La p\u00e9nurie de main-d\u2019\u0153uvre est l\u2019un des plus grands d\u00e9fis auxquels les entreprises sont confront\u00e9es aujourd\u2019hui. Dans certains cas, les p\u00e9nuries sont exacerb\u00e9es par ce que l\u2019on appelle une \u00ab\u2009inad\u00e9quation des comp\u00e9tences\u2009\u00bb, une dynamique dans laquelle les besoins des employeurs ne correspondent pas aux comp\u00e9tences des demandeurs d\u2019emploi. De multiples facteurs contribuent \u00e0 ce dilemme, notamment le fait que les personnes poursuivent des qualifications dans des domaines o\u00f9 les possibilit\u00e9s d\u2019emploi sont limit\u00e9es et un march\u00e9 du travail qui \u00e9volue rapidement.&nbsp;<\/p>\n\n\n\n<p>Il est essentiel pour notre comp\u00e9titivit\u00e9 globale que les entreprises trouvent des employ\u00e9s poss\u00e9dant les comp\u00e9tences ad\u00e9quates. Bien que l\u2019immigration soit un outil utilis\u00e9 pour combler les p\u00e9nuries de talents \u00e0 court terme, l\u2019Ontario a besoin d\u2019une strat\u00e9gie de d\u00e9veloppement de la main-d\u2019\u0153uvre pour nous pr\u00e9parer aux besoins futurs du march\u00e9 du travail. Un int\u00e9r\u00eat particulier doit \u00eatre accord\u00e9 \u00e0 l\u2019attraction et \u00e0 la r\u00e9tention de la main-d\u2019\u0153uvre qualifi\u00e9e dans les secteurs de l\u2019\u00e9conomie o\u00f9 la demande est forte. Il s\u2019agit, entre autres, de la construction, de la logistique, de l\u2019\u00e9ducation, de la petite enfance, de l\u2019agriculture et de la fabrication d\u2019aliments et de boissons, des soins de sant\u00e9 et des soins de longue dur\u00e9e.&nbsp;<\/p>\n\n\n\n<p>\u00c0 mesure que nous travaillons \u00e0 la reprise \u00e9conomique, il sera \u00e9galement crucial de soutenir et de cibler la formation professionnelle sur les groupes d\u00e9mographiques touch\u00e9s de mani\u00e8re disproportionn\u00e9e par la COVID-19, dont beaucoup cherchent \u00e0 r\u00e9int\u00e9grer le march\u00e9 du travail ou \u00e0 le rejoindre pour la premi\u00e8re fois. Parmi ceux-ci figurent les personnes racialis\u00e9es et les populations autochtones, les femmes, les nouveaux arrivants, les jeunes, les personnes handicap\u00e9es, les travailleurs \u00e2g\u00e9s et les personnes&nbsp;LGBTQ2S+.<\/p>\n\n\n\n<p>Les entreprises de la province ont applaudi l\u2019<a href=\"https:\/\/news.ontario.ca\/en\/release\/1001662\/ontario-removing-barriers-for-out-of-province-skilled-workers\">annonce<\/a> faite par le gouvernement provincial cet hiver, qui \u00e9limine les obstacles pour la main-d\u2019\u0153uvre qualifi\u00e9e de l\u2019ext\u00e9rieur de la province, les professionnels et les gens de m\u00e9tier form\u00e9s \u00e0 l\u2019\u00e9tranger. Les mesures propos\u00e9es comprenaient l\u2019\u00e9limination \u00e0 la fois de la n\u00e9cessit\u00e9 d\u2019une exp\u00e9rience professionnelle canadienne pour des emplois sp\u00e9cifiques et de la duplication des tests de comp\u00e9tence en langues officielles pour les immigrants form\u00e9s \u00e0 l\u2019\u00e9tranger.<\/p>\n\n\n\n<p>\u00c0 la <a href=\"https:\/\/occ.ca\">Chambre de commerce de l\u2019Ontario, nous repr\u00e9sentons 157&nbsp;chambres de commerce et chambres de m\u00e9tiers dans toute la province, ainsi qu\u2019un r\u00e9seau diversifi\u00e9 de 60\u2009000&nbsp;membres. En qualit\u00e9 de partenaires indispensables des entreprises, nous croyons que la promotion d\u2019une strat\u00e9gie de d\u00e9veloppement de la main-d\u2019\u0153uvre r\u00e9fl\u00e9chie et \u00e0 long terme pour l\u2019Ontario peut contribuer \u00e0 la mise en place d\u2019une \u00e9conomie qui fonctionne pour tous.&nbsp;<\/a><\/p>\n\n\n\n<p>Dans le cadre de cette strat\u00e9gie de la main-d\u2019\u0153uvre, nous recommandons au gouvernement de l\u2019Ontario ce qui suit&nbsp;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Collaborer avec les parties prenantes des secteurs confront\u00e9s \u00e0 d\u2019importants d\u00e9ficits de comp\u00e9tences pour \u00e9laborer des strat\u00e9gies sectorielles, notamment en promouvant la formation professionnelle et les possibilit\u00e9s de carri\u00e8re\u2009;<br><\/li><li>\u00c9tablir des liens avec les employeurs et les \u00e9tablissements postsecondaires de l\u2019Ontario afin d\u2019identifier et de promouvoir les m\u00e9tiers sp\u00e9cialis\u00e9s recherch\u00e9s aupr\u00e8s des \u00e9l\u00e8ves des \u00e9coles secondaires\u2009;<br><\/li><li>Introduire un cr\u00e9dit d\u2019imp\u00f4t qui permet aux employeurs qui embauchent des dipl\u00f4m\u00e9s de l\u2019enseignement coop\u00e9ratif ou de programmes \u00e9quivalents de r\u00e9clamer un pourcentage des salaires et traitements pour la premi\u00e8re ann\u00e9e d\u2019emploi \u00e0 temps plein\u2009;<br><\/li><li>Fournir un soutien financier aux particuliers et aux petites entreprises pour la requalification, le perfectionnement des comp\u00e9tences et les microcertifications, en particulier pour les donn\u00e9es, le num\u00e9rique et d\u2019autres ensembles de comp\u00e9tences recherch\u00e9es\u2009;<br><\/li><li>Accorder un caract\u00e8re permanent aux projets pilotes r\u00e9gionaux en mati\u00e8re d\u2019immigration afin d\u2019attirer des immigrants qualifi\u00e9s dans les communaut\u00e9s qui connaissent une croissance d\u00e9mographique faible ou n\u00e9gative.<br><\/li><\/ul>\n\n\n\n<p>Ce ne sont l\u00e0 que quelques mesures qui peuvent \u00eatre prises pour combler le d\u00e9ficit de comp\u00e9tences dans divers secteurs. Une strat\u00e9gie solide de d\u00e9veloppement de la main-d\u2019\u0153uvre peut nous faire passer d\u2019une inad\u00e9quation des comp\u00e9tences \u00e0 une combinaison id\u00e9ale de talents et d\u2019opportunit\u00e9s.&nbsp;<\/p>\n\n\n\n<p><em>Rocco Rossi est pr\u00e9sident et directeur g\u00e9n\u00e9ral de la Chambre de commerce de l\u2019Ontario. En novembre, le CCO et le Centre des Comp\u00e9tences futures <\/em><a href=\"https:\/\/fsc-ccf.ca\/engage\/smes-support-to-tackle-skills-labour-gaps\/\"><em>ont annonc\u00e9<\/em><\/a><em> un partenariat de 3,7&nbsp;millions de dollars pour aider les petites entreprises \u00e0 combler les lacunes en mati\u00e8re de comp\u00e9tences et les p\u00e9nuries de main-d\u2019\u0153uvre gr\u00e2ce
