			{"id":244609,"date":"2022-04-13T13:13:56","date_gmt":"2022-04-13T17:13:56","guid":{"rendered":"https:\/\/fsc-ccf.ca\/?p=244609"},"modified":"2022-04-13T13:15:16","modified_gmt":"2022-04-13T17:15:16","slug":"blog-talk-about-future-skills","status":"publish","type":"post","link":"https:\/\/fsc-ccf.ca\/fr\/blog-talk-about-future-skills\/","title":{"rendered":"De quoi parlons-nous lorsque nous \u00e9voquons l\u2019avenir des comp\u00e9tences\u2009?"},"content":{"rendered":"\n<p class=\"is-style-default\">Le monde du d\u00e9veloppement des comp\u00e9tences \u00e9volue rapidement, pour trois raisons&nbsp;: 1) le vieillissement de la population entra\u00eene des p\u00e9nuries de main-d\u2019\u0153uvre g\u00e9n\u00e9ralis\u00e9es, mettant en \u00e9vidence la d\u00e9pendance politique relative d\u2019une nation \u00e0 l\u2019\u00e9gard du d\u00e9veloppement des comp\u00e9tences de sa propre population par rapport \u00e0 l\u2019immigration comme principale strat\u00e9gie\u2009; 2) le lieu du d\u00e9veloppement des comp\u00e9tences est en train de changer, passant d\u2019une certification co\u00fbteuse et longue dans les coll\u00e8ges et les universit\u00e9s \u00e0 une formation \u00e0 plus court terme et sur le lieu de travail\u2009; et 3) le r\u00f4le de la technologie a historiquement \u00e0 la fois augment\u00e9 et remplac\u00e9 la main-d\u2019\u0153uvre, mais le dernier ensemble de technologies num\u00e9riques influe sur les emplois les plus qualifi\u00e9s et les mieux r\u00e9mun\u00e9r\u00e9s d\u2019une mani\u00e8re encore impr\u00e9visible.&nbsp;<\/p>\n\n\n\n<h3 class=\"has-purple-color has-text-color wp-block-heading\"><strong><strong>Quelles sont les comp\u00e9tences dont nous avons le plus besoin dans un contexte de p\u00e9nurie de main-d\u2019\u0153uvre g\u00e9n\u00e9ralis\u00e9e\u2009?<\/strong>&nbsp;<\/strong><\/h3>\n\n\n\n<p>Dans les pays du Nord, le nombre de personnes qui quittent le march\u00e9 du travail est sup\u00e9rieur \u00e0 celui des personnes qui y entrent, en raison des tendances d\u00e9mographiques (d\u00e9part \u00e0 la retraite des baby-boomers et baisse du taux de natalit\u00e9 depuis des d\u00e9cennies). L\u2019\u00e9conomie canadienne aura besoin d\u2019un plus grand nombre de personnes venant de l\u2019\u00e9tranger pour \u00e9viter la stagnation, voire la baisse, du niveau de vie\u2009; et il en sera de m\u00eame ailleurs. Nous serons en concurrence avec de nombreux autres pays du Nord pour attirer les travailleurs du Sud, dans toutes les cat\u00e9gories de comp\u00e9tences.&nbsp;<\/p>\n\n\n\n<p>Le Canada se distingue sur le plan international par la croissance de l\u2019immigration, qui va de pair avec notre appr\u00e9ciation de ce que les immigrants apportent. Pendant des d\u00e9cennies, la politique d\u2019immigration a \u00e9t\u00e9 ax\u00e9e sur l\u2019accueil des \u00ab\u2009meilleurs et des plus brillants\u2009\u00bb, c\u2019est-\u00e0-dire des immigrants les plus qualifi\u00e9s et les plus riches en capitaux d\u2019investissement. Pendant des d\u00e9cennies, les p\u00e9nuries de comp\u00e9tences ne concernaient que des r\u00e9gions et des secteurs particuliers, mais les p\u00e9nuries futures concerneront tous les types de comp\u00e9tences, partout. Tant du point de vue du march\u00e9 du travail que des entreprises, le pouvoir de n\u00e9gociation se d\u00e9place vers les travailleurs. C\u2019est une nouveaut\u00e9. Nous avons v\u00e9cu 40&nbsp;ans d\u2019exc\u00e9dents de main-d\u2019\u0153uvre. Les employeurs ont fait la pluie et le beau temps. La hausse des titres de comp\u00e9tences \u00e9tait un moyen de filtrer un grand nombre de candidats pour chaque poste \u00e0 pourvoir. Or, d\u00e9j\u00e0 en Colombie-Britannique et au Qu\u00e9bec, le nombre d\u2019offres d\u2019emploi d\u00e9passe \u00e0 peine le nombre de ch\u00f4meurs. Ceci est en passe d\u2019arriver dans votre coin. De plus en plus d\u2019entreprises embaucheront des personnes sans dipl\u00f4me et seront pr\u00eates \u00e0 les former sur le tas.<\/p>\n\n\n\n<h3 class=\"has-purple-color has-text-color wp-block-heading\"><strong><strong>D\u2019o\u00f9 viennent les comp\u00e9tences\u2009?<\/strong><\/strong><\/h3>\n\n\n\n<p>Tant le volume que l\u2019emplacement du d\u00e9veloppement des comp\u00e9tences changent pour les r\u00e9sidents du Canada. On passe d\u2019une certification dans les universit\u00e9s et les coll\u00e8ges (co\u00fbteuse en argent et en temps) \u00e0 une certification des comp\u00e9tences \u00e0 plus court terme et plus cibl\u00e9e dans une vari\u00e9t\u00e9 d\u2019\u00e9tablissements publics et priv\u00e9s et \u00e0 une formation en cours d\u2019emploi plus importante que depuis des d\u00e9cennies. Il faut s\u2019attendre \u00e0 une aggravation des in\u00e9galit\u00e9s. Au cours des 30&nbsp;derni\u00e8res ann\u00e9es, alors que de plus en plus de personnes obtenaient des dipl\u00f4mes et des certificats, le march\u00e9 des personnes poss\u00e9dant ces titres de comp\u00e9tences a explos\u00e9 et l\u2019avantage salarial de l\u2019\u00e9ducation postsecondaire a diminu\u00e9. L\u2019int\u00e9r\u00eat de ces dipl\u00f4mes \u00e9tait davantage de vous aider \u00e0 obtenir un emploi permanent \u00e0 temps plein que de gagner un meilleur salaire. Aujourd\u2019hui, ceux qui peuvent se permettre de consacrer du temps et de l\u2019argent \u00e0 l\u2019obtention d\u2019un dipl\u00f4me, en particulier dans les \u00e9tablissements prestigieux, sont susceptibles de voir revenir la prime salariale. Cela augmentera les in\u00e9galit\u00e9s de revenus.&nbsp;<\/p>\n\n\n\n<p>Il est probable qu\u2019il y ait davantage de formation en cours d\u2019emploi, mais cela soul\u00e8ve le probl\u00e8me du parasitisme&nbsp;: une entreprise peut investir dans le recrutement et la formation de travailleurs, mais comment emp\u00eacher la perte de rendement de cet investissement si ce travailleur passe chez un concurrent qui r\u00e9mun\u00e8re davantage, mais qui n\u2019a pas assum\u00e9 les co\u00fbts de formation au d\u00e9part\u2009? La mesure dans laquelle les institutions publiques offrent des options pertinentes de d\u00e9veloppement des comp\u00e9tences \u00e0 court terme et \u00e0 faible co\u00fbt maximisera ou limitera le potentiel humain, ce qui nous am\u00e8nera \u00e0 nous tourner davantage vers l\u2019immigration comme solution en cas d\u2019options de d\u00e9veloppement des comp\u00e9tences sous-optimales pour les Canadiens.&nbsp;<\/p>\n\n\n\n<p>Bien que le d\u00e9bat entre les experts en politique, les universitaires et les d\u00e9cideurs porte sur la relation entre l\u2019immigration et le d\u00e9veloppement des comp\u00e9tences, depuis 2006, l\u2019immigration a \u00e9t\u00e9 \u00e9clips\u00e9e par l\u2019utilisation de travailleurs \u00e9trangers temporaires qui entrent au Canada par le biais de divers programmes avec des visas de r\u00e9sident temporaire. Cette tendance a continu\u00e9 \u00e0 s\u2019acc\u00e9l\u00e9rer, m\u00eame pendant la pand\u00e9mie. D\u2019ici novembre 2021, 1,2&nbsp;million de nouveaux arrivants sont entr\u00e9s au Canada. Moins d\u2019un tiers ont \u00e9t\u00e9 autoris\u00e9s \u00e0 rester. Pour faire face aux p\u00e9nuries de main-d\u2019\u0153uvre, il faut cr\u00e9er des emplois \u00ab\u2009temporaires permanents\u2009\u00bb, ce qui est de mauvais augure pour l\u2019avenir de cette \u00ab\u2009nation d\u2019immigrants\u2009\u00bb.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\" style=\"font-style:normal;font-weight:600\"><p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-purple-color\">De janvier \u00e0 novembre 2021, le Canada a accueilli 1\u2009173\u2009135\u00a0nouveaux arrivants. L\u2019automatisation et le transport par conteneurs ont entra\u00een\u00e9 l\u2019externalisation des emplois de cols bleus vers des pays o\u00f9 les salaires sont moins \u00e9lev\u00e9s. Aujourd\u2019hui, les technologies num\u00e9riques peuvent d\u00e9localiser des aspects du travail habituellement effectu\u00e9s par des cols blancs et des professionnels telles que les avocats, les architectes, les dessinateurs, les ing\u00e9nieurs, les diagnosticiens m\u00e9dicaux, les d\u00e9veloppeurs de logiciels et d\u2019autres personnes dont les comp\u00e9tences \u00e9lev\u00e9es sont normalement bien r\u00e9mun\u00e9r\u00e9es. Que se passe-t-il lorsqu\u2019un \u00ab\u2009vous\u2009\u00bb, un investissement moins co\u00fbteux, est disponible en temps voulu dans une autre partie du monde\u2009? La r\u00e9action politique typique pour les travailleurs d\u00e9plac\u00e9s est \u00ab\u2009plus de formation\u2009\u00bb. Cependant, comment et pour quels emplois requalifier le groupe qui est d\u00e9j\u00e0 le plus qualifi\u00e9\u2009? Et quelles sont les ramifications pour un monde qui s\u2019efforce de cr\u00e9er une croissance inclusive pour tous, alors que nous ajoutons de nouvelles voix au ch\u0153ur de ceux qui se sentent l\u00e9s\u00e9s et laiss\u00e9s pour compte\u2009?&nbsp;<\/p>\n\n\n\n<p>De nombreuses nations sont aux prises avec ces trois m\u00eames m\u00e9ga-tendances.
