/em><\/a><em> et verte<\/em>, s\u2019impose ; l\u2019appel de projets \u00ab <a href=\"https:\/\/www.cpmt.gouv.qc.ca\/publications\/pdf\/appel-projets-economie-verte.pdf\">\u00c9conomie verte et transition num\u00e9rique<\/a> \u00bb de la CPMT vise en particulier \u00e0 financer des projets de formation qui sont en appui \u00e0 la transformation verte des entreprises.&nbsp;<\/p>\n\n\n\n<p>Enfin, depuis l\u2019arriv\u00e9e de la pand\u00e9mie, les personnes les plus touch\u00e9es par le ch\u00f4mage sont celles et ceux peu <a href=\"https:\/\/www.cpmt.gouv.qc.ca\/publications\/index.asp\">qualifi\u00e9s<\/a>. Pour faciliter cette <em>requalification<\/em>, la CPMT propose un programme permettant de financer un parcours d\u2019alternance travail-\u00e9tude, programme de formations de courte dur\u00e9e (<a href=\"https:\/\/www.cpmt.gouv.qc.ca\/grands-dossiers\/fonds\/coud-requalification.asp\">COUD<\/a>), permettant notamment de financer notamment le salaire des employ\u00e9s personnes salari\u00e9es pendant durant les heures de formation.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-purple-color has-text-color\"><strong><strong>Miser sur la collaboration<\/strong><\/strong><\/h2>\n\n\n\n<p>La r\u00e9cente <a href=\"https:\/\/www.quebec.ca\/nouvelles\/actualites\/details\/entente-de-20-millions-de-dollars-entre-la-cpmt-et-le-centre-des-competences-futures-pour-soutenir-le-developpement-de-la-main-doeuvre-au-quebec-38074\">entente<\/a> sign\u00e9e entre la CPMT et le Centre des comp\u00e9tences futures (CCF) permettra notamment d\u2019appuyer des projets permettant d\u2019exp\u00e9rimenter de nouvelles strat\u00e9gies n\u00e9cessaires pour le d\u00e9veloppement de comp\u00e9tences futures de la main- d\u2019\u0153uvre qu\u00e9b\u00e9coise. La CPMT et le CCF pourront ainsi aider les entreprises et la main-d\u2019\u0153uvre \u00e0 faire des choix \u00e9clair\u00e9s par rapport aux comp\u00e9tences qui seront n\u00e9cessaires pour r\u00e9pondre aux transitions d\u00e9mographique, num\u00e9rique et climatique qui transforment le monde du travail.&nbsp;<\/p>\n\n\n\n<p>Cette collaboration a engendr\u00e9 <a href=\"https:\/\/www.cpmt.gouv.qc.ca\/grands-dossiers\/fonds\/appels-projets.asp\">trois appels \u00e0 propositions<\/a>, ax\u00e9s sur les besoins particuliers du march\u00e9 du travail qu\u00e9b\u00e9cois :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Premi\u00e8rement, <strong>la mise en \u0153uvre du R\u00e9f\u00e9rentiel qu\u00e9b\u00e9cois des comp\u00e9tences du futur<\/strong> vise \u00e0 enclencher la mise en \u0153uvre du <a href=\"https:\/\/www.cpmt.gouv.qc.ca\/publications\/index.asp#referentiel\">R\u00e9f\u00e9rentiel<\/a> qu\u00e9b\u00e9cois des comp\u00e9tences du futur&nbsp;dans un contexte o\u00f9 les comp\u00e9tences du futur seront appel\u00e9es \u00e0 occuper une place centrale dans l\u2019\u00e9conomie du Qu\u00e9bec. Ce r\u00e9f\u00e9rentiel inclut 10 comp\u00e9tences non-techniques auxquelles s\u2019ajoutent la litt\u00e9ratie et la num\u00e9ratie, comme \u00ab comp\u00e9tences essentielles \u00bb, et offre enfin un langage commun sur lequel b\u00e2tir la mise \u00e0 niveau de ces comp\u00e9tences.&nbsp;<\/li>\n\n\n\n<li>Deuxi\u00e8mement, <strong>le maintien et int\u00e9gration en emploi de groupes sous-repr\u00e9sent\u00e9s sur le march\u00e9 du travail<\/strong> porte sur l\u2019int\u00e9gration et le maintien en emploi des groupes sous-repr\u00e9sent\u00e9s sur le march\u00e9 du travail. Cet appel de projet vise \u00e0 explorer de nouvelles fa\u00e7ons de faire, \u00e0 am\u00e9liorer les connaissances sur le sujet et \u00e0 faciliter la concertation entre les diff\u00e9rents acteurs du march\u00e9 du travail.<\/li>\n\n\n\n<li>Enfin, <strong>rehausser la pr\u00e9sence des femmes en emploi en<\/strong> <strong>STIM<\/strong> vise \u00e0 rehausser la pr\u00e9sence des femmes en emploi dans les secteurs de sciences, des technologies, de l\u2019ing\u00e9nierie et des math\u00e9matiques (STIM) afin de favoriser leur participation, leur maintien et leur progression en emploi en soutenant la cr\u00e9ation de milieux de travail inclusifs dans ces secteurs.<\/li>\n<\/ul>\n\n\n\n<p>Cette entente permettra ainsi de mieux partager les apprentissages du Qu\u00e9bec avec le reste du Canada et d\u2019\u00eatre \u00e0 l\u2019aff\u00fbt des exp\u00e9riences men\u00e9es par les autres provinces canadiennes.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-purple-color has-text-color\"><strong><strong>Pr\u00e9parer l\u2019avenir<\/strong><\/strong><\/h2>\n\n\n\n<p>Pour traverser avec succ\u00e8s ces grand bouleversement qui frappent le monde de l\u2019emploi, il nous faut mettre l\u2019humain au c\u0153ur des d\u00e9cisions et miser notamment sur les gestes suivants&nbsp;: 1) documenter les changements et leurs effets sur les personnes et les entreprises; 2) permettre aux individus et aux entreprises d\u2019anticiper et mesurer les \u00e9carts de comp\u00e9tence et les opportunit\u00e9s d\u2019am\u00e9lioration de leur employabilit\u00e9; 3) intensifier le d\u00e9veloppement d\u2019une culture de formation continue au sein des entreprises (rehausser et requalifier la main-d\u2019\u0153uvre en emploi); 4) d\u00e9velopper une offre de formation innovante, flexible et qualifiante, adapt\u00e9e \u00e0 la r\u00e9alit\u00e9 des individus et des entreprises; et 5) mobiliser les \u00e9cosyst\u00e8mes de l\u2019emploi \u00e0 l\u2019\u00e9chelle nationale, sectorielle et r\u00e9gionale pour coordonner des strat\u00e9gies gagnantes pour tous.&nbsp;<\/p>\n\n\n\n<p>Toutes et tous ne sont pas \u00e9gaux devant l\u2019acc\u00e9l\u00e9ration de la mutation du monde de l\u2019emploi. Le dialogue social entre toutes les parties prenantes et l\u2019arrimage entre les actions que chacun doit prendre en charge est n\u00e9cessaire et incontournable.&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le monde de l&#8217;emploi est en mutation, faisant face \u00e0 trois grandes transitions&nbsp;: d\u00e9mographique, num\u00e9rique et climatique.
